Eric Reickel SUBJECT: Park Development Progress Report 73-7 This is a continuing report of the development activity of our park system. I. Springfield -Oaks A. Youth Activities Center 1. Parking lot lights are completed. 2. Dumping station specifications are complete. Awaiting estimates for construction. B. Clubhouse Exterior lighting is under construction. Light poles are installed. Still waiting for light fixtures. Very slow project. C. Golf Course (Back nine) 1. The development is progressing beautifully. Five greens are ready to be surveyed for final design. It is expected that the other four will be ready shortly. 2. Pond #1 could not be mucked out with front loaders and earth moving equipment because this type of equipment is limited to 3-32' of muck with a stable bottom. The soil borings were off and conditions necessitated a change in design but no appreciable change in cost to the overall contract. II. Groveland-Oaks A. Park Office - 3/4 complete. B. Toilet Buildings - 3/4 complete. C. Entrance Landscaping Materials are on order. Some of the project is to be done this fall and remainder in the spring. Page 2 - (Park Development Progress Report 73-7) D. Master Plan Have received a quote from Anderson/Lesniak. Waiting for one from Ellis, Arndt and Truesdell before proceeding. III. Addison -Oaks A. Parking Lot Lighting - Conference Center Under construction. Posts are being fabricated. Very slow performance. Supplier complains of materials shortage. B. Sewer Study Report due first of December. IV. Independence -Oaks A. Cohn Property Bureau of Outdoor Recreation approval received November 14, 1973. B. Phase I of Development Consultants are working on design and specs. Still waiting for word from DNR on differential fees. Expect to have a report after they meet November 26. Road abandonment is proceeding very slowly. V. Waterford -Oaks A. Indoor Swimming Pool Project out for bid. Bids due November 29. If all goes well, hope to award December 14. Ground breaking to be scheduled. VI. White Lake -Oaks A. Lighting for Parking Lot Awaiting light poles. B. Toilet Building To be completed by our work force. ITEM #7 ADDISON-OAKS CONFERENCE CENTER STEAM BOILER This office received an inspection report on September 19, 1973 from the Home Insurance Company for the steam boiler that heats the Addison -Oaks Conference Center. The result of this inspection was that the internal surfaces of the boiler were corroded and scaled and the water treat- ment should be revised or a competent water treatment concern be consulted to establish a water treatment program in order to correct this condition. Upon receipt of this report, the firm of R. A. Grandell Heating Company, Inc., was directed to bring the steam boiler within the recommendations of the inspector. Estimated cost of this project was not requested and Grandell Heating Company proceeded with the work. The project was coordinated by Mr. Johnston, Superintendent of Parks. It was determined by D.F.O. and Commission Staff that the work was found in order and the boiler is in good operating condition. A total balance of $3818.69 was submitted to this office on November 14, 1973 for payment. Realizing that this bill is beyond the limits for department authorization, Commission permission is requested to process payment as soon as possible. ITEM # 8 WATERFORD-OAKS POOL PROFESSIONAL SERVICES-ANDERSON/LESNIAK AND ASSOCIATES The pending Agreement between Anderson/Lesniak and Associates, Incorporated and the Parks and Recreation Commission for the purpose of providing professional services for the detailed design of the landscape and other site improvements for the indoor pool and entry road has been reviewed by the Corporation Counsel and approved as to form. It is recommended that the Commission authorize the Chairperson to sign the Agreement. ITEM #9 WATERFORD-OAKS POOL GROUND BREAKING A meeting was held between your Director and Joseph Joachim of Swanson Associates to discuss the schedule for the ground breaking of the Waterford -Oaks pool. Swanson Associates has hired, at their expense, the public relations firm of Drew & Drew of Madison Heights to help them with this project. The most appropriate date, upon review, was Monday, January 14, 1974 at 11:00 A.M. The following questions must be answered as to what extent this ground breaking should be carried out: 1. Just the ground breaking ceremonies or luncheon cocktails to follow at Waterford -Oaks? 2. List of Invitees? Parks and Recreation Commission Board of Commissioners Board of Auditors Department Heads Local Officials State Legislators and Congressmen Department of Natural Resources Amateur Athletic Union 3. Suggested Deadlines? Press kit information to Drew & Drew - December 21 Printing of Invitations - December 21 Mailing of Invitations - December 26-28 Advance News Release - January 7 Dedication - January 14 4. Tentative Program Introductions Ground Breaking Speeches (limited to (2-3 minutes) 11:00 A.M. 11:10 A.M. 11:15 A.M. 11:45 A.M. to lunch Waterford -Oaks Pool - Ground Breaking (Page 2) Suggested speakers: Chairperson, Parks and Recreation Commission President, Northwest Parks and Recreation Association Amateur Athletic Union Department of Natural Resources National Scene -- Charles McCaffery It would be appreciated if there are any suggestions to the above information and, if not, hope that approval would be received at this time. ITEM #10 PROGRESS - FOOD AND BEVERAGE In order to properly prepare a prospectus in an attempt to acquire a good concessionaire for food and beverage, a certain amount of material has to be compiled. We have been in the process of compiling all the fiscal experience that we have had with these operations as well as to draw up descriptions of the activity that is conducted at each one and the equipment that is available. We are now in the process of working with Stoppert's Appraisal Service to obtain information as to the value of the building rental of White Lake -Oaks and Springfield -Oaks Clubhouses as well as Addison -Oaks Conference Center. This will be important as a negotiating item when the Commission determines who the concessionaire will be. After studying the various approaches to obtaining a con- cessionaire, it is recommended that we advertise locally and in the food and beverage newspaper as well as by personal invitation, that the Commission is interested in obtaining a concessionaire to operate the above facilities. It does not seem necessary to develop an extensive document explaining everything the Commission wants as I think this would be more important in the final negotiating sessions. The important thing is to come up with a series of candidates that can be screened via experience and the strengths of their proposals. Page 2 (Progress -Food & Beverage) If this recommendation meets with Commission approval, we should be able to advertise immediately. We then will be able to proceed with our interviewing sessions right after the first of the year.
