He also presented the Commission with a copy of the brochure the Oakland County Historical Society prepared for Oakland County’s 200th anniversary. COMMUNICATIONS: Capital Improvement Expense Summary Fiscal Services Coordinator Jeff Phelps presented the Capital Improvement Expense Summary. This report lists the capital project agenda items requiring approval and the financial impact on the Amount Available for Capital Improvement and Capital Equipment. Proposed FY 2020 Budget Amendment for Oakland County Employee's Union (OCEU) Employee Work Boot Allowance, and Salary/Fringe Benefit Modifications #19-0009 WHEREAS the County of Oakland and the Oakland County Employees Union affiliated with IBEW Local 58, AFL-CIO (OCEU), have been negotiating a Collective Bargaining Agreement covering approximately 362 employees; and 8 OCPR Commission Meeting December 4, 2019 Page 3 WHEREAS the parties agreed to a successor agreement for the period of September 30, 2019 through October 31, 2019 which included a 2% wage increase and the $15 minimum wage for particular classifications, reference Exhibit A; and WHEREAS a three-year Collective Bargaining Agreement has been reached for the period of October 31, 2019 through September 30, 2022; and WHEREAS the parties have agreed to negotiated wage increases for Fiscal Year 2020 as outlined in Exhibit B; and WHEREAS the parties have agreed to a 1% increase in the Employer contribution to the Defined Contribution Retirement Plan for eligible employees, in Fiscal Year 2021 and a Wage Reopener; and WHEREAS the parties have agreed to a Wage Reopener for Fiscal Year 2022 wages; and WHEREAS this agreement provides all employees scheduled to work second shift will be paid an additional $.75 cents per hour. All employees scheduled to work third shift will be paid an additional $1.00 per hour; and W HEREAS an increase in the boot reimbursement for eligible employees was raised from $90 per calendar year to $275 per calendar year; and WHEREAS the parties have agreed to an increase in the High Option Dental from $1250 to $1500; Composite (white) fillings covered by Standard and High Dental at 85%, modified at 50%; Dental Sealants for children up to age 14 covered by Modified, Standard and High Dental at 100%; Brush biopsies to detect oral cancer covered by Modified, Standard and High Dental at 100%; and WHEREAS the parties have agreed to an enhancement to the vision benefit providing for the frame allowance increases from $67 to $100 for Standard and High Vision; and the contact lens allowance increases from $35 to $50 for Standard and High Vision; and WHEREAS the parties have agreed to updated and additional contractual language as identified in Exhibit C; and WHEREAS the FY 2020 estimated cost for the negotiated wage changes is $1,926,825 with $152,234 for General Fund/General Purpose and $1,774,591 for Proprietary Funds; and WHEREAS the FY 2021 estimated cost for the negotiated wage changes is $2,119,527 with $172,123 for General Fund/General Purpose and $1,774,591 for Proprietary Funds; and WHEREAS the FY 2022 estimated cost for the negotiated wage changes is $2,119,527 with $172,123 for General Fund/General Purpose and $1,774,591 for Proprietary Funds; and WHEREAS the General Fund/General Purpose funding will be covered by the Non-Departmental General Fund Salary Adjustment Reserve line item; and WHEREAS the Proprietary Fund related costs will be covered by rates charged to the benefiting customers. NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission hereby requests the Board of Commissioners approve the proposed agreement between the County of Oakland and the Oakland County Employees Union Affiliated with the IBEW Local 58, AFL-CIO (OCEU) covering the period of October 31, 2019, through September 30, 2022, and that the Board Chairperson on behalf of the County of Oakland, authorize the execution of said agreement as attached. BE IT FURTHER RESOLVED that the FY 2020 – FY 2022 budgets be amended as noted in the attached Schedule A. 9 OCPR Commission Meeting December 4, 2019 Page 4 S. Proposed Revision to OCPRC November Consent Agenda Item No. 8 M and Revised FY 2020 Adopted Budget General Appropriations Act Resolution WHEREAS in accordance with the provisions of Public Act 261 of 1965, the County and Regional Parks Act, and Public Act 621 of 1978 (as amended), the Uniform Budgeting and Accounting Act for Local Government, and the By-Laws of the Oakland County Parks and Recreation Commission approved January 12, 2011, it is 10 OCPR Commission Meeting December 4, 2019 Page 5 the responsibility of the Oakland County Parks and Recreation Commission to amend and adopt the annual Oakland County Parks and Recreation Commission Budget; and WHEREAS the Parks and Recreation Executive Officer received budget requests from all Parks and Recreation Budget Units, and the Parks and Recreation Executive Officer and his staff has prepared and submitted in detail the Parks and Recreation Executive Officer’s Fiscal Year 2020 Budget Recommendation to the Oakland County Parks and Recreation Commission; and WHEREAS the Oakland County Parks and Recreation Commission has reviewed in detail the Parks and Recreation Executive Officer’s Fiscal Year 2020 Budget Recommendation as shown on the attached line-item budget report, hereby annexed and made part of the General Appropriations Act for Fiscal Year 2020; and WHEREAS supplemental summaries and data contained herein are for informational purposes only, and are not part of the General Appropriations Act for Fiscal Year 2020. NOW THEREFORE BE IT RESOLVED the Oakland County Parks and Recreation Commission, after due deliberation, does hereby amend and adopt the Fiscal Year 2020 General Appropriations Act balancing total appropriations with available resources at $28,170,378. BE IT FURTHER RESOLVED that as stated in the Commission By-Laws, appropriations accumulated within the department will be deemed maximum authorization to incur expenditures. The Parks and Recreation Executive Officer or his designated Fiscal Officer shall exercise supervision and control of all budgeted expenditures with each Budget Unit, and at no time shall the expenditures exceed the total appropriation for the department as originally amended or adopted by the Oakland County Parks and Recreation Commission. Recommendation on Amendment #1 to MDNR/OCPR Operating Agreement for the Holly Oaks ORV Park Moved by Mr. Kostin, supported by Mr. VanderVeen to approve the following resolution to approve Amendment #1 to the Operating Agreement between the County of Oakland and the Michigan Department of Natural Resources for the operation of the proposed Holly Oaks ORV Park in Groveland Township and Holly Township and forward it to the Oakland County Board of Commissioners for final approval: WHEREAS in Miscellaneous Resolution (M.R.) #19074 the Oakland County Board of Commissioners approved an Operating Agreement for Holly Oaks ORV Park in Holly and Groveland Townships; and WHEREAS the MDNR has entered into a lease agreement with Wisconsin Resorts to lease parking, office space and restrooms during certain months for use by Holly Oaks ORV Park; and WHEREAS this lease must be incorporated into the Operating Agreement for Holly Oaks ORV Park as Amendment #1 to allow use of the property by the County. NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission hereby approves the attached Amendment #1 to the Operating Agreement with the Michigan Department of Natural Resources for Holly Oaks ORV Park. Sponsorship Agreement for Holly Oaks ORV Park Moved by Mr. McGillivray, supported by Mr. Fowkes to adopt the following resolution recommending approval of the sponsorship agreement with Magna Powertrain of America, Inc. for a $70,000 sponsorship for the development of an ORV feature at Holly Oaks ORV Park, and forward it to the Oakland County Board of Commissioners for final approval: WHEREAS in 2019 the County of Oakland entered into an operating agreement with the Michigan Department of Natural Resources for Oakland County Parks and Recreation Commission (“OCPRC”) to operate Holly Oaks ORV Park (“Park”); Miscellaneous Resolution #19074: and WHEREAS OCPRC staff has been seeking donations and sponsorships to support the development and operation of the Park; and WHEREAS Magna Powertrain of America, Inc. (“Magna”) has proposed a sponsorship in the amount of $70,000 to support the development of a shotcrete (formed concrete) ORV feature at the Park that will be available to all Park patrons; and WHEREAS due to its generosity, Magna will be recognized for a period of five (5) years at Holly Oaks ORV Park and the feature will be named Mount Magna. Proposed 2020 OCPR Millage Renewal Language Historically, the Oakland County Parks and Recreation Commission has been funded by a 0.25 millage established in 1967 and renewed every 5 years until 1990, at which point a 10-year renewal cycle was approved by voters. The 0.25 mill has been reduced over time to the current 0.2329 mill (as of 2019) due to required Headlee rollbacks. Current funding for the Oakland County Parks and Recreation Commission is set to expire December 31, 2021. Continued millage funding will be necessary in order to meet the mission of the Oakland 14 OCPR Commission Meeting December 4, 2019 Page 9 County Parks and Recreation Commission and the needs and requests of the citizens of Oakland County. Staff requested direction from the Oakland County Parks and Recreation Commission regarding the proposed language for the 2020 OCPR millage election proposal for Oakland County Parks and Recreation. There was extensive discussion by the Commission on possible options for the proposed ballot language. It was recommended to postpone action on this item until the January 8, 2020 OPCRC meeting. Moved by Mr . McGillivray, supported by Ms. Quarles to postpone action on this matter until the January 8, 2020 OCPR Commission meeting. Recommendation on Request for Proposal (RFP) for OCPR Comprehensive Sponsorship Contract At the November 18, 2019 OCPRC Executive Committee meeting it was recommended staff request OCPR Commission approval for a Request for Proposal (RFP) for an OCPR Comprehensive Sponsorship Contract. This would be to acquire an individual on a contract basis that would seek sponsorship revenues for Oakland County Parks and Recreation. In April 2017, OCPR released an RFP seeking a professional services contract to assist OCPR with sponsorship valuation, development and sales however, no bids were received at that time. Moved by Ms. Quarles, supported by Ms. Bagley to approve staff working with Oakland County Purchasing to release a Request for Proposal (RFP) for an Oakland County Parks and Recreation Comprehensive Sponsorship Contract. REPORTS: Executive Officer Report In addition to the Executive Officer’s Report filed in the agenda packet, Executive Officer Daniel Stencil provided an update on the following items: • Next OCPR Commission meeting is Wednesday, January 8, 2020 and the next Executive Committee meeting is Monday, December 16, 2019 at 1:00 p.m. • OCPR offices holiday hours: Offices will be closed on December 24, 25 and 31, 2019, and January 1, 2020 . • 2020 Fire and Ice Festival is scheduled for January 17-19, 2020 in downtown Rochester. • OCPR will again offer Christmas Tree Recycling at OCPR Parks from December 26, 2019 – January 26, 2020 9 a.m.-4 p.m. seven days. Drop-off sites include: Addison Oaks- north of Rochester; Catalpa Oaks-Southfield; Glen Oaks Golf Course-Farmington Hills; Groveland Oaks-near Holly; Independence Oaks-North-near Clarkston; Lyon Oaks (Park)-Lyon Township; Oakland County Farmers Market-Waterford; Orion Oaks-Orion Township; Red Oaks Golf Course-Madison Heights; Springfield Oaks (Park)-Davisburg; White Lake Oaks Golf Course-near Waterford 15 OCPR Commission Meeting December 4, 2019 Page 10 Fiscal Sustainability Work Group Manager of Parks and Recreation Operations Sue Wells advised the next meeting of the Work Group is scheduled for February 4, 2020 before the OCPR Commission meeting. Ms. Wells also advised staff started the 2021-2023 OCPR budget kickoff. The Administrative Management Team (AMT) is currently evaluating where we are with the current budget, and issues related to the future budgets where we have no controls including wages, union negotiations, minimum wage, indirect costs, and the future of residential rental units. She will report back to the Commission on the status after the Work Group’s next meeting. Food Services Report - (Written) The Commission received and filed the 2019 Food Services Report. Waterparks – (Written) The Commission received and filed the 2019 Report on OCPR Waterparks. Proposed Capital Improvement Plan/Maintenance Management Plan – (Written) The Commission received and filed the Proposed Capital Improvement Plan/Maintenance Management Plan. Recreation Programs & Services Year-End Report Presentation Chief of Recreation Programs and Services Brandy Sotke-Boyd gave a presentation on the 2019 Year-End Recreation Programs and Services. Her report included highlights on the following topics: 1. Mobile Recreation 2. Adaptive Services 3. Active Adults (55+) 4. Nature Programming 5. Special Events 6. Day Camps 7. Outreach Programming 8. Natural Resource Education (Citizen Science) 9. Revenue Center Programming 10. Archery The Commission received and filed the Recreation Programs & Services Year-End Report. Holly Oaks ORV Park Update – (Written) The Commission received and filed the Holly Oaks ORV Park Update.
