PUBLIC COMMENTS: Executive Officer Daniel Stencil recognized Manager of Parks and Recreation Operations Sue Wells for achieving 30 years of service with Oakland County Parks and Recreation. In addition, Mr. Stencil advised the Commission that Ms. Wells received the highest level of recognition in the mParks organization. On February 8, 2018, she will receive the very prestigious 2018 mParks Fellowship Award at the mParks Annual Conference in Detroit, Michigan. NTRODUCTION: Full-time Graphic Artist/ Communications and Marketing Communications and Marketing Supervisor Desiree Stanfield introduced Garrett Ebbeling, the new Communications and Marketing Full-time Graphic Artist. Garrett graduated from Oakland University with his Bachelor of Fine Arts in Graphic Design. He previously interned with a design studio in Pontiac where he created info graphic focused presentations for global brands. Garrett also did contract work for product photography, web design and a 400-page print catalog for a small automotive company in Novi. Garrett worked part-time for OCPR for the last two years. While at OCPR he led the development and design of the 2016 and 2017 annual reports, new employee handbook, new design for the Discover brochure and the Brand and Communications Standards Manual. PUBLIC HEARING: Proposed OCPR 5-Year Recreation Master Plan For the past 18 months staff has been working on the OCPRC 2018-2022 Five -Year Parks and Recreation Master Plan ("Rec Plan"). The Rec Plan not only guides the actions and investments of the Oakland County Parks and Recreation Commission and staff, but is a requirement for eligibility for grants through the Michigan Department of Natural Resources. Staff from all departments and levels of the organization have contributed to this Rec Plan, making it a robust, living document that will help to guide and align our efforts in the coming years. We are hopeful that it will also serve as a resource for staff, Commissioners and the public looking for information about the park system. , draft of the plan was provided to the Commission at its November 2017 meeting. The plan was available for public comment November 20 through December 20. Members of the public were invited to provide comment online, via phone or e-mail, or on -site at one of several locations throughout the county where hard copies of the plan were provided for OCPR Commission Meeting, January 10, 2018 Page 4 viewing (OCPR parks/facilities and public libraries). Public comments received have been incorporated into the draft distributed to the Commission. Once approved by the OCPR Commission, the plan will be forwarded to the Oakland County Board of Commissioners for final approval before it is submitted to the MDNR. The deadline for submittal to the MDNR is March 1, 2018. The schedule for approval is as follows: OCPRC Public Hearing and Approval January 10, 2018 Planning and Building Committee January 23, 2018 Board of Commissioners — Refer to Finance February 1, 2018 Finance Committee February 15, 2018 BOC Final Approval February 21, 2018 Supervisor of Planning Melissa Prowse provided an overview of each of the section in the Proposed OCPR 5-Year Recreation Master Plan. The Public Hearing was opened at 1:37 p.m. As there were no comments from the public Melissa Prowse read the comment summaries for areas that received 10 or more comments previously received into the record. The comments are listed below: Beaches/swimming: Several commented on the poor conditions of the (now closed) beach at Addison Oaks, several commented on how they enjoyed swimming at the parks, especially at Groveland and Independence Camping: Several commenters listed camping as a favorite part of OCPR parks with the majority calling out Addison specifically as their favorite, One person indicated that camping and disc golf was a good combination. One person loved camping at Addison but was camping less now due to poor quality of beach (now closed) and problems with the reservation system, including not being able to reserve online. Another person wanted to see basketball courts added at Addison. Another camper had experienced a problem with the 2 tents per campsite limitation because their bicycle touring group used multiple one -person tents. One commenter was looking forward to combining use of the proposed ORV Park with camping at Groveland. Disc Golf: The disc golf community made a very strong response to the call for public comment. Staff has been engaged for several months with members of this group and has reviewed a proposal to install disc golf at Orion Oaks. This location was determined to be not feasible due to restrictions per the Eastern Massasauga Rattlesnake Implementation Plan with the Michigan Department of Natural Resources, planned trail development and potential user conflicts with Dog Park. Communication continues and plans are in place to meet with disc golfers and partners later this winter to review needs and opportunities. Most of the comments were related to developing more disc golf courses in the system, especially championship -level courses. Many commented on the quality and beauty of the Addison Oaks course and had suggestions for improvements to the course. Others commented on the value of family time playing disc golf and that disc golf at Addison was their introduction to other features at the park. One commenter indicated willingness to pay for play when improvements are made. Dogs/Dog Parks: Most commenters on this topic identified dog parks as a favorite part of OCPR parks. Specific comments included concerns about mud (parking lots, dog enclosures) and aggressive dogs; and the need for more shade and flowing water in the dog parks. One commenter wanted a 'real dog park" in south Oakland County. Comments asked for new dog parks at Addison and Waterford. Golf: Commenters listed golf as a favorite part of OCPR parks and most Indicated that the courses were well -maintained and staff was doing a great job. There were a few suggestions: add 9 or 18 holes at Lyon, improve drainage at courses, add a driving range at White Lake, and cut the roughs more often at White Lake. A couple commenters called for one or more golf courses to be eliminated. An emailed comment was positive regarding Lyon Oaks golf course but indicated the course was a bit expensive for frequent golfers and suggested selling annual memberships to boost revenue for the golf course and provide an opportunity for a discount for frequent players. Nature Wildlife Natural Areas, Woods: Natural areas, scenic views and wildlife were often identified as favorite reasons commenters enjoyed the, parks. Commenters wanted OCPR to preserve natural areas, control invasive species and refrain from cutting trees along trails. OCPR Commission Meeting, January 10, 2018 Page 2 ORV: Commenters expressed support for the proposed ORV Park and hope that the project would move forward soon. Trails Hiking Biking, Mountain Biking Equestrians: Trails were frequently cited as a favorite part of OCPR parks, with many asking for more trails and more connectivity to regional trails. More mountain biking choices for various skill levels was suggested. Trail system at Independence and the mountain biking trails at Addison were specifically noted as a favorite by many. Need for improved trail signage was a frequently cited concern. Trail user conflicts was also cited, including concerns about proposed increased bicycle use and closing cross-country ski trails to walkers in winter — both at Independence. Winter Skiing Sledding Ice Skating Hockey: Cross-country skiing at Independence was noted. One commenter cited it as a favorite and wanted Independence to grow as a premier ski destination, but noted that ski rental gear needed to be upgraded. Another commenter did not want cross-country ski trails to be closed to walkers in winter. Other comments included wanting sledding at Independence, more lights at dog parks at night for visits after work in winter, wanting disc golf tee pads to be salted at Addison, and wanting snow to be cleared from trails at Red. Ms. Prowse then read verbatim several individual comments that were received online or via e-mail (comments are not corrected for spelling or grammar but are represented how they were submitted): I am a golfer and love some of the golf courses that are ran by the Oakland county park program. They are some of the best maintained courses in Metro. I am also an avid disc/frisbee golfer and wish more of your parks would install a higher level disc golf course so my family and I can play together. I would love to get my sons involved in golf but due to cost and the time it takes for a young family to golf it is not worth it. Which is one reason we have turned to the game of disc/frisbee golf, as it is something our entire family can do together while being outside enjoying nature together. Some of the walking trails are somewhat challenging for seniors and handicapped due to not being paved. Understanding that paving is a very expensive process, perhaps using crushed gravel that can be compacted into a very hard surface might be a good alternative. It may also reduce the amount of maintenance on the trails to keep them smooth from washout, etc. I enjoy the outdoor opportunity (nature observation) at Red Oaks in Madison Heights. Valuable natural space in south Oakland County. Fix fishing docks by extending them beyond grasses and improve playgrounds. I love the woods, birds and nature center and the staff [at Red Oaks]. First, I want to commend everyone involved with the planning and maintenance of our parks - they are an invaluable asset to me personally. I live on Baldwin Road, just north of East Seymour Lake with no access by foot to any park or trail system. I ride over a 1000 miles a year on my bike (on trails) and walk - I don't know how many miles a year with my dogs. I also camp a couples times a year at Addison and participate in Boo Bash. Access to these parks (by car for me) is so important to my health and overall mental well- being; I don't know what I would do without them. I have lived at this residence for 10 years now and I have used an Oakland County Park at least twice a week and a local park at least once a week every year during this time. I have the opportunity to see plants, birds, insects and wildlife in these peaceful settings and that allows me to maintain my mental and physical health. Last week I saw a flock of turkeys, a deer and a pheasant on the habitat trail at Independence Oaks, all in one walk - I love that! Thank you to everyone! You are doing an awesome job! Invest more in southern Oakland County where your taxpayers live; give taxpayers a large break on passes/admission; consolidate with Huron -Clinton Metroparks; create a combined pass for State Parks, Metroparks, and County Parks. Create more park opportunities in Southeast Oakland County. Take a leadership role in creating trails outside of parks. I feel the parks are well run and maintained. Update the facilities a little more often. Make the Oakland County off -road park a realityl Due to the fact there are limited areas for full size off -road enthusiast, the Oakland County off -road park would be a great success. OCPR Commission Meeting, January 10, 2018 Page 3 The adaptive recreation aspects of Parks are a great start - keep investing energy and resources into making the parks more accessible. Everything seems to be well organized but I still think more input from the public concerning what they want should be sought. There should be an easy process for the average citizen to give their thoughts concerning the Oakland county parks. Eliminate fees to enter the parks - they are tax -supported. It may be an opportunity to pass a tax raise - in exchange for free entry - like the Detroit Institute of Arts did. Most local board and school board meetings are recorded and available on the internet or public access cable - the parks commission meetings should also be recorded so the public can understand what decisions are being made and so they can keep track of issues of interest. The Public Hearing was closed at 1:53 p.m. COMMUNICATIONS: Capital Improvement Expense Summa Fiscal Services Coordinator Jeff Phelps provided a Capital Improvement Expenses Summary report to the Commission to provide a better understanding of the Unrestricted Net Position as it relates to the Capital Improvement Projects, Capital Equipment and the additional Enhancement projects. This report shows if all the Capital Improvement Projects on the current agenda are approved how each one will impact the Unrestricted Net Position balance. After several questions on how to present the data, it was suggested clarify a few of the titles to make it less confusing. REGULAR AGENDA: FY 2018 Rules and Regulations Staff presented the proposed 2018 OCPR Rules and Regulations, which have been reviewed and revised with the assistance of Oakland County Corporation Counsel. After discussion of areas to further evaluate for revisions, this item was tabled until the February 7, 2018 OCPR Commission meeting. Conference Call - OCPR 2017 Countywide Business Survey Report - ETC Institute As directed by the Commission staff worked with survey consultant ETC Institute to conduct a survey of the Oakland County businesses to identify what their needs are, and how OCPR can better meet those needs. The results of the survey were distributed to the Commission at the December Commission meeting. Via teleconference Jason Morado, Senior Project Manager from ETC Institute, provided a very detailed report on the findings of the Oakland County business survey including the methodology; findings; topics, demographics; level of awareness of the OCPR facilities; communications and priorities; type of businesses; size of the businesses; how long they resided in Oakland County, etc. There was a great deal of information and the Commission requested that ETC Institute provide some additional analysis and breakdown on some of the information, questions and responses on the survey, and to also provide further details and information on the businesses. The Commission suggested after receiving the breakdown and crosstabs they would set up a committee to meet a few times to talk about how we should move forward with the results of this survey. Commissioner Long requested staff provide the total cost to OCPR for these surveys. She expressed that she was not in favor of the process or the surveys. The Commission requested this information be brought back once the additional information and crosstab were received from ETC Institute and a committee will be appointed at that time to make a recommendation on how to move forward with the survey results. Approval of Proposed OCPR 5-Year Recreation Master Plan Moved by Mr. Crawford, supported by Mr. Kostin to adopt the following resolution to approve the proposed OCPR 2018-2022 Five -Year Parks and Recreation Master Plan and forward it to the Oakland County Board of Commissioners for final approval: WHEREAS the Oakland County Parks and Recreation Commission has developed a five-year parks and recreation master plan which describes the physical features, existing recreation facilities, and the desired actions to be taken to improve and maintain recreation facilities during the period between 2018 and 2022; and WHEREAS the Oakland County Parks and Recreation Commission developed this plan in accordance with the most recently published version of the Michigan Department of Natural Resources "Guidelines for the Development of Community Park, Recreation, Open Space, and Greenway Plans"; and OCPR Commission Meeting, January 10, 2018 Page 5 WHEREAS the goals and objectives of the 2018-2022 Five -Year Recreation Master Plan were developed in response to needs identified by citizen surveys and input from Oakland County communities, the Oakland County Parks and Recreation Commission and staff members; and WHEREAS the public was given a well -advertised opportunity and reasonable accommodations to review the draft plan for a period of 30 days; and WHEREAS, a public input workshop was held from 4-8 p.m. at Waterford Oaks County Park on December 13, 2017 to provide an opportunity for all residents to express opinions, ask questions, and discuss all aspects of the plan; and WHEREAS an advertised public hearing was held at the Oakland County Parks and Recreation Commission meeting on January 10, 2018; and WHEREAS the Oakland County Parks and Recreation Commission has developed the plan for the benefit of the entire community and will utilize the plan to assist in meeting the recreation needs of the community; and WHEREAS the goals and objectives will assist the Oakland County Parks and Recreation Commission in determining future planning by providing direction while remaining flexible to allow for adjustments by creative and responsible management. NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission hereby adopts the Oakland County 2018-2022 Five -Year Parks and Recreation Master Plan. BE IT FURTHER RESOLVED that the Oakland County Parks and Recreation Commission hereby request that the Oakland County Board of Commissioners adopt the Oakland County 2018-2022 Five - Year Parks and Recreation Master Plan for the residents of the County of Oakland. CIP/Maintenance Proiect Approvals: Glen Oaks — Parkinq Lot Renovation ($532 000) (Conceptual Approval Staff requested the Commission to grant Conceptual Approval and authorize proceeding with final construction documents and bidding for the Glen Oaks Parking Lot Renovation — Phase I & II in the estimated amount of $568,680 for a total project cost of $598,514; which includes the FY2014 approved expenditures of $29,834. There was a great deal of discussion on this project including the acceleration/deceleration lane on 14 Mile Road at the entrance to the parking lot, possible alternate bids for the acceleration lane, details of all associated costs, drainage, grading, electrical, paving and reconfiguration of the parking lot. Moved by Mrs. Long, supported by Mr. McGillivray to grant Conceptual Approval and authorize staff to proceed with final construction documents and bidding for the Glen Oaks Parking Lot Renovation — Phase I & II in the estimated amount of $568,680 for a total project cost of $598,514; which includes the FY2014 approved expenditures of $29,834. Pending Capital Improvement Project Report Chief of Park Facilities Maintenance and Development Mike Donnellon submitted a listing of the Pending FY 2017 OCPRC Capital Improvement Projects with updated pictures. In addition, he provided an update on the status of the water tower at Springfield Oaks and the Addison Oaks Boathouse project. The Commission received and filed this report. Communications & Marketing Report - FY 2017/ FY 2018 Communications and Marketing Supervisor Desiree Stanfield provided the FY 2017-2018 Annual Communications and Marketing Report, OCPR Communications and Marketing division manages all public relations, communications, marketing and promotional efforts for Oakland County Parks and Recreation, and also manages OCPR's communications and brand standards, ensuring that all communications about the parks system is consistent in theme, tone and content. Key areas highlighted in the presentation included: Social Media, Content Development, Brand and Communications Standards, E-Marketing, Media Relations, and Photography & Video, as well as proposed 2018 strategies and initiatives Additional efforts planned for 2018 include: • Assist in the employee recruitment effort for 2018- focus on lifeguard hiring via social media • Develop Facebook Live schedule for the year, including Natural Resources Management topics; increase from 11 shoots to 20 • Continue updating photography via use of contract photographer, including picnic shelters for WebTrac reservations • Develop new general parks video presentation including drone footage of trails, lakes and scenic beauty of parks • Update OCPR's 2018 special event content on Metro Detroit Convention and Visitor's Bureau online magazine, Visit Detroit, circulation 400,000. OCPR Commission Meeting, January 10, 2018 Page 7 • Update OCPR pages on Pure Michigan website with new photos annually • Continue Wedding Wire advertising in 2018 to promote Ellis Barn bookings; 34 inquiries since Sept. 11, 2017 • Lead marketing effort of OCPR Staff -run grill room at Springfield Oaks Golf Course • Create a communications plan to promote delayed opening of waterparks; opening June 9, 2018 • Host Oakland County Fair Media Day on Monday, July 9 from 1-4 p.m. Executive Officer Daniel Stencil requested in the future that the Business Survey be included with the Residential Survey information in this report. Chairman Fisher requested direct email addresses be included in OCPR publications and advertisements to reach a broader range of Oakland County residents and businesses and provide easier accessibility to our office/staff. Vice Chairman VanderVeen requested staff research the possibility of OCPR being included in a park finder phone application which could show local area parks and trails, and report back at a future meeting. REPORTS: Executive Officer Report In addition to the items included in the Executive Officer's Report filed in the agenda packet, Executive Officer Daniel Stencil provided an update on the following items: • FY 2018 Fire and tee Festival scheduled for January 19, 20, 21 and will include fireworks Friday and Saturday evening • Next OCPR Commission meeting is February 7, 2018, and the next OCPR Executive Committee meeting is January 22, 2018 • Staff was requested to provide a report on the rental revenues for Springfield Oaks Ellis Barn • FY 2018-2020 Approved OCPR Budget Books distributed to the Commission • Flyer for OCPR Summer Jobs to increase the pool of candidates for summer jobs Fiscal Sustainability The Fiscal Sustainability committee met before the Commission meeting. New committee member Commissioner Baumhart joined the committee for this meeting. There was discussion on the future direction of the committee and also using the survey information as a tool for identifying programs and facilities that residents want to use, and also using that as part of the evaluation tools. It was also suggested that the community survey also be submitted to all of the cities, villages and townships in Oakland County, which is a large component of our user base, and then follow up with individual visits to the communities. In addition, 2017 Cost Recovery number will be submitted to the Commission in order to evaluate the Cost Recovery numbers for 2016, 2016 and 2017. The next meeting will be Wednesday March 7, 2018 just before the Commission meeting. Chairman Fisher suggested getting additional information out to Oakland County businesses regarding the availability to rent OCPR facilities for business meetings. Executive Committee Update Chairman Fisher advised there was no further information to provide from the Executive Committee as the topics had already been discussed earlier in this meeting.
