The plans are ready to be advertised for bid. If all goes well, it is expected that bids will be re- ceived in six weeks and ground breaking will be able to take place by December 1, 1973. ITEM #6B WATERFORD-OAKS POOL PROFESSIONAL SERVICE FOR GENERAL SITE IMPROVEMENTS A proposal has been submitted by Waterford -Oaks master plan consultant, Anderson/Lesniak Associates, Inc., for the purpose of providing professional service for general site improvements. The work involves a detailed landscaping and site improvement of Phase I which essentially includes the indoor swimming pool and related facilities; ie, parking, entrance drives, etc. Work outline will include grading, utilities, design concepts and construction drawings. It is estimated that if the bid is let out to site development contractors, the cost would be between $75,000 to $100,000 above and beyond the indoor pool project. This may be exceedingly lower than this if we work with Lands and Grounds Division. It is recommended that Anderson/Lesniak Associates, Inc., be hired to do this work for an estimated cost of $4500 to $5500. It is important that this work be authorized so that proper coordination with the architect and general contractor be implemented. ITEM #6C INDEPENDENCE -OAKS LOTON PROPERTY - 9115 SASHABAW ROAD The Real Estate Division of the Oakland County Board of Auditors has been in the process of negotiating with Mr. and Mrs. Loton in an attempt to come up with a proper agreement for the sale of this property to the Commission. It was approved at the August 24, 1973 Commission Meeting that an offer not to exceed $32,500 should be tendered. The Real Estate Division has made a final offer of $35,000 and one years' residency as requested by the present property owners. This seems to be a reasonable request and will not affect the Commission in any manner. It is recommended that authorization be granted for this acquisition. A special note, for your information, is that the two appraisals were $31,900 and $32,500. ADMINISTRATION PEDAL BOATS The Commission approved at their April 13, 1973 meeting to enter into a lease purchase plan for 16 pedal boats with Herb Jennings, Inc., of Litchfield, Michigan. The price for these 16 boats, including freight; $9,520.50. The five year lease charge at 5o per year was $2,380.13 or a total of $11,900.63. This was divided by 60 monthly lease payments of $198.35 per month. A revenue projection for a season, which was 13 weeks, was $8,320.00. We re- ceived our boats on June 20, 1973 and ran for 11 weeks for a total revenue of $4,947.25. Taking this expense into consideration, it is recommended that the Commission authorize the outright purchase of the remainder of the balance of these boats which would be $9,123.70. Considering what we took in this year and what we anticipate next year, we should have paid back all the money into our General Fund that we would use to pay off the boats. We will save the interest and the boats should pay for themselves by the end of 1974. ITEM #6E FOOD AND BEVERAGE It is requested that permission be granted to seek a concessionnaire for the purpose of taking over the Oak- land County Parks and Recreation Commission Food and Beverage Service. A prospectus of this Service will be prepared by Staff and submitted to the Commission for approval. Once approved, we will advertise for interested parties to submit their proposals. An attempt will be made to come up with a qualified bidder on this project.
