Chairman Pecky Lewis called the meeting to order at 9:13 a.m. in the commission room of the Parks and
Recreation Commission's administration office.

Chairman Lewis welcomed Suzette Vogt, appointed to replace Commissioner Richard Vogt.
Chairman Lewis congratulated Assistant Administrator Jon Kipke, who is retiring after 31 years of service
to the Parks and Recreation Commission.

Interdepartmental Payment Register for October and November, 2002 (FM 1, FY 2003);
and the Payment Register, including the Voucher Report Period for January, 2003 (FM 04,
FY 2003) and the CIP Voucher Report Period for January, 2003 (FM 04, FY 2003).

GRANT APPLICATION:
Moved by Mr. VanderVeen, supported by Mr. Obrecht to adopt the following resolution for
the submission of a grant application:
WHEREAS, the Oakland County Parks and Recreation Commission has been
notified by the Department of Natural Resources that application for cost sharing grants
from the Michigan Natural Resources Trust Fund and Land and Water Conservation Fund
may be submitted by April 1, 2003; and
WHEREAS, the Oakland County Parks and Recreation Commission has identified
and established priorities for acquisitions within the adopted Recreation Master Plan; and
WHEREAS, the Oakland County Parks and Recreation Commission recommends
the filing of the following application to the Department of Natural Resources for matching
grant:
Addison Oaks Acquisition
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission recommends submission of the above -said grant application with
the appropriate matching funds to be designated from the one -quarter mill.

One New Holland LW50B front-end loader for Technical Support to the low bidder, Munn
Tractor Sales, in the amount of $55,594.00.

Waterpark, to the low bidder meeting specifications, Weingartz, in the amount of
$12,677.00.
One Toro 72" outfront rotary mower for the Red Oaks Golf Course to the low bidder,
Spartan Distributors, in the amount of $13,245.00.
One 126" 44 hp rotary mower for Lyon Oaks Park to the low bidder, Spartan Distributors,
in the amount of $34,652.00.
One 90" floating decks 44 hp rotary mower for the Red Oaks Golf Course to the low bidder,
W. F. Miller, in the amount of $40,672.00.
Two each 35 hp Toro Sidewinder rotary mowers for Red Oaks and Glen Oaks Golf
Courses to the low bidder, Spartan Distributors, in the amount of $55,790.00.
17 each 4-wheel gas golf cars for the Springfield Oaks Golf Course to Club Car in the
amount of $54,825, less $15,600 for trade in of 17 golf cars, for a total purchase amount
of $39,225.
Two John Deere 43 hp diesel tractors for Red Oaks and Springfield Oaks Golf Courses to
Weingartz in the amount of $17,610.84 each, for a total purchase price of $35,221.68.
One 18 hp Toro sand trap rake for the Red Oaks Golf Course to the low bidder, Spartan
Distributors, in the amount of $11,239.00.
One John Deere 72 hp skid steer loader for Red Oaks to the low bidder, AIS Construction,
in the amount of $23,300.00.
Four each Jacobsen IV greensmowers and one Jacobsen VI greensmower for Red Oaks
(2 each), White Lake Oaks, Glen Oaks, and Lyon Oaks to the low bidder, W. F. Miller, in
the amount of $84,142.00.
Two each 5-gang Toro 35 hp reel fairway mowers for Red Oaks and White Lake Oaks to
the low bidder, Spartan Distributors, in the amount of $53,600.00.
One Foley automatic reel grinder for the Lyon Oaks Golf Course to the low bidder, Spartan
Distributors, in the amount of $24,794.00.
Annual supply of golf course fertilizer for Lyon Oaks split and awarded the purchase of 15
tons of fairway, 4 tons of green, 2 tons of organic, 2 tons of 0-0-50, 3 tons of 0-0-50, and
2.5 tons of 16-8-8 fertilizer to the low bidder, Turfgrass, in the amount of $19,652.50; plus
awarded the purchase of 2 tons of K. Mag fertilizer to the low bidder, Simplot, in the
amount of $976.00. Total purchase price for the fertilizer was $20,628.50.
Annual supply of fertilizer for the Springfield Oaks Golf Course split and awarded the
purchase of 18 tons of fairway, 2 tons of green, and 1 ton of organic fertilizer to the low
bidder, Turfgrass, in the amount of $13,236.60; plus awarded the purchase of 1 ton of Urea
fertilizer to the low bidder, United Horticultural, in the amount of $250.00. Total purchase
price for the fertilizer was $13,486.60.

Annual supply of liquid fertilizer for Lyon Oaks split and awarded the purchase of 44
gallons of 10-3-4 + FE, 33 gallons of 1-0-14 + MIC, and 10 gallons of 6-4-4 liquid fertilizer
to the low bidder, Turfgrass, in the amount of $3,192.64; plus awarded the purchase of 23
gallons of Bio-Stim liquid fertilizer to the low bidder, Simplot, in the amount of $971.75.
Total purchase price for the fertilizer was $4,164.39.
One 23 hp diesel utility vehicle for Red Oaks to the low bidder, Weingartz, in the amount
of $17,990.00; and one 10 hp utility vehicle for Red Oaks to the low bidder Thesier, in the
amount of $5,205.01. Total purchase price for the two vehicles is $23,195.01.

CONTRACTS:
Moved by Mr. Obrecht, supported by Mr. Skarritt to award the contract for the installation
of steel retaining walls to edge portions of the irrigation pond at Glen Oaks to the low
bidder, Lakefront Marina, in the amount of $38,000.00, plus a ten percent contingency of
$3,800, for a total budgeted amount of $41,800.00.

Moved by Mr. Obrecht, supported by Mr. Korzon to award the contract for the horticultural
services for Addison, Glen, Groveland, Independence, Red Oaks Waterpark, Springfield,
Waterford, and White Lake Oaks for 2003 to the low bidder, Gifts of Remembrance, LLC,
in the amount of $35,425.58, plus a contingency in the amount of $14,574.42, for a total
budgeted amount of $50,000.00. In July, staff will provide an update with the new
requested plantings, plus the recommended fall mums and spring bulb plantings.
Later in the year, staff will present a recommendation for approval of an extension of the contract.
Secretary Korzon expressed concern with the way the additional plantings were included in the agenda
information, requesting a clearer presentation of this information in the future.

equipment installation at Addison, Groveland, and Lyon Oaks to the low bidder, F.J.
LaFontaine & Sons, in the amount of $44,382.00 for Base Bid #4, $1,942.00 for Alternate
#1, and $14,265.00 for Alternate #2, for a total contract amount of $60,589.00, plus a five
percent contingency of $3,030.00, for a total budgeted amount of $63,619.00.

Staff noted that Alternate #3 for the mats was not included in the contract, as this will be completed by staff
on an as needed basis.

Moved by Mr. Richards, supported by Mr. Korzon to award the contract for the construction
of the organizational youth campground at Independence Oaks, including two 20 x 36
picnic shelters with water and electric, six accessible tent platforms, a restroom/shower
facility with the necessary septic field, a 200 ft. interpretive boardwalk to the Clinton River,
site grading, and accessible gravel paths to the low bidder, Degenhardt & Son, Inc.
Contract will include a lump sum base bid of $391,400.00 to complete all components of
the campground and an add alternate for the installation of ceramic tile within the shower
area of the restroom. Total contract amount will be $395,030, plus a ten percent
contingency of $39,503, for a total budgeted amount of $434,533.00.

EXECUTIVE OFFICER'S REPORT:
In addition to the Executive Officer's Report filed in the agenda, the following was noted
---Commissioners received copies of the proposed West Nile Virus Operation plan, which incorporates
general education, monitoring, control, and protection. Although spraying of adult mosquitoes was not
included in the plan, keeping in line with Oakland County Health Department recommendations, staff will
be requesting quotes for consideration of spraying at the golf courses and campgrounds.
All parks will also provide insect repellent upon request.
---The Commission's tentatively scheduled meeting for March 19 was cancelled

---Vice Chairman Skarritt reported that engineering plans through the Road Commission for Oakland County
for the corner of Williams Lake Road and M-59 will not affect the golf course at White Lake Oaks, except
for the road being paved.

Moved by Mr. Crawford, supported by Mr. Obrecht to adjourn to an Executive Session for
the purpose of discussing proposed land acquisitions.
