David VanderVeen, A. David Baumhart, Robert E. Kostin, Chairperson Emeritus Pecky D. Lewis, Jr., Christine Long, John Scott, Eric Wilson COMMISSION MEMBERS ABSENT: Chairman Gerald Fisher, Gary McGillivray ALSO PRESENT: Parks and Recreation Daniel J. Oakland County Fiscal Services Jeff Phelps, Fiscal Services Supervisor APPROVAL OF AGENDA: Moved by Mr. Scott, supported by Mr. Wilson, to approve the agenda as submitted. AYES: McCulloch, VanderVeen, Baumhart, Kostin, Lewis, Long, Scott, Wilson (8) NAYS: (0) Motion carried on a voice vote. REPLACEMENT OF INDEPENDENCE OAKS BOX CULVERT: Staff is requesting to award a contract to construct a box culvert at Independence Oaks to replace the existing culvert for the headwaters of the Clinton River within the main entrance road. This request is due to extensive rust and failures at the connection point of the two halves of the split -seam culvert. This item was postponed from the July 11, 2012, OCPR Commission meeting pending staff contacting the engineers at the Road Commission for Oakland County. Mike Donnellon, Chief -Facilities Operations and Maintenance, advised the Commission that staff had been in contact with the Road Commission staff regarding the box culvert that is proposed, and all areas of concern have been addressed. The life cycle for the proposed box culvert staff is recommending is estimated to be approximately 100 years. Staff is also recommending that Alternate 1-A , the replacement of approximately 715 linear feet of Independence Oaks Blvd., due to the condition of the road and right-of-way, also be approved with the box culvert bid. Moved by Mr. Wilson, supported by Mr. VanderVeen, to approve a contract with Springline for both Unit Base Bid and Alternate 1-A amounts of $341,387.00, with contingency in the amount of $23,099.60 for a total unit based contract of $396,486.60, as well as the transfer of $315,286.60 from the FY2012 Capital Improvement Program Plan Contingency to the CIP Project #1556. 5-8 (Commission Meeting, July 18, 2012) Mr. Wilson expressed his thanks to the OCPR staff for taking the time to check with the Road Commission to make sure there were no issues or areas of concern regarding this project, and for future projects the Road Commission is willing to assist or help out as needed. AYES: McCulloch, VanderVeen, Baumhart, Kostin, Lewis, Long, Scott, Wilson (8) NAYS: (0) Motion carried on a voice vote. PROPOSED RESOLUTION - MADISON HEIGHTS/RED OAKS NATURE CENTER LEASE: It was discovered after the 07/11/12 OCPR Commission meeting that the Commission needed to adopt a resolution in conjunction with the approval of the lease for the Red Oaks Nature Center. Upon approval this resolution will be forwarded to the Board of Commissioners for final approval. Moved by Mr. Lewis, supported by Mr. Wilson, to adopt the proposed resolution for the George W. Suarez Friendship Woods/Red Oaks Nature Center Lease: WHEREAS, the Oakland County Parks and Recreation Commission is interested in entering into a lease with the City of Madison Heights to maintain and operate the 38-acre George W. Suarez Friendship Woods, which will include the Red Oaks Nature Center; and WHEREAS, the parcel is contiguous to the Red Oaks County Park in Madison Heights and will be known as part of the Red Oaks County Park complex; and WHEREAS, the Oakland County Parks and Recreation Commission's strategic master plan includes a goal to acquire and/or develop additional parks and recreation facilities that provide regional recreational opportunities; and WHEREAS, the residents of Oakland County will be the benefactors of this lease; and WHEREAS, the funding to maintain and operate this facility will be allocated in the Oakland County Parks and Recreation Commission Operating Budget; and WHEREAS, the Red Oaks Nature Center property and building were funded through a Michigan Natural Resources Trust Fund Grant, and the proposed lease between the County of Oakland and the City of Madison Heights is consistent with the grant agreement; and WHEREAS, said lease, which was developed by Oakland County Corporation Counsel, Oakland County Park staff, and City of Madison Heights officials, is for a period of 25 years; and WHEREAS, said lease, which is between the County of Oakland and the City of Madison Heights, is for the amount of $1.00 annually. NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission hereby recommends the Oakland County Board of Commissioners approves and accepts the terms and conditions of the lease. AYES: McCulloch, VanderVeen, Baumhart, Kostin, Lewis, Wilson (6) NAYS: Long, Scott (2) Motion carried on a voice vote. 5-9 (Commission Meeting, July 18, 2012) NEXT MEETING: The next OCPR Commission meeting will be Wednesday, August 1, 2012, at the Groveland Township Fire Department.
