Eric Reickel SUBJECT: Park Development Progress Report 73-4 This is a continuing report of the development activity of our park system. I. Springfield -Oaks A. Youth Activities Center Traffic pattern for drop off at Activities Building is in design. B. Clubhouse Exterior lighting is under construction. C. Fencing This project is complete. D. Maintenance Building 1. Phase I - completed. 2. Phase II - under construction. E. Golf Course Design First Phase ready for bid. F. Site Work for Midway Under construction. II. Groveland-Oaks A. ITEM #6 LEASE - 1796 SCOTT LAKE ROAD The Commission approved a lease to be drawn up for Jon Kipke to reside at 1796 Scott Lake Road. Since that time, Jon has decided that he would not be moving his family from Ferndale, so he wishes to inform the Commission of his desire. We have filled the position of assistant park manager at Groveland-Oaks with a graduate of Michigan State University who is still residing in Lansing. It is requested that this lease be approved for Stephen Gillette and his wife to lease this property. The rental figure will be the same as for Mr. Kipke, which was $100 per month. As soon as we have a residence near Groveland-Oaks, we will move Mr. Gillette. ITEM #'7 RESOLUTION OAKLAND COUNTY DELINQUENT TAX REVOLVING FUND Oakland County has established a Delinquent Tax Revolving Fund. Notes have been sold to finance the fund for the 1972 delinquent taxes on real property. This means that as soon as possible after the County has settled our delinquent tax returns with the County Treasurer, we will receive the total amount of the uncollected 1972 real property taxes. In order for us to receive these, we must have a Resolution Approving and Authorizing Execution of Delinquent Tax Pre- payment Agreement and the Delinquent Tax Pre -payment Agreement executed by this Commission. The Treasurer's Office has provided us with the necessary documents. ITEM #8a SPRINGFIELD-OAKS GOLF COURSE PERMISSION TO ADVERTISE FOR BIDS FIRST PHASE OF BACK NINE The consultant, Mark DeVries, has the working drawings and the specifications written for the Springfield -Oaks back nine. Mr. DeVries will be present to review these with the Commission. At that time the Commission will be asked to put this out for bids. ITEMS #9a, 9b & 9c BIDS FOR MOBILE STAGE, MOBILE RESTROOMS AND PORTABLE BLEACHERS The Central Purchasing Department prepared and received bids for each of these items. A recommendation will be submitted by them for awarding of the bids. ITEM #9d PROPOSAL FOR PROPERTY ACQUISITION I have been approached by Mr. and Mrs. Kerly to see whether or not the Parks and Recreation Commission would be interested in acquiring their property of 100 plus acres along with 71 acres adjoining their property as a possible park. Arnold Johnston and I visited with the Kerlys and toured this fine acreage. The house that is on this property is formerly the old Wildwood Inn and would no doubt serve as an excellent nature center headquarters. I would suggest that if we were in the market for acquiring land for a nature preserve, this facility would serve well. Due to its location between Groveland-Oaks and Independence - Oaks, just off M-15, it does not lend itself as a desirable acquisition for the Commission. JUN 4 197J Since we have retired and plan to travel extensively, we plan to sell the more than 100 acres which we own at 725 Wolfe Road, Ortonville, Michigan. We have spent the past 26 years develop- ing this land into a private nature study area and wildlife refuge. We planted thousands of evergreen trees including several varieties of spruce and white, Norway, jack, and Austrian pines. Many of these trees are now 40 to 50 feet tall. The property has a varied terrain of high hills, valleys, swamps, lake, ponds, meadows and some frontage on Duck Creek. Wildlife includes among Others; deer, coon, possum, wood- chuck, rabbits and squirrels. We have identified over 50 varieties of birds including; blue herron, Canadian geese, oriol and blue birds. The house would make an ideal Nature Center. It contains 11 rooms, 32 baths and a full basement. It has two complete septic systems and an excellent well. There is a five year old heating system with radiant baseboard, hot water heat. Included are two large barns that we have been told were originally used as a stage coach stop for early travelers between Fenton and Lapeer. These barns have hand hewn timbers and are believed to be more than 100 years old. There are also rumors that this property was at one time the hide-out of the notorious Purple Gang. We feel the property is ideally suited as a wildlife refuge and nature study area, and that such a useage would be a benefit to the entire community. We are asking $375,000 for the land and buildings. We.also hold the land contract on the adjoining 71.04 acres, and we under- stand that the buyer of that land is also willing to sell. Accord- ing to our tax statement the two combined properties contain 182.90 acres. Since we are anxious to continue our travels, and since we are not in need of immediate cash, and also since we are especially interested that this area not become a subdivision but remain a home for the th(_isands of creatures now living here we are willing to consider deferred payment such as park bonds, or some other such arrangement.
