IN RE: GROVELAND PARK AREA BUILDING LEASE
To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
WHEREAS the Planning, Zoning and Building Committee has recommended that -the County of Oakland
lease the building located at the Groveland Park Area from the Oakland County Parks and Recreation
Commission, and
WHEREAS there is a need for a Service Building in the Northern part of the County, and
WHEREAS your Committee recommends that said building located at the Groveland Park Area be
leased from the Oakland County Parks and Recreation Commission and that the Planning, Zoning and Building
and Finance Committees will be submitting the lease at a subsequent meeting for approval by this Board,
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Auditors is hereby authorized to
enter into negotiations to lease the building located at the Groveland Park Area from the Oakland County
Parks and Recreation Commission, said lease to be submitted to the Planning, Zoning and Building and
Finance Committees for approval,
BE IT FURTHER RESOLVED that upon approval by said Committees of the lease, said lease shall
be submitted to this Board for approval.

IN RE: COURT HOUSE SOUTH PARKING LOT
To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
WHEREAS the Board of Supervisors, in the 1969 Budget, allocated the sum of One Hundred Thousand
($100,000.00) Dollars for the construction of the Court House South parking lot, and
WHEREAS the Planning, Zoning and Building Committee, at its meeting of May 14, 1969, approved
the construction plans for the Court House South parking lot, and
WHEREAS the Board.of Auditors advertised for and received sealed bids for the construction of
the Court House South parking lot, and
WHEREAS the Board of Auditors entered into a contract with the Stolaruk Asphalt Paving, Inc.,
the lowest responsible bidder, a copy of which contract is attached hereto, and
WHEREAS the Corporation Counsel has advised that the plans should be approved by the Board of
Supervisors and the contract ratified by the Board of Supervisors,
NOW THEREFORE BE IT RESOLVED that the plans and specifications, prepared by the Department of
Facilities and Operations, be and the same are hereby approved,
BE IT FURTHER RESOLVED that the contract heretofore entered into by the County of Oakland, by
and through its Board -of Auditors, with the Stolaruk Asphalt Paving, Inc. be and the same is hereby
approved and ratified.

THIS AGREEMENT, made this the 22nd day of May, 1969, by and between the County of Oakland,
Michigan, a Michigan Constitutional Corporation, acting herein through its Board of Auditors, hereinafter
called "OWNER" and Stolaruk Asphalt Paving, Incorporated, a corporation of the City of Southfield, County
of Oakland and State of Michigan, hereinafter called "CONTRACTOR".
WITNESSETH, that the CONTRACTOR and the OWNER for the considerations hereinafter named agree
as follows:

IN RE: REPORT ON REFERRAL CONCERNING COUNTY -MUNICIPAL REFERENCE LIBRARY
To the Oakland County Board of Supervisors
Mr. Chaii-man,.Ladies and Gentlemen:
WHEREAS your Local Affairs Committee has considered a referral resolution, #5125, from this
Board of Supervisors concerning a request for the establishment of a county -municipal reference
library, and
WHEREAS your Committee has been informed by the Board of Auditors that the library for the
Oakland County Planning Commission has, since January 1969, been designated as the County Reference
Library, located in the Planning Department on the second floor of the Court House East Wing, and
WHEREAS the County Reference Library currently contains 5,000 volumes and 40 periodical
subscriptions covering a wide range of subjects related to Federal, State, County and local governments,
and
WHEREAS on July I, 1969 a qualified librarian was hired to oversee the operation of the
County Reference Library and to evaluate, classify and prepare a long range acquisition plan to provide
books -and reference materials for use by County Supervisors, County Departments and local units, as dell
as' the public,
NOW THEREFORE BE IT RESOLVED that the need for a County -Municipal Reference Library has been
and is being adequately fulfilled;
BE IT FURTHER RESOLVED that any member of the Oakland County Board of Supervisors desiring
specific information on items of interest to the Board should contact the Chairman of the Board who
will refer the request to the proper department.
Mr. Chairman, on behalf of the Local Affairs Committee, I move the adoption of the foregoing
resolution.

IN RE: ADVANCEMENT OF FUNDS TO OAKLAND COUNTY PARKS AND RECREATION COMMISSION
To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
WHEREAS the Oakland County Parks and Recreation Commission desires to borrow 5325,000.00 to
complete the purchase of Addison'Oaks Park, and
WHEREAS the Oakland County Parks and Recreation Commission will repay the County of Oakland
the sum of S325,000.00 plus interest at the rate of six per cent (6/,) within one (1) year of the date
of said loan, and
WHEREAS your Committees recommend that the County of Oakland loan $325,000.00 at the rate of
six per cent (61) interest for one (1) year to the Oakland County Parks and Recreation Commission, and
WHEREAS it will be necessary to transfer $325,000.00 from the Oakland County General Fund to
the Oakland County Parks and Recreation Commission,
NOW THEREFORE BE IT RESOLVED that the County of Oakland agrees to advance and loan to the
Oakland County Parks and Recreation Commission the sum of $325,000.00 for one year, bearing interest
at the rate of six per cent.(6%);
BE IT FURTHER RESOLVED that the sum of $325,000.00 be transferred from the Oakland County
General Fund to the Oakland County Parks and Recreation Commission.

O The Parks and Recreation Commission owns a
building at Groveland called the "Clinic", subject
building is 9,000 square feet on two (2) acres of
land. The Oakland County Sheriff's Department now
P has a North Oakland County substation in one part of
the building. The proposal is that the County lease

as a service location for the north Part of the County.
Lease price to be on the same basis as Parks and Recreation
leased Waterford —Oaks — 5 inercent of cost for ')C years
(County to assume all maintenance and other costs). This
amounts to fifty (v)) cents per square foot.
