The Board of the Pontiac Urban Coalition wants to thank you for
your generous support of the Oakland County All -Star Basketball
Clinic. This year's summer recreation and employment programs
for the youth of Pontiac are credited by city officials and the Pontiac
Police Department with having achieved outstanding success in their
efforts at providing meaningful outlets for youthful energies.
Of particular significance is the effort put forth by the Russell
brothers and their teammates in sponsoring, organizing, and manag-
ing the basketball program for hundreds of Pontiac youths. It was
your support which enabled these young men to do such an outstanding
job.
The Pontiac community is appreciative of your help.

DIVISION
The Facilities Engineering Division of the County
Department of Facilities and Operations is available to assist
your Commission on your park development program. Our office
consists of: (1) Five Civil Engineers, (2) Two Mechanical
Engineers, (3) One Architect, (4) Two Engineering Aides, and
(5) Two Construction Inspectors. All the engineers, except one,
are registered by the State of Michigan and are experienced in
all phases of site development and building construction. Two
of the engineers were also former employees of the Huron -Clinton
Metropolitan Authority and have extensive experience in park
development design.
Our organization now provides engineering services for all
general County building projects, Service Center utility projects,
and airport projects. These services include planning, actual
design or design coordination with outside consultants, and
construction supervision. Besides the general County projects,
we also provide engineering assistance to Oakland Schools and
the County Road Commission (building renovation projects). The
extent of services provided depends on the needs of the particular
project or organization, and we believe our working relationship
with our clients (other County agencies and departments) has
always been excellent. Our relationship with your staff on the
Youth Activities Complex can be used as a reference on the type
of service we provide.
It is my understanding that presently your immediate needs
are in the construction supervision area. Our Construction Section
is headed by Mr, Frank Doornweerd, a registered civil engineer.
Mr. Doornweerd has over 17 years experience in construction and
has worked for a large contractor as chief field engineer,
S. S. Kresge Company as construction superintendent, Cunningham-

Limp Corporation as a project engineer, and Chrysler Realty
Corporation as a project engineer. Mr. Doornweerd is assisted
by two construction inspectors, Mr. Everett Mero with over ten
years construction experience with the County, and Mr. Ray Knight
with over three years actual working experience and who is also
within ten hours of completing the requirements for a degree in
architecture. The other staff members of our Division, of course,
are always available to assist Mr. Doornweerd on specific detailed
problems relating to architectural, civil, mechanical, structural,
or electrical design. Our office has also established a small
quality control and testing laboratory, and can check soil com-
paction and concrete quality during construction.
If desired our Construction Section could start providing
the necessary construction supervision on your projects immediately.
The extent of services provided and time spent will again depend
on your needs and the status of each project. Before starting any
work, a coordinator from your Commission or staff should be
appointed as our contact person to allow us to establish in detail
what services are desired at this time.
Also, if desired we can prepare monthly progress reports for
each project covering in summary form or in detail the current
status of each project. These can be mailed to all Commission
members or presented at a monthly meeting of your Commission.
Mr. Richardson of your Commission can serve as a reference on the
progress reports distributed by our office. (Also, our construction
inspectors prepare daily or job visit, hand-written reports which
are kept in our files for later reference information.) Photographs
of the construction are also taken on a periodical basis to show
material or workmanship of the project.
The cost of our services can be done on a payroll basis, which
would be the employee's salary rate (standard County classification
rates) plus a percentage to cover the supporting overhead of the
Department and Division. The exact percentage to be used as the
factor is being calculated by our Department's Administrative
Section at this time, but it would be approximately 1.5 times the
employee's rate. Finally it is not our intent to assign any
employee full-time to this work, and the number of hours involved
again would depend on the needs of the project or your Commission.

Gentlemen:
Within, the terms of our Agreement with the Commission
field representation at the construction site is provided
for and will continue as circumstances dictate.
Since this project has advanced beyond 5010 completion,
it is our opinion that daily supervision is not necessary.
Should, however, conditions arise which necessitate
Additional Services, we are prepared to render these
services on the basis of our Agreement, i.e. two (2)
times Direct Personnel Expense.
We trust we have been of service to you in this instance
and we are prepared to aid and assist you at your request.
