House Rentals
Waterford and White Lake
Please find attached two letters from the Equalization Department
explaining their evaluation for the rental of the two houses at
White Lake and Waterford. I would like to recommend that these
two buildings be rented by commission employees. The house at
White Lake to be rented to Arlo Flesher for figure of $100.00
a month and he be responsible for paying all utilities. This
recommendation is based below the recommended price from the
Equlaization Department because this will make Flesher respon-
sible to the Commission on a twenty four hour basis, seven days
a week on site and he will be able to give us more of his
time by having him on the grounds. Based on this criteria, I
recommend this rental.
The Waterford -Oaks house is recommended to be rented for $90.00
a month to Robert Huff, a part time employee of the Park Commission
who works at the Waterford -Oaks Activity Center. This rental to
be $90.00 with all usual utilities paid by Mr. Huff. His activities
on the location of the Park will be the same as Mr. Flesher's and
it will be to the advantage of the Commission to have this person
living in these quarters. Your consideration to this proposal
will be greatly appreciated.

As per your request of July 27, 1972 regarding the vacant house on the
Waterford Oaks property, we have inspected the property and arrived at a figure
which we consider would represent a fair rent.
Subject house is a one story concrete block, six room, two bedroom building
with an attached one car garage. The front entrance is enclosed and paneled pro-
viding an additional small room when needed. The house has no basement, but there
is a utility room for the furnace and laundry facilities. An additional storage room
is located off this utility room and is necessary due to the limited amount of closet
and storage area available in the house. Both the interior and exterior are in ex-
cellent condition.
Consideration was given for economic influences, functional obsolescence
and other factors that might influence the rental value of subject property.
Therefore, it is our opinion that a fair rental value as of July 31, 1972 is
$ 115. 00 per month with the tenant assuming the responsibility for the usual utilities.

As per your request of July 20, 1972 regarding above stated property,
we have inspected the property closely along with surrounding area and have
arrived at an estimated monthly rental.
This property is improved with a one story frame, two bedroom, one
bath, full basement; house contains approximately 737 square feet of area.
The interior is in good condition; the exterior trim needs painting. The sub-
ject property is located just north of the golf course on a private road.
Although the site provides a private atmosphere to some extent, at
the moment it still is not in our opinion an excellent residential area. To
this extent, we believe the rental should be reviewed six months from now
to see if some adjustment is indicated.
As in the Waterford Oaks property, consideration had to be given to
the existing economic obsolescence and all other factors that may have a
bearing on the rental of this property.

AGENDA ITEM #4
Alarm System - Youth Activities Center
We have received a security proposal by the Interstate Alarm
System Incorporated, that installed the alarms in our other
facilities. Theyquoted us a price of $2,185.00 for
installing an alarm system in the Youth Activities Center.
This installation is recommended on the basis that the
remoteness of the facility creates a need for some type of
alarm system. It would be to our advantage to go with
Interstate Alarm System, as they have proven to be a good
firm to work with and have serviced all of our other
facilities.

I have completed a survey of the Youth Activities Center
Located at 12450 Andersonville Road, and as a result, respectfully
submitted the following proposal for a security system equal to
the systems you are familiar with that we have installed at
White Lakes Oaks and at the new Springfield Oaks Country Clubs,
Interstate Sound Sentinel -- AS 202 -- Provides perimeter
protection for burglary, vandalism, and glass breakage.
American Telephone Alarm -- AE 202 -- Direct Dial Unit to Police
and Fire Departments with time available on both channels for
additional calls to responsible personnel.
All equipment is protected with a battery standby in case of
power failure.

Maintenance Building - Springfield -Oaks
Permission is requested to have a new maintenance facility to
be constructed at Springfield -Oaks. We are presently preparing
to move into the new clubhouse this fall and it will necessitate
the tearing down of the old clubhouse and the small shacks beside
it. It is the feeling that the maintenance facilities at the
Springfield -Oaks park have been completely inferior and it is now
time to improve them. It is not my desire to have the golf course
maintenance personnel hanging out in the new clubhouse facility
which if we do not provide a maintenance center, this will happen.
It is my understanding that this was projected in the 1972
budget and I would like to proceed working with the Department
of Facilities and Operations and drawing up the specifications
for a pre-engineered building to be located near the new clubhouse.
AGENDA ITEM #6
Lawn Equipment - Addison -Oaks
It is hereby requested that permission be granted to purchase a
piece of equipment that will provide grass mowing, road sweeping
and snow removal capabilities for the Addison -Oaks Conference
Center and park area. The type of equipment we are requesting
contains a mower that provides a close cut to trees and shrubs
to help elimate hand mowing as well as has a broom attachment
for sweeping the Addison -Oaks area and it can also be used to
get on the mill pond to sweep off the mill pond when it snows.
This equipment is to supplement our inventory of equipment which
is in need of replacement.
