Chairman Lewis called the meeting to order at 9:10 a.m. in the commission room of the Parks
and Recreation's administration office.
Mr. Joe Colaianne is attending the meeting as Mr. McCulloch's representative.

Contingency to project #670 and #995.
Page 4-5, under Executive Officer's Report, add the following sentence: The Bottle Bill
Resolution adopted by the St. Clair County Parks and Recreation Commission was
discussed. Commission concurred to take no action at this time.

ACTIVITY REPORT:
The Activity Report for month ending August 31 (FM 11, 2008) was accepted, with clarification
coming at the next meeting for the following:
• Independence Oaks Day Camper Totals
• Lyon Oaks Dog Park Totals
Executive Officer Stencil presented the Commission with an award from Oakland County
Executive L. Brooks Patterson for assisting in the Schrauger Family Home Project.
The North Oakland Headwaters Land Conservancy also presented Executive Officer Stencil with
the Blue Heron Award at their annual fiindraising event in October. Executive Director Katie
Anderson will present this award to the Commission at the December 10 meeting.
DEPARTMENT RE -ORGANIZATION:
Executive Officer Dan Stencil presented the proposed department re -organization, providing a
brief explanation of the old organization of the department, along with a detailed explanation of
the proposed organization and how it aligns with the Commission's strategic master plan.
Staff plans to look at a second phase of this re -organization in the future, as noted in the
resolution. Once approval has been received by the Oakland County Board of Commissioners,
staff will hold an "all department meeting" to launch the re -organization, scheduled for
Thursday, November 6, 2008.
Staff will report back to the Commission on an annual basis on how the re -organization has
created efficiencies, increased grant and sponsorship opportunities.
Moved by Mr. Crawford, supported by Mr. Jamian to adopt the following resolution in
support of the department's re -organization:

WHEREAS Oakland County Parks and Recreation strives to be recognized and
viewed by citizens as a "World Class" park system; and
WHEREAS the Parks and Recreation Commission retained Pros Consulting to
assist with developing a ten-year strategic plan; and
WHEREAS the strategic plan includes acquiring and developing park land for
active and passive recreation as desired by the citizens through a survey; and
WHEREAS this reorganization of staff is the first of two phases in reaching the
goals of the ten-year strategic plan; and
WHEREAS the current departmental structure is vertical and each park operates
as a separate entity; and
WHEREAS the County offered a retirement incentive and 17 Parks and
Recreation Department employees accepted the incentive; and
WHEREAS the timing of these retirements aligns with the proposed strategic
plan to change the department to a horizontal managed structure that operates
interchangeably in a team environment; and
WHEREAS the strategic plan includes plans for increased park and program
planning, a central reservations system, a parks -wide maintenance system, greater
fiscal efficiencies and business development; and
WHEREAS this reorganization creates, deletes, reclassifies and realigns
positions to meet the requirements of the strategic plan.
NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and
Recreation Commission supports the approval of the department re -organization.
BE IT FURTHER RESOLVED that the Oakland County Parks and Recreation
Commission recommends the Oakland County Board of Commissioners approve the
Parks and Recreation Department re -organization as shown below:

QUARTERLY CIP/NATURAL RESOURCES UPDATE:
Architectural Engineers Mike Donnellon and Jon Noyes presented an update on the capital,
major maintenance, planning, and natural resource projects throughout the park system.
BY-LAWS AMENDMENT:
Moved by Mrs. Taub, supported by Mr. VanderVeen to approve the amendment to the
By -Laws as follows:
Article XI
Budget
Section 1. Budget Preparation and Adoption. The Executive Officer shall bear the
responsibility for the preparation of the budget and shall submit such a budget to the
Commission for its approval and adoption at by the first regular meeting in September.

North Oakland Headwaters Land Conservancy 24-Hour Liquor License:
Moved by Mr. Palmer, supported by Mr. VanderVeen to approve the request from the
NOHLC for a 24-hour liquor license for their annual fundraiser event to be held at the
Springfield Oaks Activity Center on October 11, 2008.
Commission directed Executive Officer Stencil to research the laws and recommend how to
proceed for future events requiring commission approval, including whether the commission can
give authority to the Executive Officer to approve this type of request if time constraints are an
issue.
Staff will also ensure the procedure is clarified for those booking the Springfield Oaks Activity
Center.

OAKLAND COUNTY 4-H FAIR ASSOCATION TRANSITION:
Executive Officer Stencil discussed the transition plan for OCPRC to resume management of the
Springfield Oaks Activity Center as of November 5, 2008. Staff expects to have a Letter of
Agreement in place by November 5, as well as a public communications plan to field questions
from the public.
Commission recommended staff write a rebuttal to a recent letter printed in the opinion page of
The Oakland Press regarding the change in management at the park. The Oakland County 4-H
Fair Association stated that they would complete this.
CLOSED SESSION:
Moved by Mr. Gregory, supported by Mr. VanderVeen to adjourn to Closed Session for
the purpose of discussing proposed land acquisitions.

EXECUTIVE OFFICER'S REPORT:
In addition to the Executive Officer's report filed in the agenda, the following information was
noted:
--The Commission will vote on the Proposed 2009 Master Calendar in December and ratify it in
January, 2009.
--The estimated cost for the Tolliver — Phase II Environmental Assessment is $4,500. This
assessment will determine the level of contamination that exists and will be instrumental with
negotiation.
