PEMBERTON Deputy and Chief Engineer HOWARD V. RUMMELL Accounting Supervisor Today I received a call from your office concerning the hiring of personnel to staff tine Addison -Oaks facility. I was asked to verbally agree with your decision to hose a married couple for two required positions at a base salary of $8,000.00 each. I feel I cannot agree to this proposition for the following reasons. 1. Recent Board of Supervisors action placed the Parks and Recreation Commission employees under the County Merit System. 2. This being true, new and old positions, should vacancies occur, must be filled by competitive examination either oral or written or combination of both. These positions must be advertised and a selection made from -the top five candidates. I fail to see the reason for not complying with such rules and regulations. Certainly there should be no dearth of prospects. The positions which include housing accommodations would seem to be capable of attracting many worthy candidates. 3. I think the Commission should possess some information concerning the salary range and the justification for such salaries. I for one have no idea what is involved andwouldappreciate any relative information OAKLAND COUNTY DRAIN COMMISSIONER Mr. Kenneth L. A request is being made for an opinion from the Corporation Counsel under separate letter. ELAINE MILLEUR This is to notify you that effective February 1, 1969 1 will resign from the Oakland County Parks and Recreation Commission. I find that the requirezants and pressure of other duties makes it impossible for me to continue as a. member of this commission. I have been a member of this Commission since its organization. In the short period of time that the Oakland County Parks and Recreation Commission has been organized, it has tome far beyond any expectations I had. The amount of land the Commission has been able to obtain, the reasonable prices that it paid and the acceptance of the Federal Govern- ment in matching 50% on every piece the Commission has purchased, seems to me to be extra ordinary and it would seem its director and members are working vory diligently in the interest of the taxpayer of Oakland County. I am hopeful that now menbers appointed to the Oakland County' Parks and Reeveation Commission in the future, is done with people who have vision for the future needs of Parks and Recreation area for the people. The people I have worked with on thisWommission have been dedicated to that principal. The Pails and Recreation Commission is County oriented. It is a member of the Oakland County family and works very closely with the County agencies and follows County practices in all of its administrative aspects.
