The meeting was called to order at 9:20 a.m. by Chairman Pecky D. Lewis, Jr. at the concession stand of the
Groveland Oaks.

Moved by Mrs. McConnell, supported by Mr. G. Kuhn to approve the minutes of the meeting
of July 16, 1997, with the following corrections:
Page 3-3, add the following sentence to the end of the motion for the Glen Oaks landscaping
bid: Funding of $24,000 will be transferred from the Capital Improvement Projects
contingency account.
Page 3-5, at the end of the first sentence of the "Capital Improvement Projects Budget",
change the estimated new funds to "$3,632,144."

Chairman Lewis welcomed County Commissioner Gene Kaczmar to the meeting; Manager Richard introduced
Park Supervisor Clyde Herb, who in turn introduced Parks Maintenance Aide Donna Hooper.
APPROVAL OF PAYMENTS:
Moved by Mr. Skarritt, supported by Mrs. McConnell to approve the payment of
Interdepartmental Payment Register for the June charges paid in July, and the Oak
Management, Inc. credits for the 2nd quarter of 1997.

STATEMENT OF OPERATIONS:
The Statement of Operations as of June 30, 1997, was accepted as filed.
CAPITAL IMPROVEMENT PROJECTS BUDGET UPDATE:
The Capital Improvement Projects Budget Update as of June 30, 1997, was accepted as filed.
ACTIVITIES REPORT:
The Activities Report for the month of June, 1997, was accepted as filed.
FISCAL YEAR 1997 AUDIT CONTRACT:
Chief of Administrative Services Frank Trionfi noted that staff will be developing and sending out Requests
For Proposals for a multi -year audit contract in 1998.
However, because of the implementation of the county's new financial system coinciding with the
Commission's new fiscal year, staff felt Janz & Knight's familiarity with us would be an advantage to extending
their current contract for one year in order to perform the annual audit for 1997.
Janz & Knight has agreed to perform the audit for $12,000, which is $1,900 less than the previous year; staff
requested Commission approval of the one-year contract extension with Janz & Knight.
Moved by Mr. Skarritt, supported by Mr. G. Kuhn to approve a one-year contract extension
with Janz & Knight to perform the Commission's audit for fiscal year 1997 for $12,000.

GLEN OAKS PARKING LOT LIGHTING - AMENDMENT:
At the meeting of May 21, 1997, the Commission approved a contract be awarded to Jacobs Electric for the

installation of parking lot lighting at Glen Oaks.
Subsequent information received from Oakland County Purchasing showed the base bid for that contract was
$19,960, rather than the $19,500 presented and approved; the correct amount is still considerably lower than
the next higher bid.
Staff requested Commission approval to correct contract base bid amount of $19,960.
Moved by Mrs. Johnson, supported by Mr. G. Kuhn to amend the contract base bid amount
with Jacobs Electric for the installation of the Glen Oaks parking lot lighting to $19,960.

INDEPENDENCE OAKS PROPERTY ACCESS:
Staff has received correspondence from a resident living adjacent to Independence Oaks requesting access
onto a Parks -owned cul-de-sac.
This cul-de-sac was created when the Commission requested Perry Lake Road be abandoned in 1974. It
offers complete access for public, fire, emergency, and safety vehicles, and is maintained and used by the
Road Commission for Oakland County.
In order to resolve this issue as expeditiously as possible, staff requested Commission approval to pursue the
possibility of this cul-de-sac being transferred to the Road Commission for Oakland County.
Moved by Mr. G. Kuhn, supported by Mr. Skarritt to direct staff to contact the Road
Commission for Oakland County regarding the transfer of the cul-de-sac on Perry Lake Road
at Independence Oaks from the Oakland County Parks and Recreation Commission to the
Road Commission for Oakland County.

As per the information filed in the agenda, the following bid was approved as recommended by staff and
Purchasing:
Moved by Mrs. Johnson, supported by Mrs. McConnell to award the bid for the purchase of a
transit bus for the Mobile Recreation Program to the low bidder, Blue Bird Corporation of
Holland, Michigan, in the amount of $104,105.00.

MANAGER'S REPORT:
In addition to the Manager's Report filed in the agenda, the following was noted:
---The annual employee/volunteer picnic is scheduled for Thursday, August 14, from 6 to 9 p.m. at Waterford
Oaks.
---Staff has received correspondence from both Orion Township officials and a township resident regarding the
possibility of a golf course being built at Orion Oaks. Commission suggested staff respond back to the resident
reassuring him that, in the event a golf course is built at that park, it would require only a small portion of the
parkland.
---There was a save at the Waterford Oaks Waterpark on Monday, August 4. The young man involved has other
medical problems that complicated his recovery; he was hospitalized, but is expected to be released soon.
The lifeguards are being recommended for a citation through the Oakland County Sheriff's Department.
---Manager Richard reviewed the sequence of events that occurred regarding the pool party held at Red Oaks
Waterpark on Saturday, July 26. He noted the unique problems experienced due to the use of Ticket Master
for ticket sales and the difficulties resulting from the radio station being uncooperative with the announcement
of the party's time change.
Commission discussed setting a policy or guidelines for use of the parks by special use groups, including a
special category for when tickets are sold, possibly stating, " tickets sold with express permission from the
Oakland County Parks and Recreation Commission."
County Commissioner Kaczmar reiterated the residents' concerns over safety, noise, traffic, etc., and noted the
Commission will be receiving a reimbursement request from the City for overtime costs incurred by the Madison
Heights that night.
Vice Chairman Johnson reiterated her request that staff contact the commissioners when a significant event,
such as this party, occurs in the parks.
---Staff was recently approached by the Michigan Renaissance Festival for possible use of the old golf course
property at the north end of Groveland Oaks for overflow parking for the Festival. Staff informed them that they
would have to contact the Parks Commission for approval, the township for conformance with ordinances or for
special use, and the Road Commission for Oakland County for access roadways/driveways.
Staff has not been contacted further for this year's festival, but may hear again next year.
NEW BUSINESS:
---Oakland County Executive L. Brooks Patterson has just announced a no smoking policy, encompassing all
county -owned buildings, going into effect August 11.
Staff will conduct a follow up to see if the ban includes the Parks' grill rooms and banquet facilities. This new
policy could greatly affect the use of those facilities. Follow-up information will be presented at the next meeting.
