No charge for the design of these projects was made because this office had agreed to do this design work as a service for the Parks and Recreation Commission. Several other projects and technical problems were :1andled by this office on a combination of non-charrge and charge basis;. The criteria being if our 'field ins-c)ection personnel were involved, their cost was charged; and, if our office design Dersonnel were involved, there was no charge. To allow this office to provide this continuing service in the future, however, our design staff will need to increase. Since the County Board of Auditors and Commissicners have not been able to increase our budgeted positions, this extra help ?aid.l have to be retained on a non -budgeted basis, whii.c"n means their salary cost will reed to be covered by charges to vroject5 they are assigned. Also, since all of our field personnel are non -budgeted, any services desired on construction insDecti.on and supervision will continue to be chaff-ged for the actual time involved. At this time, the following proposal is made to allow for a. "smooth" transition from the complete non -charge basis for design services to a partial -charge basis for design services. (1) All design work otarting with the following three projects and any facture projects will be chapFed (a) Maintenance Building - Springfield -oaks (h) Groveland-Oaks Entrance Road (c) Springfield -Oaks Recreation Euildin4 (Old Road Commission Building Renovations) 2 (2) Design work will be defined as anv nersonnel (excluding supervision and clerical) time that is spent directly on the delipn of a specific Droject. This will include time for enpi neering calm unions , drafting, specification preparation, and meetings required to design the project. (3) No charge will be made for coy&ultation on technical problems if thev ddW!nvolve anv drafting and/or specification prenaration. (4) No charges will be made for any redesign of projects that require Adesigh die to errors and/or omissi.ois .by this office on the original design. (5) Any costs in excess of what an outside consultant would have charged for the design of the roject will not be charged. It is believed this proposal is fair to the Parks and Recreation Commission and will allow this office to continue to provide the service required to design projects properly and within the time schedules required. Also, it allows the Parks and Recreation Commission to continue to use our staff on small technical problems at no cost. This proposal thus ultimately provides the best service at the least cost to the citizens of Oakland County.
