COMMISSION MEMBERS PRESENT: Chairman Pecky D. Lewis, Jr., Vice Chairman Richard Skarritt, Secretary Richard D. Kuhn, Jr., Fred Korzon, Ruel E. McPherson, Shelley Taub, J. David VanderVeen, Richard V. Vogt COMMISSION MEMBERS ABSENT: Thomas Law, John McCulloch ALSO PRESENT: Parks and Recreation Oakland County Corporation Counsel Hinshon Environmental Consulting APPROVAL OF MINUTES: Ralph Richard, Executive Officer Daniel Stencil, Administrator — Operations Frank Trionfi, Administrator - Administration Mike Thibodeau, Chief of Golf Sue Wells, Chief of Recreation Janet Pung, Public Communications Officer Sheila Cox, Accountant IV Dave Sutter, Intern Joseph Colaianne, Assistant Corporation Counsel Richard Hinshon, PE, President Moved by Mr. Skarritt, supported by Mrs. Taub to approve the minutes of the meeting of March 28, 2001, as written. AYES: Kuhn, Korzon, Lewis, Skarritt, Taub, VanderVeen, Vogt (7) NAYS: (0) Motion carried on a voice vote. PUBLIC COMMENTS: Executive Officer Richard attended a meeting of the George W. Kuhn Advisory Committee last week, at which time they recommended one of their representatives, Mr. Richard Hinshon, approach the Parks Commission and voice the Advisory Committee's concerns regarding the golf course at Red Oaks. Mr. Hinshon noted the Advisory Committee voted overwhelmingly to restore the golf course, if at all possible, in order to continue to provide the recreation resource and to reduce the costs to the drain expansion project. The Committee is urging both the Parks and SOCRRA to commit to the goal of restoring the golf course and working out the lease/purchase issue. Specifically, they are requesting the Parks Commission at least re -open discussions to see if a non -purchase solution can be reached that would preserve the golf course and move it forward. Commission reviewed actions taken and alternatives explored regarding the land issue, plus reiterated our commitment to providing recreation in that part of the county. 3-1 (Commission Meeting, April 18, 2001) Commission noted that we would not be opposed to re -opening discussion. AWARD PRESENTATION: Administrator — Operations Dan Stencil reviewed the Commission staffs involvement in the state's Adopt -A - Highway Program and presented the Commission with a plaque from the Michigan Department of Transportation in appreciation for roadside beautification to the people of the state of Michigan. THE KALEIDOSCOPE FOUNDATION: Administrator — Operations Dan Stencil gave a brief background history the Kaleidoscope Foundation, their organization, programs, and their goals. He noted that they have begun raising funds to build a facility to house their organization and will be approaching the Parks Commission in the future on a possible land lease for their facility. In the meantime, members of the Foundation are approaching the townships they service requesting letters of support. Commission expressed concerns over this type of endeavor; staff also noted that the organization also received input from staff at a recent meeting. :m Moved by Mr. VanderVeen, supported by Mr. Skarritt to award the following bids as per the information filed in the agenda and as recommended by staff and Purchasing: Purchase of 35 Mity-Lite banquet tables and four table carts for the Waterford Oaks and Springfield Oaks Activity Centers to the single source bidder, Mity-Lite, in the amount of $7,217.00. Purchase of two Mule utility vehicles for Groveland Oaks to the low bidder, Ray's Kawasaki, in the amount of $25,869.16. Purchase of pesticides for Lyon Oaks to the low bidder, Turfgrass, in the amount of $34,997.50. Splitting the bid for the purchase of our seasonal supply of pesticides for White Lake, Glen Oaks, and Springfield Oaks as follows: the Banner GL, Banner Max, Chipco GT, Banol, Daconil, Seaquential, Primo, and Dissolve to the low bidder, Turfgrass, for $19,454.00; the Heritage, Subdue, Turfside, and Defiant to the low bidder, Simplot Partners, for $16,472.60; and the Merit, NuFilm, and Curalan to the low bidder, Lesco, for $2,176.85. Total purchase price for these items is $38,103.45. Splitting the bid for the purchase of our seasonal supply of fertilizer for the golf courses and parks as follows: the 51 tons of fairway fertilizer, the 10.5 tons of greens fertilizer, and the poly fertilizer to the low bidder, Turfgrass, in the amount of $47,246.31; plus the two tons of Nature Safe to the low bidder, Simplot Partners, in the amount of $2,380.00. Total purchase price for these items is $49,626.31. Purchase of an EP-1 embroidery machine for the administration from the single source bidder, Melco Embroidery, in the amount of $3,925.00. AYES: Korzon, Kuhn, Lewis, McPherson, Skarritt, Taub, VanderVeen, Vogt (8) 3-2 (Commission Meeting, April 18, 2001) NAYS: (0) Motion carried on a voice vote. EXECUTIVE SESSION: Moved by Mr. McPherson, supported by Mr. Vogt to adjourn the meeting to an Executive Session for the purpose of discussing a proposed property acquisition and pending lawsuit. AYES: Korzon, Kuhn, Lewis, McPherson, Skarritt, Taub, VanderVeen, Vogt (8) NAYS: (0) Motion carried on a voice vote. The meeting was adjourned to an Executive Session at 9:59 a.m. The meeting was re -convened at 10:32 a.m. EXECUTIVE OFFICER'S REPORT: In addition to the Executive Officer's Report filed in the agenda, the following was noted: ---The next workshop for the Orion Oaks master plan revision is scheduled for 7 p.m. on Tuesday, April 24, at the Orion Township offices. Commissioners were encouraged to attend. NEW BUSINESS: ---Commissioner VanderVeen reported on the County Executive's first "Yolkland" Easter egg hunt. This very successful event was assisted by Parks staff, who were enormously helpful. The next regular Commission meeting will be 9:00 a.m. on Wednesday, May 2, 2001.
