PUBLIC HEARING
December 5, 1990
The Public Hearing for the 1991 Operating Budget was called to order at 9:18 a.m.
by Chairman Wint in the commission room of the Oakland County Parks and Recreation
Commission's administration office.

Manager Richard noted that the 1991 budget is the same as proposed by staff at
the October 23 Budget Review, with a proposed revenue budget of $10,360,890, up
4.8% over the estimated actual for 1990. Of this amount, $4,459,290 will come
from fees and charges, and the balance of $5,901,600 will come from the millage
and interest on investments.
The proposed operating budget for 1991 is $8,596,222, an increase of 7% over the
1990 adjusted budget year. The balance of revenue over operating funds,
$2,397,118, is for operating equipment and capital development.
Manager Richard also reviewed the fees and charges, noting the changes recommended
for 1991, plus the personnel changes that are planned.

Les Barron, Groundskeeper II at Independence Oaks, addressed the Commission with
a prepared statement with his concerns over the deletion of the Groundskeeper
II position at the park.
Keith Lindsey, Groundskeeper II at Addison Oaks, also expressed his concern for
the loss of maintenance positions in the parks, noting Addison Oaks has lost one
full-time position in the last five years.
Chairman Wint thanked the employees for taking the time to speak to the Commission
and, on behalf of the Commission, thanked them for the fine job they are doing
in and for the parks.
No other people asked to speak; therefore, the Public Hearing was declared closed
at 9:51 a�m.
