This totals out to be an addition of $9,029.90. The two large changes were approved by the Commission. It seems as though D.F.O. is catching up on back paper work. These changes should have been put through last fall when the job was completed. ITEM #7b SPRINGFIELD-OAKS MAINTENANCE BUILDING --PARSE II Change Order #1 This is one of the changes suggested in General - Electrical -Mechanical, Inc. original proposal which covered the underground electrical service. The original suggested deduct was for $3,405.00 but after receiving further information from the Detroit Edison Company a lesser deduct of $2,785. resulted. ITEM #8a BROCHURE DISTRIBUTION Various methods of distribution for our new brochure has been investigated by the staff. It seems that the most comprehensive and least time consuming method would be the possible use of the Detroit News distribution as explained on the attached proposal by Mr. Kipke. Eric Reickel Director Subject: Brochure Distribution by Newspaper Supplement In researching methods to distribute the park brochure to residents of Oakland County, I have come up with what seems to be a very economical and effective way of distributing 126,000 brochures. For $1,170.00 (.0094 each) the Detroit News will include the park brochure as a Sunday supplement which will have an Oakland County distribution of 126,000 copies. In addition to the distribution cost, printing of the 126,000 brochures would be $51.27 per thousand for a cost of $6,460.00. Total cost for printing and distribution would be $7,630.00. If approved, they can be printed and distributed in three (3) weeks with little or no labor by this department. A similar request was made to the Detroit Free Press. Their distribution cost was $2,300.00 for 100,000 copies. 'Jon J. Kipke JJK:slg ITEM #8b REQUEST TO PURCHASE 3M SOUND & SLIDE SYSTEM As this Commission is aware, one of our major areas of concentration should be communicating our story to the residents of Oakland County. Staff has looked into methods of telling this story in an effective way. We have come up with the 3M Sound and Slide System which can play a vital role in telling the story of our park system to the residents in a very clear, imaginative and enjoyable form. This 3M Brand Model 625 consists of a sound on slide synchronization that will help tell the park story as well as show it. The complete cost of this system is $920.48. This is not a budget item. Request funds be transferred from contingency to proper account. 3M Brand Sound -On -Slide Model 62SAGA Projector Recorder Create and present your programs on the versatile Projector - Recorder. It is the key in a communications system that allows you to present information for groups and individuals with equal effectiveness. With the projector -recorder, you can record your own ideas for each 35mm or 2 x 2 slide. And play them back. Slide images can be projected for large or small audiences, while your recorded message is heard by everyone. Interrupt it to make a point or emphasize your story. Talk back to it. Repeat the message at any time (with- out worrying about synchronization). A remote control handset provides you with freedom to move about during your presentation, while advancing through your program, repeating individual messages, or reversing your presenta- tion. And when you're finished, take it with you. The projec- tor is lightweight and small enough to shove under your seat on the airplane. ITEM #8c STAGE CURTAINS WATERFORD-OAKS Funds for stage curtains were budgeted in 1972 budget. After receiving quotes for these curtains, it was discovered that the estimated budget figure for $700. was way off. Quotes are as follows: Main Drapery Center $1,550.00 Curtis Custom Draperies 1,556.50 J.T. Drapery Studio 1,564.40 These quotes are based on drapery 50 feet x 10 feet long. Valance arch shaped 7 feet center to 8 inches ends. Completely installed. The above quotes were received by Tom Jackson, Park Manager and reviewed by Mr. Kipke and myself. It is recommended that Main Drapery Center be awarded the bid of $1,550.00 completely installed and $850. be transfer- red from contingency account to the proper account -to cover the additional cost over original estimate. ITEM #8d UTILITY PUMP GROVELAND-OAKS Groveland was authorized $200.00 for a 3-horsepower utility pump and 300 feet of hose. After extensive investi- gation by Mr. Johnston and Jim Underwood, it has been determined that a 3-horsepower pump will not serve our needs. It is staffs desire to acquire a 7-horsepower trash pump for an additional $642.50. This pump would drain our low spots quicker thus enabling us to accommodate more campers sooner. Being a trash handling pump, it should last longer and run smoother because damaging debris will bypass the props. Permission is requested to acquire a Midland Trash Pump for a total cost of $842.50. $642.50 to be transferred from contingency account to the proper account. ITEM #9 FOOD AND BEVERAGE POLICY The attached resolution policy statement have been corrected as requested by the Commission at our Executive Session dealing with this subject. FOOD AND BEVERAGE OPERATION POLICY WHEREAS the public voted to approve the concept of making the Oakland County Parks and Recreation Commission system self-supporting; and WHEREAS the Oakland County Parks and Recreation Commission recognizes that the general public desires the provision for food and beverage service in conjunction with certain recreation facilities and activities or when there are facilities lending to this type of service; and WHEREAS revenue can be generated by the sale of food and beverage; and WHEREAS such revenue can be used to help accomplish the goal of becoming self-supporting; and WHEREAS the Commission has under contract a Director of Food and Beverage who pays his own personal employment tax; and WHEREAS the Commission has substantial investments in its present food and beverage service facilities; and WHEREAS the present food and beverage service operation run by the Commission is well received and applauded by the park patrons; and WHEREAS through self -operation maximum control in quality of service and products served can be obtained; NOW THEREFORE BE IT RESOLVED that the Commission will continue to operate the food and beverage service operation under the direction of the Food and Beverage Director for the benefit of the tax payers of Oakland County and adopts the food and beverage policy pertaining to the sale of food and beverage in the Oakland County Parks and Recreation system. I am very sad to hear that Bob is leaving as I looked forward to working with him in developing Independence -Oaks into reality.
