Deputy Director
The attached job description explains the responsibilities of
the proposed position. In order to get the most out of the
facilities we presently have, and to communicate to all levels
of county residents, a person with this job description is
necessary.
With the implementation of the planning for Waterford -Oaks
Activities Center and the master planning for the other parks
along with the implementation of the comprehensive food service;
demands on the director would create a hardship on the overall
administration of the park system.
A competent deputy could compliment our operation and help get
the maximum potential out of our system.
Deputy Director
$15,750 - $17,850
Responsible to assist the director in all areas of the
administration of the county park system. He will be
directly responsible for the overall programming of the
facilities operated by the Commission and coordinate
with all personnel responsible for the operation and
management of such facilities. The dispersal of all
public information to the public shall be distributed
through him with the approval of the director. He
shall be responsible for the proper orientation of
all new employees, full time or part time.
Superintendent of Parks
$14,333 - $16,538
Shall be responsible for the overall physical
operation of the parks and facilities in the
county park system. He shall see that the
parks are operable and well maintained at all
times. The assignment of work and priorities
in conjunction with the director and park
managers will be a major responsibility.

White Lake -Oaks - Kramp Property
The Kramp property would not have been a likely purchase
under the normal circumstances of our White Lake -Oaks
operation.
Now that the property is for sale, consideration for
purchasing it could be to the county's advantage.
-Part of acquisition would be picked up by R.A.P.,
easing our capital outlay.
-Would put all property in this area under County
ownership. This would relieve citizen complaints
on clubhouse activity as well as R.A.P.
-Would provide a larger home for park manager with
a growing family.
A recommendation based on the above points would be --
offer to purchase this property for $27,500 for the purpose
of providing this house for the park manager. This offer
is based on the middle of the range suggested by Stoppert's
Real Estate Appraisal Service.

RE: White Lake Oaks
The existing conditions of the west nine (9) of the golf
course will soon merit player use.
It is pointed out that the boundaries of the greens and
fairways abut the property line in much of the common
boundary on the west side.
The adjoining land is partially forested and is beautiful as
a background for play, but it also has sufficient land which
can be made useable for residential building sites. A low
area is traversed by the Huron River ( a meandering stream)
which adds to the natural area beauty and sanctuary.
The liability of buildings being placed too close to fairways
and greens will certainly cause player timidity and in the
event of uncontrolled drives, trespass may be frequent and
bring complaints from adjoining owners.

will reveal the unusual boundary situation, and also reveals
the low areas of flood plain and forested land all suitable
for preservation as a natural area and protected area.

Evidence exists of grading operations beginning at NW
corner of White Lake Oaks parallel to the property lines.
Much natural area is being covered over.
It seems that this area should be examined for preservation,
and, the most positive assurance would be by acquisition
of the 27 acres adjoining the west boundary to preserve the
positive use of the course. Also twenty acres additional
(on survey map) would be recommended for consideration.

FOOD SERVICE
The time table for implementing the food service on a comprehensive
basis should be early August. It will take at least 30 days to
train new personnel to be ready by August. In order to be prepared
for this, we must consider the following recommendations:
-Expand staff to man White Lake -Oaks, Springfield -Oaks and
Addison -Oaks

additional duties of making cold dishes for
Springfield and Waterford.
Two part-time dishwashers for Addison with additional
duties, cleaning of returned utencils from Springfield
and Waterford.
Food Service Worker II for deliveries of food to
Waterford, Springfield and White Lake. He will
also be charged with inventory control.

*The wage scales should be raised to meet the demands in the food
service field. We do not recognize our operation as institutional,
so we have to provide service prepared with imagination and per
personal care.
