Kuhn, Jr., Fred Korzon, George Kuhn, Thomas Law STAFF: Manager Ralph Richard, Assistant Manager Jon Kipke, Chief of Administrative Services Frank Trionfi, Chief of Park Operations Dan Stencil, Chief of Golf Courses Mike Thibodeau, Public Communications Officer Jan Pung, Chief of Recreation Susan Wells, Chief of Design and Development Joseph Figa The following topics were discussed with no formal action taken: UATF 1 Fr.TSI ATnP,% MFFTTN(-.: Legislative meeting was held at Glen Oaks several years ago for the purpose of updating the legislators on the Oakland County Parks System. Staff will schedule a meeting with Oakland County Commissioners, state legis— lators representing Oakland County, and the Parks Commission on Monday, September 13. A presentation will be made on future plans for Oakland County Parks, with a continental breakfast being served; attendees will be invited to play golf afterwards. A letter of invitation will be sent from the Parks Chairman. FIITIIRF PARK SYUFM TMAGF: Department's goal: Increasing awareness, while creating a unique perception of the parks. Jan Pung outlined the new "corporate identification plan" with the following objectives and strategy: Objectives: 1) Clear and consistent identity. 2) Reinforce the idea that we are an established park system. 3) Broaden the scope to increase visitation. 4) Target efforts toward the macro image vs individual resources. (Larger groups vs smaller) (Commission/Staff Retreat, July 13, 1993) Strategy: 1) Emphasize the role as a recreational system. 2) Convey quality and consistency visually in a clear and consistent ,phase 3) Involve the entire park system. Jan Pung introduced the samples of the graphic concepts of planned signage for the parks. Commission agreed that the signs are necessary; staff hopes to have three signs completed for next year, with the remainder phased over the next few years. PARK REVIEW: ---Staff has been notified that the grant has been approved for the acquisition of the 610-acre parcel in Rose Township and is proceeding with necessary steps for that purchase. Staff anticipates bringing this purchase to the commission this fall. ---Independence Oaks: Requests For Proposals for the master plan revision are expected to be sent out this fall; the current master plan is 20 years old. Commission also commented that an inventory should be done, cataloging the sensitive areas in the park. ---Lyon Oaks: Appraisals for the two additional parcels will be brought to the Commission at the next meeting. Staff will contact Dave VanderVeen about the future plans of Spencer Airport, which is adjacent to Lyon Oaks. If the price is right, the Commission may also consider purchasing the 14-acre farm adjacent to the park. Staff will be recommending the purchase of the two parcels from the grant totaling 101 acres, plus an outright purchase of the adjacent 39 acres. Commission suggested considering having a naturalist do an environmental and sensitive area study of the park. ---Waterford Oaks: Staff will contact the Elks about the property adjacent to the park that the Elks are interested in selling; possibly consider an option to buy. ---Addison Oaks: Commissioners warned of perception with the proposed Ameritech tower by the Oakland County Board of Commissioners that "now that there's money involved in the issue, the tower is okay to be placed in the park." GOLF'S FUTURE IN THE SYSTEM: ---Arrowhead: Commission seemed in favor of pursuing the purchasing of Arrowhead Golf Course; thought it would be best to meet with officials from Auburn Hills and get their thoughts on taking that property off the tax rolls. (Commission/Staff Retreat, July 13, 1993) ---Glen Oaks: Staff will provide information on funds spent on the Glen Oaks clubhouse since the purchase of the golf course. Staff will place the Glen Oaks proposed building addition on the agenda for Commission consideration and support. It was also suggested that staff approach the Farmington Hills Historical Commission through a historical preservation architect. This project will be brought to the commission at the August meeting. ---Addison Oaks: Plans are being made by a builder for a 27-hole public golf course off the northwest corner of the park. Another public golf course south of Stoney Creek is all set for construction, so plans for the construction of a course at Addison have been affected and could be reconsidered. ---Groveland Oaks: Currently, this park is the last one to be considered for construction of a golf course. FINANCIAL UPDATE: Frank Trionfi reviewed the Millage Review Summary. Part-time salaries: Staff will go back to the General Government Committee and inquire about procedures for raises for part-time employees. OUR ROLE IN COUNTY GOVERNMENT: As empowered by PA 261, the Parks Commission was established by and reports to the Oakland County Board of Commissioners. Staff will look at PA 139 and PA 261, analyze both documents, then provide both documents with comments to the Commission at the next meeting. Commissioners will review for a better understanding in order to prepare for a meeting with Chairman Crake. SPRINGFIELD OAKS YAC: Once again, the maintenance and operation of the Springfield Oaks YAC is being questioned. Question remains at to ownership, responsibility for capital projects, programming, and maintenance; commission will discuss this issue at the next meeting, which will be held at the YAC.
