This meeting is being held to review the schematic olans for
the indoor olympic size swimming pool at Waterford -Oaks and
the Master Plan for Addison -Oaks park as approved at the last
Commission meeting.

R E S O L U T I O N
WHEREAS Chester Kochanski has most graciously donated
24 acres of his property to the Oakland County Parks
and Recreation Commission; and
WHEREAS the said property borders the Oakland County
White Lake -Oaks Golf Course creating a natural buffer
zone and wildlife habitat; and
WHEREAS an excellent supply of water exists on the
said property which is used for irrigation of the golf
course; and
WHEREAS the said property will be preserved in its
natural state to be forever enjoyed by all of Oakland
County residents;
NOW THEREFORE BE IT RESOLVED that the Oakland County
Parks and Recreation Commission hereby acknowledges
and expresses its deepest gratitude to Chester Kochanski
for his most generous and cherishable gift.

PROPOSAL
LEASE/PURCHASE PLAN FOR OAKLAND COUNTY
The following proposal is submitted as a method for the Oakland
County Parks and Recreation Commission to have pedal boats in
its park system at no cost to the Commission.
Costs:
16 Pedal boats @ $695.00 $ 11,120.00
Less: 10% discount 1,112.00
Total 10,008.00
Freight 120.00
*Total $ 10,128.00
5 year lease charge - 5% per year 2,532.00
Total $ 12,660.00
Divided by 60 monthly lease payments $ 211.00
Revenue Projection:
Season - May 30 thru September 4 = 13 weeks
20 hrs. per week x 13 weeks x 16 boats x
$ 2.00 per hr. $ 8,320.00
Less lease cost per year - 2,532.00
Balance for expenses and
profits per year $ 5,788.00
County owns boats at end of lease.
County pays all insurance, maintenance, etc. costs during
lease period.

(EXECUTIVE SESSION)
WATERFORD-OAKS PROPERTY
A meeting between the property owners along Watkins
Lake Road and Mr. Ernst of Scott Lake Road was held Saturday,
March 24, 1973 to explain the Waterford -Oaks Master Plan.
These people were not completely aware of what our
plans were for the park and were appreciative to have the
opportunity to be briefed on our plans.
The owners were all very agreeable and seemed to
recognize our need for the back of their properties for park
purposes.
It was put to them that we would like to purchase their
back lots as soon as possible in order to secure the outright
ownership so the property won't be sold out from under us. If
outright purchase was not possible at this time, we would like
to have the option of first refusal.
Permission is requested to make an offer to each property
owner so we may tie up this property as soon as possible.
Two appraisals have been received and are broken down
accordingly;

*An agreement may be able to be made with Mr. Ernst where his
property can be purchased over a period of years.
Leonard Property
A meeting was held between the two appraisers William
Hoover and John Stappert; Harold Martin of Board of Auditors
Real Estate Division, and myself to review the appraisals
for the Leonard property. It was explained to me that this
property and home along with a garage/apartment unit are in
excellent shape.
I was discouraged from trying to compare our recent
acquisition of the Wright property to this price. It is
considered by the appraisers that we were very fortunate to
get the Wright property at our paying price.
It was agreed by both appraisers that $49,500. is a
stable offer for the Leonard property and would be a good
buy for all concerned.
