1972 PARK ACTIVITIES REPORT
The attached compilation is for your information so you
may have an idea of the various amount of activities the
Commission hosted as well as the estimated attendance of
our park system in 1972.
It is hoped that this information will be informative as
well as helpful to you in your policy making duties as a
Park & Recreation Commissioner.
This type report will be submitted on a monthly basis in
1973 with possible expansions of information.

ITEM #7
TO: PARK AND RECREATION COMMISSION

SUBJECT: PARK DEVELOPMENT PROGRESS REPORT 73-1
This is a continuing report of the development activity
of our park system.
I. Springfield -Oaks
A. Youth and Activities Center
1. Traffic pattern -A survey has been ordered to
get grades to further study a better drop-off
system near the building.
2. Further study is in the process for overall
plan for this area.
B. Managers Residence
The facility is complete and is presently
occupied by the park manager's family. There
are a few invoices to be reviewed by our
Department and D.F.O.
C. Club House
The building has been in use but still is not
free of problems. D.F.O. has recommended that an
1loutside" professional roofing consultant be re-
tained to review the roof and give us a report on
the design, installation, and what is required to
bring it up to our satisfaction. All of this has
resulted because it is felt that the design of the
roof could be in error which may result in some
type of law suit against the Architect.
A few other items are still in need of correction.
D. Fencing
This project will run the perimeter of the golf
course and is to be completed by early spring.
E. Maintenance Shed
Bids for first phase should be awarded 1/12/73
which deals with basic building. Remainder of con-
tracted work to be sub -contracted by Park & Recreation
& D.F.O. More details 1/26/73 meeting.
F. Golf Course Design
The Consultant, DuVries, Association of Grand
Rapids has laid out a preliminary layout for the
mew back nine and reanalized the front nine.

The alignment for the back nine was walked with
Mr. DuVries, Byron Montgomery-Greenskeeper, Kent
Smith -Planning, Gerry Lacey -Park Manager, and myself
on 1/3/73. We were quite pleased with what resulted.
Once the survey is authorized, a presentation to the
Commission will be in order.
G. Mill Pond Plan
A meeting is to be scheduled with the Springfield
Park Commission to review land use plan prepared by
Kent Smith of Planning Commission.
II. Groveland-Oaks
A. Toilet/Shower Facilities
Construction in progress-95% complete. Remainder
when weather breaks.
B.Entrance Road
Await commission approval to advertize for bid.
The D.F.O. and Road Commission did the specifications
and engineering on this project.
C. Fencing
Complete perimeter of park to be fenced. Project
to commence latter part of month and complete by
early spring.
III. Addison -Oaks
A. Walk -In Freezer/Refrigerator
Boxes have been installed and are operating.
Boxes are being measured for shelving which will
be last step before they will be usable. Painting
will not be completed until spring.
B. Paving
Stop order has been issued and work will not be
completed until spring.
C. Parking Lot Lighting (Conference Center)
D.F.O. is presently working on a design for
proper lighting of the parking area.
D. Concession Stand -Shelter Building
Installation of equipment is in progress and
should be complete by 1/12/73. There was great
delay in this project due to F.D. Stellas sub -contractor.

E. Park Master Plan
A meeting has been scheduled with the Consultants,
Bill & Childs, for Thursday, January 18, 1:30 p.m. at
Addison -Oaks Conference Center. Various groups from
the area have been invited in to discuss the overall
planning program for the development of the park.
IV. Independence -Oaks
A. Master Plan
A meeting has been scheduled with the Consultants,
Ellis, Arendt & Truesdale, for Tuesday, January 16,
1:30 p.m. at the Commission Conference room. Various
groups from the area have been invited in to discuss
the overall planning program for the development of
the park.
B. D.N.R. Proposal (Cohen)
A meeting was held with Mr. Cohen about the
Commission possible purchase of Addision of acres
(22) in order to cooperate with D.N.R. so they may
develop a pike propagation bed at the foot of
Crooked Lake. Mr. Cohen was receptive to at least
a lease. A further meeting is pending.
V. Waterford -Oaks
A. Roof
Roofing has been completed and no further leaks
have occurred.
B. Demolition (Old Motel)
Complete demolition of motel has taken place.
C. Indoor -Swimming Pool -Recreation Bond Grant
Contract agreement with D.N.R. should be signed
1/12/73 which will guarantee us our $750,000. grant.
Once agreement is signed, Swanson Association will
be able to proceed with design and engineering.
D. Wright Property (6 acres)
Final settlement for Wright property took place
12/28/72.
VI. White Lake -Oaks
A. Fencing
This is a small portion behind 11 green that is
part of our overall fence contract. This should be
the first phase completed.

AWARD OF BID
SPRINGFIELD OAKS MAINTANENCE BUILDING
Bids were received on December 20 by the Park & Recreation
Commission Building Committee. Frank Richardson, and
Clarence Durbin, members present.
A total of nine(9) bids were submitted and opened. Based
upon the investigations and recommendation of D.F.O., it is
recommended that the bid from W.J. Stewart Supply to be ac-
cepted and all other bids be rejected.
The total bid is broken down accordingly:
Base $18,466.00
Alternate 614.00 (block facia)
Roof Liner 2,600.00 (add)
TOTAL $21,680.00
Attached letter details this project.
This expenditure will become part of the 1973 Capital
Expenditure Budget.

Re: Phase I Construction - Maintenance Building
Springfield -Oaks County Park

Gentlemen:
On December 20, 1972, bids for the referenced project
were received. The Phase I work covered only the metal shell
of the building, exterior doors and windows, and the concrete
foundations. This was bid as a separate item to allow this
portion of the work to proceed this winter and be erected while
the design on the remaining portion was being completed. Copies
of the Minutes of the Bid Opening and Tabulation of Bids received
are attached for your information and review.
The low bidder for this project was the W. J. Stewart Supply
Company of Pontiac at a Base Bid of $18,466.00 plus an add of
$614.00 for Alternate 1. Alternate 1 was for the use of a four -
foot high masonry wall around the perimeter of the building in
lieu of the metal building panels going all the way to the
foundation.
The W. J. Stewart Supply Company proposes to use a building
manufactured by American Building Company (brochures previously
sent to you) a Division of Boise Cascade Corporation. The W. J.
Stewart Supply Company has been in business for about 20 years
and has erected many metal buildings during that time period
(a Dun and Bradstreet report on the company is also attached for
your use). Three.of their buildings in this area are:

After reviewing the bids received and the background of the
W. J. Stewart Supply Company, this office recommends that they
be awarded a contract for,this work in the amount of $19,080.00
which is the total of their Base Bid and acceptance of Alternate 1
(proposal submitted is attached). This office recommends
acceptance of Alternate 1 because it will prevent damage to the
lower portion of the walls by vehicles accidentally hitting them.
Also, it was the original design intent of this project that
the.interior portions of the exterior walls be completed in the
Phase II portion of the project. In this Phase (Phase I), the
exterior metal panels and two inches of insulation on the interior
is all that is being provided. However, in discussions with the
representative of the W. J. Stewart Supply Company, we now believe
it would be better to purchase the building with interior panels.
Thus, the building shell (except roof portion) would be metal
panel, two inches of insulation, and then another metal panel.
The cost of providing this interior metal panel (assuming acceptance
of Alternate 1) is $2,600.00. This office also recommends that
this item be added to the W. J. Stewart Supply Company contract.

COMMUNICATIONS SYSTEM
Permission is requested to advertise for bids to implement
the first phase of the park system communication system.
A base station, 3 car radios and 9 walkie-talkies are in -
eluded in this phase.
This item is an approved budgeted expense for 1973.
ITEM #8c
GROVELAND OAKS ENTRANCE
Permission is requested to advertise for bids as per
specification prepared by Department of Facilities &
Operations for the new entrance to Grovelanda-Oaks off
Dixie Highway.
This is the second phase of the development which is in
conjunction with the new toilet -shower facility and three
stall dumping station.
This project will be submitted as part of the 1973 capital
program as soon as it is completed. The reason for advertising
prior to the presentation of the capital budget is to main-
tain a time table that will have this project completed prior
to Memorial Day.
ITEM #8d
STATE RECREATION BOND ISSUE GRANT
$750,000.
The contract agreement with the State will be available
for the Commissions signature at your meeting.
Once this agreement has been signed we will then be able to
proceed with the design and engineering for the swimming
pool at Waterford Oaks as designated by the grant and adopted
by the Commission.

1973 MRPA WINTER CONFERENCE
The 1973 MRPA Winter Conference will be held January 20-25
at the Olds Plaza Hotel in Lansing. This meeting will be a
combination of Board & Commission, Professionals, and Students
concerned with the Park & Recreation Movement in Michigan.
The first two days will deal with a Board & Commission work-
shop which I would encourage members of the Oakland County
Park & Recreation Commission to attend. It is also requested
that Mr. Kipke and myself attend the duration of the conference
as well as additional staff members on a daily assigned basis.
Mr. Kipke is an officer of the MRPA and I will be chairing a
session on intergovernmental cooperation.
Estimated expenses for all staff attending should not exceed
$200.
Information pertaining to the conference is attached.

Dear Recreation and Park Board and Commission Member:
The Department of Natural Resources, Recreation Services Division, in
conjunction with the Michigan Recreation and Park Association, is
sponsoring a "two-day" conference on Sunday, January 21 and Monday,
January 22, 1973, at the Olds Plaza Hotel in Lansing, Michigan.
The Sunday meeting will consist of speakers from the Governor's
Recreation Advisory Committee and the Michigan United Conservation
Clubs. The Executive Board of the Board and Commission Section will
be holding their annual meeting.
The Monday morning sessions will cover planning, organizatf6ew res-
ponsibilities of boards and proposed funding of the State Recreation
Program. The afternoon session will cover a "rap" session on national
issues, a public relations session, and an Exhibit Hall Tour of 50
exhibitors in the "Parks and Recreation" field.
If you are not the local official to represent your community at this
workshop, please forward to the proper person, or persons, responsible
for recreation in your community.
I am looking forward to meeting you personally at the 1973 Michigan

The Commission has been requested to participate in the
above mentioned show. It is understood that we have taken
an active part in the show in previous years.
Keeping in mind that we are always trying to keep the citi-
zens of Oakland County informed of our activities that the
Commission authorize participation in this show with esti-
mated expenses of $1,000--$1,500. Estimated expenses are based
on a permanent type display that could be used at other shows
throughout the County.

PARR SYSTEM GUIDE SIGNS
In compliance with Commission desire of having a well marked
routing systems to all of our parks, a meeting was held with
Mr. Folkers of the County Road Commission.
The results of this meeting are explained on the attached
letter. In order to have these signs made and placed prior
to the 1973 rush season the Road Commission was anxious to
proceed with this project. Rather than delay for your ap-
proval at our January meeting, I authorized the Road
Commission to proceed even though the estimated cost exceeded
unauthorized expenditures by $300.00
Your official approval of this project would be appreciated.
A picture of the type of sign will be available at the meeting.

Per your meeting with Mr. Folkers , we have prepared an estimate for guide
signs for Addison Oaks, Groveland Oaks, Springfield Oaks and White Lake Oaks
county parks. The cost of fabrication and installation of the 14 large assemblies
(3'x7' with 7" letters) and the 3 small assemblies (1 1/2'x4' with 4" letters) will
be approximately $1 , 300 . We will begin signing Addison Oaks and Springfield
Oaks as soon as we receive your approval of this project. The signs for Groveland
Oaks will be prepared for installation in the spring of 1973. Since the State
Highway Department has refused to install signs for White Lake Oaks at M-59
and Williams Lake Road (S) , we must find a location outside their right of way.
The location of this sign has not been finalized as yet, however the cost for its
installation is included in this estimate.

SURVEY SERVICES
SPRINGFIELD OAKS GOLF COURSE
The progress of the layout of the back nine at the
Springfield Oaks Golf Course has reached a point where a
survey is needed to determine the center lines of the proposaled
fairways.
Once this is done, Mr. DuVries will be in a position to pre-
sent a preliminary alignment of the course to you. It is
anticipated that he will attend your first meeting in February.
Estimated cost for survey should not exceed $1,000. The cost
will be part of the 1973 Capital Budget for this project.

MOVING EXPENSES
SPRINGFIELD OAKS PARK MANAGER
Springfield Oaks Park Manager, Gerrard Lacey has moved
into the new park house as per commission policy pertain-
ing to resident park managers.
Based on this policy it is recommended that the Commission
reimburse Mr. Lacey for his moving expenses. His expenses
were $246.88. This recommendation is based on the fact
that this is a commission policy and was not the choice of
the family involved.
Your utmost consideration of this request would be greatly
appreciated.

1973 FEE SCHEDULE
Please find attached a copy of staff recommendations
for the 1973 fee schedule of the Oakland County Park System.
The only major changes that could be considered such as the
increases of the greens fee at White Lake Oaks from $2.25
to $2.50 for 9 holes, an increase of 25q, and from $3.50 to
$4.00 for 18 holes, an increase of 50� and charging extra for
lochers of membership. Past policy has been to provide lockers
with memberships.
The rest of the fees remain the same as 1972.

FEES AND CHARGES - General
Fees and charges will be paid at the park or facility in which
the activity is conducted. They must be paid in full prior to, or
at the time of the activity.
Individuals or groups which are exempt or partially exempt
from paying fees or charges are:
1. Senior Citizens (60 or over) - 50% reduction
weekdays only.
2. Youth Groups (Boy Scouts, etc.) - 50% reduction
and groups or individuals so authorized and
approved by the Director of the Parks and
Recreation Commission will have 50% reduction
on facility rentals except for Springfield -Oaks
Activities Building which they will be allowed
to use free of rental charges.
All groups or persons renting a park facility must pay a security
deposit. This deposit will be retained until a post rental inspection
is conducted. Any damages or additional cost will be subtracted from
the deposit. The lessee must also sign a rental agreement which
states all conditions and charges for the rental.
Tickets which are to be sold to the general public for activi-
ties at a park facility should be available for sale at the
administrative and all park offices.
PARKS HOURS: Summer: 8:00 a.m. to one hour after sunset.
Winter: 10:00 a.m. to 10:00 p.m.
