SUBJECT: Park Development Progress Report 73-3
This is a continuing report of the development activity of
our park system.
I. Springfield -Oaks
A. Youth Activities Center
Traffic pattern for drop off at Activities
Building is in design.
B. Clubhouse
1. Exterior lighting - Bids should be in
for the April 13 meeting.
2. Roof - Investigation will continue
when snow clears.
C. Fencing
80 percent complete.
D. Maintenance Building
1. Phase I - Material is available and
ready to be erected.
2. Phase II - Bids awarded to GEM, Inc.
E. Golf Course Design
1. Soil borings are ordered.
2. Well will be drilled as soon as
possible.
3. Appraisals ordered for additional
20 acres.
F. Old Clubhouse
Proposal for restoration of clubhouse
has been submitted by Springfield Township
Historical Society.

II. Groveland-Oaks
A. Toilet/Shower Facility
This facility is 95 percent complete.
Remainder will be finished when weather
breaks.
B. Entrance Road
Contract is ready for signing. Work
will proceed when weather permits.
Survey is requested for field layout
and quality control.
C. Fencing
The fencing should be complete by
May 1 with the exception of the entrance.
III. Addison -Oaks
A. Walk -In Freezer/Cooler
98 percent complete. Painting of
exterior is all that remains.
B. Paving
The paving will be completed when the
weather breaks. It has been requested
that the Department of Facilities and
Operations investigate cost to extend
paving to Romeo Road.
C. Parking Lot Lighting - Conference Center
The Department of Facilities and
Operations has completed the design.
Bids will be available for approval
April 13.
D. Concession Stand - Shelter Building
Complete with the exception of a few
punch list items.
E. Park Master Plan
Meeting was held to review preliminary
findings. We should be ready for a
presentation to the Commission by
May 1.

IV. Independence -Oaks
A. Master Plan
Three meetings have been held in
reference to the program planning for
this park. Consultants will have land
use plan available to be reviewed in
April.
B. Department of Natural Resources Proposal (Cohn)
We are waiting for the second appraisal.
The Bureau of Outdoor Recreation has been
contacted as to possible Land and Water
Funding for this acquisition. Funding
is possible because of the joint effort
between our department and the Department
of Natural Resources.
V. Waterford -Oaks
A. Indoor Swimming Pool - Recreation Bond Grant
Pool is in schematic design. A meeting
is scheduled next week for preliminary
review.
VI. White Lake -Oaks
A. Park House
The maintenance men are.in the process
of upgrading the electrical, as well as
remodeling parts of the kitchen and
bathrooms.
B. Lighting for Parking Lot
The Department of Facilities and
Operations will have available for the
Commission a tabulation of bids for the
April 13 meeting.
ITEM 5a
PHASE I - COMMUNICATIONS SYSTEM
The Central Purchasing Department will be prepared
to submit the bids for approval on Phase I of the
Radio Communications System.
As you will recall the Commission requested this
item be rebid.
ITEM #5a
RADIO COMMUNICATIONS BIDS
Attached you will find copies of the Radio Communications
System bids which were received by Central Purchasing on
March 16, 1973 on our behalf.
The tabulation of these bids, in relation to the original
bid of January 29, 1973, is as follows:

The March 16 bid includes all items from the previous January
bid plus five (5) additional items. These added items,
reflected with the total low bidder's value, are:
4 - 3.5 d b gain antennas $ 378.00
1 - station identifier 495.00
$ 873.00
In comparison General Electric's present low bid, less the
five (5) additional items is $755.10 less than the original
January low bidder for all comparible items.
It is our feeling, as well as Central Purchasing, that the
General Electric units are acceptable for our Communications
System.
The Parks and Recreation staff concurs in the recommendation
from Central Purchasing to award the total bid for all items
to the low bidder, General Electric, for $16,194.25.
ITEM 6a
Entrance Road Survey - Groveland
As part of the construction engineering for this project a survey crew
will be required to provide field layout and to maintain quality control
needed to keep track of the units of material being placed on this
project (unit price project).
Permission is requested to use the services of Kieft Engineering Inc. at
an estimated cost of $1,800. This firm has been recommended by D.F.O.
because of the firms familiarity with this project as well as the good
service they provide.
ITEM 6c
Sewage System - Addison -Oaks
The purpose of this item is to make you aware of a serious problem
that exists at the Addison -Oaks Conference Center.
The present sewage system is not adequate to handle the load due to
the increased activity at the center. We asked D.F.O. to investigate
this problem last fall for a possible solution.
We have the Park Consultant reviewing D.F.O.'s observation so they
may see how their recommendation will fit in with their overall
park plan.
