SPRINGFIELD-OAKS GOLF COURSE
PHASE I BIDS
After an extensive interview with J.D. Armstrong, the low
bidder, it has been requested by the Department of Facilities and
Operations, the consultant Mark DeVries and the Commission staff,
that all bids be rejected and that the project be rebid pending
alterations by the consultant. The main determination by the bidder,
J.D. Armstrong, was that there were too many indefinites as to what
had to be done in reference to the mass grading and the removal of the
material from the ponds. In order to correct this questionable item,
the consultant has estimated the amount of material that will
definitely have to be removed and will put it out for bid accordingly.
A more precise explanation of this will be presented by Mr. DeVries
by a letter prior to the Commission Meeting.

Dear Eric:
After reviewing the bids received June 28, 1973, for the Phase I con-
struction of the Springfield -Oaks New Nine Golf Course, I recommend that
all bids on this project be rejected.
It would be difficult to speculate on reasons for this high bidding.
However, after discussing some of the Items of work with the low bidder,
J. D. Armstrong Landscape Co., it was apparent that quantity take off
for various items of work, such as mass grading, pond excavation and
topsoil quantities were estimated at much higher amounts than my estimates.
The Plans and Specifications will be slightly modified and the following
schedule has been set up for re -bidding of the Phase I Construction:
Before July 16, 1973;
1. Revised Plans and Specifications and modified Proposal
Items which will show a more detailed breakdown of
Items as well as estimated quantities.
(a) Unit Price bidding instead of lump sum bidding
2. Receive bids on August 7, 1973.
3. Award Contract at regular Board Meeting on August 10, 1973.

SPRINGFIELD Y.A.C. PARKING LOT LIGHTING
It is requested that Change Order #3, Bulletin #3 pertaining
to the installation of light poles at the Springfield -Oaks Y.A.C.
be approved as presented for the labor and installing these poles.
A figure for this project will be presented at the Commission meeting.

AGREEMENT WITH ELLIS, ARNDT AND TRUESDELL
ENGINEERING FOR FIRST PHASE DEVELOPMENT
INDEPENDENCE -OAKS PARK
An agreement will be available from Ellis, Arndt and
Truesdell so it may be approved and signed by the Commission
so they may proceed with the engineering that is necessary to
receive bids for the first phase of development at the
Independence -Oaks Park.
They have done a very fine job for us so far and were quite
instrumental in helping us prepare the application that was just
approved by the Grants -In -Aid Division of the Department of Natural
Resources.

GROVELAND-OAKS PARK OFFICE
The central purchasing will have prepared by the Commission
Meeting a recommendation for the awarding of bids for the proposed
park office at Groveland-Oaks.

It is expected that when Dumouchelle gets an offer on this
rug he will review it with us and if the price is right they
will be receiving 25 percent of the gross sale. They feel
that due to the darkness of the rug that it will not be a
fast mover and that they may possibly have to hold the rug
for quite a while before we get someone to buy it. The
pastel rugs of this nature are relatively popular but a dark
color such as ours and the size are not popular at this time.
I will keep you informed as to the progress of this subject.
