Van Natta KLV:slw . 338-6196 PUBLIC INFORMATION HEARING We have reserved a date at the Clifford Smart School for November 11, 1970, at 8:00 P.M. in the gymnasium. The Clifford Smart School is located at 8400 Commerce Road. We will send notices to Mr. Long, Mr. Coy, Mr. Gorsline and the citizens who attended our October 9th meeting. We also will send out a press release to the Pontiac Press and the Spinal Column. A question is: Should we insert an advertisement for the meeting? Van Natta Gentlemen: In reply to yours of October 13, serious consideration to the questions letter and our answers are as follows: October 15, 1970 1970, we have given raised by you in such 1. In connection with the Parks Commission having a decision as to the type of mater- ial used, appearance and location of each building to be constructed, we realize that anything done by a concessionaire will have to blend in with any future plans that the Parks Commission may have and accordingly, we feel that these items can satis;factoril,y be negotiated to the mutual agreement of both parties concerned. 2. The period of the year involved in the oper- ation of this concession will be September 15 thru the following May 14. 3. The vehicle to be used will be limited to strictly snowmobiles. 4. All structures constructed by the concession- aire could be used by the Parks and Recrea- tion Commission during the period of May 15 thru September 14 of each year on the condi- tion that the Parks and Recreation Commission agrees to maintain all structures in a reason- able condition. 5. In view of the fact that we are going to be expending a considerable sum of money for improving the land and other structures, we Page 2 October 15, 1970 could not give you any stipulated garantee other than the percentage of gross as out- lined in our letter of September 15, 1970. 6. There could be a termination clause at the end of the first year connected with a defi- nite showing that the activities of the con- cessionaire caused any form of nuisance or pollution problem, but such termination clause would have to provide a prohibition against the County granting a similar con- cession to any other party within the fol- lowing 5-year period of time. 7. We can foresee no zoning problem as the use of the property made by the concessionaire will be consistent with the types of recrea- tional uses planned by your Commission during the other portions of the year. In view of the size of your parcels of land, we can fore- see no noise nuisance being created by the activities of the concessionaire nor can we foresee any possible pollution problems. 8. We would like to have the use of as much land as the Parks Commission would consider to be available during this period of time. 9. The preference we have is for the Groveland- Oaks Park. 10. The concession agreement will provide specifi- cally the types and manner of use and location of such use that the concessionaire can have and will provide that any change in uses or location of uses will have to be made with the specific approval of the Commission. We understand the many problems that the Commission could be faced with in the granting of this type of concession and we would be willing to sit down at any mutually convenient time to discuss and negotiate any further questions that remain unresolved and attempt to resolve these questions by good faith negotiations. What period of year, or length of time, would this concession operation cover? 3. During this period, exactly what type of recreation ve- hicle would be used? 4. In the period not covered by the concession, would your proposal include the use of the facilities by the Parks and Recreation Department?, 5. Would you be willing to have a "termination clause" in the concession agreement; of so, what justification "to ter- minate" would be agreeable? 7. Do you foresee a zoning problem, or noise nuisance or pollution problem in your operation that may react to the detriment of the County Park system? 8. How much land do you require for this use? 9. Do you have a preference in which park this operation should be located? 10. Could any changes you make be set with Commission approval? Without question many other problems will develop prior to signing any agreement. The Commission understands tim6 is of an essence, but additional information is an absolute necessity if your proposal can be given serious consideration. Your response will be appreciated. Pontiac, Michigan Attn: Mr. Ken Vannatta Gentlemen: Due to the anticipated widening of Telegraph Road in front of the above address, we have available for the consideration of the Oakland County Parks & Recreation Department, one twelve lane Giant Landslide. This slide is of all steel construction consisting of a series of column's and beams and was manufactured by Orville Products, who are manufacturers of the majority of sliding equipment used by the United States Post Office and is virtually maintenance free. This slide has been operated for a period of two seasons and has been popular with all ages. This slide is available for $32,000.00. %Very truly yo s, Carl Rose Purchased in 1969, Orville Products. Freight and erected at cost of $59,800.00. Operated for two seasons at Golfland, with an average use of twelve thousand rides. Very popular with all ages, but could be a tremendous attraction in a location where people are looking for recreation. Until the tune we lost our space we had plans to convert the equipment to a toboggan slide in the winter. We felt this could be done for around fifteen hundred dollars. We can offer this to the county, including all freight and erection for $38,000.00. Due to the weight and problems in moving across soft ground this is the desirable time of year for this equipment to be moved.
