Eric Reickel SUBJECT: Park Development Progress Report 73-6 This is a continuing report of the development activity of our park system. I. Springfield -Oaks A. Youth Activities Center 1. Traffic pattern for drop off at Activities Building is complete. 2. Landscaping - Project to start this fall. B. Clubhouse Exterior lighting is under construction. Awaiting light poles. C. Golf Course (Back nine) Under construction. II. Groveland-Oaks A. Park Office To be constructed by force labor this fall. B. Toilet Buildings To be constructed by force labor this fall to meet state health standards for 1974. C. Entrance Landscaping Materials are on order. Project to begin soon. III. Addison -Oaks A. Parking Lot Lighting - Conference Center Under construction. Posts are being fabricated.• Page 2 - Park Development Progress Report 73-6 B. Sewer Study In process. C. Shelter Building - Site Plan Paving complete. Landscape in process. IV. Independence -Oaks A. Cohn property Bureau of Outdoor Recreation should be sending approval for approved purchase price. B. Phase I of Development All requirements have been met. Grant approval should be coming from Bureau of Outdoor Recreation soon. V. Waterford -Oaks A. Indoor Swimming Pool Work drawing in process. VI. White Lake -Oaks A. Lighting for Parking Lot Awaiting light poles. B. Toilet Building To be completed by our work force. ITEM #7a PARK OFFICE GROVELAND-OAKS It was determined after study and recommendation of the Parks and Recreation Commission that the park office and toilet facilities will be built by force account this fall. The cost for building the facilities by force account and using a different design, rather than a pre -fabricated cedar house, would be a substantial savings. Mr. Young is still costing out the details but it has been determined that we definitely will receive a financial advantage going this way. ITEM #7b DROP OFF SPRINGFIELD-OAKS YOUTH ACTIVITIES CENTER The Department of Facilities and Operations has finished the engineering for the pedestrian drop off at the Youth Activities Center. The estimated cost for this improvement would be between $13,000 and $20,000. It is my recommendation that this improvement be referred to the Board of Commissioners for their capital program. The Parks and Recreation Commission has seen fit to expend approximately $38,000 this year for improvements that were felt necessary to the operation of this facility. It is felt that we cannot justify this additional capital expenditure this year. Permission is requested to go to the Buildings and Grounds Committee and explain what we have done and what is needed out there. One of the strong recommendations is that we consider hiring someone to do a master plan for this fairgrounds. There seems to be a movement gaining force in reference to putting horse barns on this area and if we are to have a good fairgrounds, that is to be functional for all purposes, a true study of this area should be made. ITEM #7c LEONARD PROPERTY WATERFORD-OAKS A meeting was held with Mrs. Leonard's attorney, Mr. Al Ingle. It seems as though Mrs. Leonard is interested in selling her property but was not too pleased with our offer. I stated to her attorney that it was our feelings that the $70,000 she originally asked was inflationary and that she should not let that figure bias her in reference to our offer. After extensive discussion, Mr. Ingle made it clear that Mrs. Leonard would like to sell but would like to also stay on the site until we had the need for her home. I felt that was fair as long as they could come up with a decent asking price. Mr. Ingle informed me that he would feel a fair offer would be half way between the two appraisals received which were $49,200 and $53,000. An offer of $51,700 plus the opportunity to live there for about three (3) years rent free, is how he will present this to Mrs. Leonard. If she finds this satisfactory I will probably recommend this to you at our Friday meeting. I think this acquisition is very important and especially now after discussing this with the architects. They feel that the high ground in front of Mrs. Leonard's house would make a much better entrance because there would be no need for excavation or refill for a solid base which also would save us money in the long run. Frank Richardson Addison - Oaks • Groveland - Oaks • Independence - Oaks . • Springfield - Oaks • Waterford - Oaks • White Lake - Oaks R E S O L U T I O N WHEREAS the Happy Wheelers of Clarkston, Michigan; National Campers and Hikers Association No. 137 have given a Martin House to the Oakland County Parks and Recreation Commission to be erected at the Groveland- Oaks County Park in March, 1974; and WHEREAS this Martin House will be a shelter for Martins at our Groveland-Oaks park; and WHEREAS these Martins will consume ten thousand (10,000) mosquitos per bird per day; and WHEREAS this Martin House will be beneficial to the environment of Groveland-Oaks and the surrounding area, NOW THEREFORE BE IT RESOLVED that the Oakland County Parks and Recreation Commission does hereby recognize, appreciate and thank the Happy Wheelers of Clarkston for their thoughtfulness and interest in the Oakland County park system.
