INTRODUCTIONS: Parks Crew Chief Joel Joslin Chief of Park Operations and Maintenance-South District Tom Hughes introduced the new Addison Oaks Parks Crew Chief Joel Joslin. Joel is a Michigan State University Graduate in the Turfgrass Program and most recently worked at Atlas Valley Golf Course as the Assistant Golf Course Superintendent, and the last 2 years as the Golf Course Superintendent. Joel will be reporting to Park Supervisor Katie Pardy and will be responsible for the grounds and building maintenance repairs at Addison Oaks which include the Buhl Estate, as well as trail maintenance, tree maintenance, building repairs and all aspects of winter operations throughout the park. OCSO Deputy Chris Yon The OCPR Commission recently approved an amendment to the OCPR/OCSO Law Enforcement Services contract which added one additional full-time Sheriff Deputy II Patrol Investigator position to the Parks Unit. Chief of Business Operations Phil Castonia introduced Deputy Chris Yon, the officer that will fill the new position. The addition of this new position will assist in providing OCPR visitors with a safe and enjoyable experience at Oakland County Parks. Recreation Specialist Jessica Whatley Business Development Representative Stephanie Mackey introduced Jessica Whatley who was recently hired as a full- time Recreation Specialist/Volunteer Services Coordinator. Jessica has over 12 years of experience in the areas of outdoor recreation and therapeutic recreation. She was previously a Program Director responsible for recruiting, hiring, supervising, training and scheduling outdoor educators and interns. Her new responsibilities include focusing on volunteer coordination, recruiting and outreach efforts. PRESENTATIONS: National Association of County Parks and Recreation Association Officials (NACPRO) Award Oakland County Parks and Recreation’s (OCPR) Recreation Assistance Partnership Program (RAPP) has been awarded the National Association of County Park and Recreation Officials’ (NACPRO) 2018 Park and Recreation Program Award. Executive Officer Daniel Stencil advised this national award was presented July 15, 2018 at NACPRO’s Summer Meeting in Nashville, Tennessee. The Parks and Recreation Award is given to recognize a unique or exceptional program, activity or event, which provides an outstanding example for others to follow. Nominations are judged on uniqueness, effectiveness in achieving program goals and public response. Since its inception in 1982, RAPP has provided recreation yearly to more than 1 million Oakland County residents who might not otherwise have had access to recreation. Oakland County Sheriff’s Office Parks Unit Recognition of Part-time Deputy Bill Storm - Retirement The Commission presented OCSO Deputy Bill Storm with a plaque in commemoration of his retirement from the OCSO/OCPR Parks Unit. Sheriff Deputy Bill Storm provided more than 28 years of service to the citizens of Oakland County as part of the OCSO Parks Unit. During his tenure, he patrolled all 13 Oakland County Parks, by vehicle or mountain bike. In addition to patrol responsibilities, Deputy Storm also served as an administrative assistant, scheduling as many as 65 deputies and taking care of all payroll matters. Organized and efficient, Deputy Storm has demonstrated outstanding commitment to the parks system. Deputy Storm will return to serve as the OCSO Chaplain. The Commission wished him well in his retirement. COMMUNICATIONS: Capital Improvement Expense Summary Fiscal Services Coordinator Jeff Phelps presented the Capital Improvement Expense Summary which lists the capital 11 OCPR Commission Meeting, September 5, 2018 Page 3 project agenda items requiring approval and the financial impact on the Amount Available for Capital Improvement and Capital Equipment. The Commission received and filed this report. WHEREAS in accordance with the provisions of Public Act 261 of 1965, the County and Regional Parks Act, and Public Act 621 of 1978 (as amended), the Uniform Budgeting and Accounting Act for Local Government, and the By-Laws of the Oakland County Parks and Recreation Commission approved January 12, 2011, it is the responsibility of the Oakland County Parks and Recreation Commission to amend and adopt the annual Oakland County Parks and Recreation Commission Budget; and WHEREAS, the Parks and Recreation Executive Officer received budget requests from all Parks and Recreation Budget Units, and the Parks and Recreation Executive Officer and his staff has prepared and submitted in detail the Parks and Recreation Executive Officer’s Fiscal Year 2019 Budget Recommendation to the Oakland County Parks and Recreation Commission; and WHEREAS, the Oakland County Parks and Recreation Commission has reviewed in detail the Parks and Recreation Executive Officer’s Fiscal Year 2019 Budget Recommendation as shown on Schedules A, B, C, D, E, F, and G, hereby annexed and made part of the General Appropriations Act for Fiscal Year 2019; and WHEREAS supplemental summaries and data contained herein are for informational purposes only, and are not part of the General Appropriations Act for Fiscal Year 2019. The Parks and Recreation Executive Officer or his designated Fiscal Officer shall exercise supervision and control of all budgeted expenditures with each Budget Unit, and at no time shall the expenditures exceed the total appropriation for the department as originally amended or adopted by the Oakland County Parks and Recreation Commission. Groveland Oaks Utility Improvements Sections A & B - Approval of Request for Proposal (RFP) FY 2018 ($70,000) Moved by Mr. Crawford, supported by Ms. LaFontaine to award ROWE Professional Service Company a contract in the amount of $52,159 for the design of the Groveland Oaks Utility Improvements Sections A & B project. Staff will bring the project back to the Commission for conceptual and construction approval prior to construction. ($70,000 will come from FY 2018 Design Budget, and the Construction costs will come from the FY 2019 Budget). AYES: Baumhart, Crawford, Fisher, Fowkes, Kostin, LaFontaine, McGillivray, Nash, VanderVeen (9) NAYS: (0) Motion carried on a unanimous voice vote. 17 OCPR Commission Meeting, September 5, 2018 Page 9 Pending Capital Improvement Project Report Chief of Park Facilities Maintenance and Development Mike Donnellon submitted a listing of the Pending OCPRC Capital Improvement Projects with updated pictures. The Commission received and filed this report. Trail Workgroup Update Staff provided a brief overview to provide additional insight into OCPR’s Trail Planning efforts and processes which included the Trails Work Group Five-Year Work Plan, the Work Group’s philosophy, the Trail Planning Process, and a detailed Five-Year work plan based on budgeted trail projects. The over-arching goal of the Trails Work Group is to provide recommendations to AMT and the Commission on Trail Planning for both existing and new trails, development, and maintenance projects. In 2017 the Commission approved the OCCPR Trail Standards which were prepared and recommended by the Trails Work Group. Over the past year the work group has also developed trail assessment protocol for both existing and proposed new trails. These processes will ensure that our trails are feasible from recreational and natural resources perspectives, consistently designed and maintained, and sustainable. In addition, a sub-committee of the Trails Work Group has been working specifically on trail signage and wayfinding, focusing currently on a pilot project at Addison Oaks. Hunting Program Overview and Modifications: 2018 Deer Management Program Modifications Moved by Mr. Crawford, supported by Mr. McGillivray to approve Natural Resources staff pursuing the three proposed modifications to the deer management program, contingent upon review and approval by Corporation Counsel and Risk Management, and final review and approval by the OCPR Commission. AYES: Baumhart, Crawford, Fisher, Fowkes, Kostin, LaFontaine, McGillivray, Nash, VanderVeen (9) NAYS: (0) Motion carried on a unanimous voice vote. The Commission requested staff to provide detailed information on deer related automobile accidents near the Oakland County Parks. Waterfowl Management Program Implementation Moved by Mr. Crawford, supported by Mr. McGillivray to approve pursuing implementation of a Waterfowl Management Program, contingent upon review and approval by Corporation Counsel and Risk Management, and final review and approval by the OCPR Commission. The Commission requested that staff check with the Department of Interior regarding the recommendations on the Waterfowl Management Program implementation to make sure we are in compliance with their guidelines and regulations and report back on the findings. REPORTS: Executive Officer Report In addition to the items included in the Executive Officer’s Report filed in the agenda packet, Executive Officer Daniel Stencil provided an update on the following items: • The next OCPR Commission meeting will be October 3, 2018 at 1:00 p.m. at the OCPR Administration Building. 18 OCPR Commission Meeting, September 5, 2018 Page 10 • The next OCPR Executive Committee meeting is September 17, 2018 at 2:00 p.m. at the OCPR Administration Building Commission Meeting Room • The Ad Hoc Committee meeting with the City of Royal Oak officials is scheduled immediately following this OCPR Commission meeting Fiscal Sustainability Work Group Manager of Parks and Recreation Operations Sue Wells provided a new report which will now break down the financial information by park. She also provided the reports showing the balances with and without the expense for depreciation. There was also discussion on evaluating future and alternate uses of the parks and facilities, and necessary maintenance and repairs which are needed in the near future. Executive Committee Update Chairman Fisher advised the Commission already discussed some the items previously in the meeting that were addressed at the last Executive Committee meeting. They also discussed the Normandy Oaks proposal with the City of Royal Oak officials. A meeting on Normandy Oaks followed this meeting. There was also discussion on a proposal from the Board of Commissioners on creating a tri-party fund/committee on future park and recreation projects. NEW BUSINESS: Vice Chairman VanderVeen advised he read in the Detroit Free Press that Lyon Oaks Golf Course in Wixom was rated #4 in the Top 10 Courses in the Detroit area. He commended staff for their hard work in keeping the course in such good shape. Commissioner McGillivray informed he saw an ad in the C & G Newspaper for the Rhythm and Rhymes event, but suggested we need to get the information in other papers/publications so the people in the Royal Oak area are informed of the events in the area. Commissioner Crawford advised he attended the Michigan State Fair Seniors Event and provided the welcome to about 700-800 seniors on behalf of the Parks and Recreation Commission, as OCPR was one of the event sponsors.
