SPRINGFIELD-OAKS
GOLF COURSE - PHASE II
Bids were received for the Springfield -Oaks Golf Course,
Phase II, on March 27, 1974. The consultant, Mark
DeVries, and DFO are in the process of analyzing the
bids and investigating the low bidders.
If low bids are in order, they are close to project
estimates.
The attached minutes of the meeting are self-explanatory
and final results of the bids will be made available at
the Commission meeting with recommendations.

The receipt of bids for both projects was closed at 2 p.m.
on March 27, 1974, in the Admi'ni'strati-ve Offices of the Parks
and Recreation Commission by Mr. Dziurman. Mr. Dziurman asked
if there were -any questions before proceeding to open the bids.
There were none.
The bids for the Lawn Irrigation System were opened first,
t-he bid amount read, and substitutions listed read. The bids
received are listed on the attached sheet.
At the completion of the reading of bids for the Lawn
Irrigation System, the bids for the Phase II Construction were
opened and read. The unit prices were not read since no one
present desired that information. The Tabulation of Bids
received is also attached to this Conference Memo.
At the completion of the Bid Opening, Mr. Dziurman said that
the bids would be checked and tabulation and a report given to
the Parks and Recreation Commission on April 5 on award of contracts.
All bidders would be notified of the Parks and Recreation Commission
action. There were no other questions or comments and the Bid
Opening was closed.

PARK TOILETS
As per the 1973 Capital Program, pit toilets were
approved for Addison -Oaks, White Lake -Oaks and Spring-
field -Oaks.
Quotes will be available for approval at the Commission
meeting. The two at Addison -Oaks are required to meet
State health requirements.
Item #8
SPRINGFIELD-OAKS PROPERTY
The Springfield Township Parks and Recreation Commission
is requesting that the Commission either sell or lease
8.28 acres of the property along the Grand Trunk Rail-
road track.
The attached letter from Lester J. Smith, Chairman of
the Commission, is self-explanatory.
Staff recommends that Commission approve a lease of $1.00
to be drawn up by Civil Counsel.

Dear Mr. Reikel:
We, the members of the Springfield Township Parks and
Recreation Commission, are taking an active interest in complying
with the Master Plan Program, prepared for the Springfield Township
Planning Commission by the firm of Sterling, Lehoczky, Kilroy and
Chihan, P.C.
Using this program as a guideline for the projections and needs
for recreation facilities in Springfield Township, we are taking their
recommendations for acquisition of property in various locations in
the township for play lots, neighborhood parks, etc.
The enclosed description map and property description, show
a parcel of 8.28 acres bounding our Dilley Park on the west, and
between the G.T.R.R. tracks and the housing area on Davisburg Road.
This property belongs to you, the Oakland County Parks and Recreation
Commission.
We are very much interested in an outright purchase or lease
of this parcel. It would lend itself well to increasing our community
park facilities, offering high ground, a stream for foot bridges, picnic
areas, nature trails, tree planting and conservation and many more
recreational activities.
The additional land would allow developing a park and picnic
area for all ages, whereby the Dilley Road area is the site of the Little
League Baseball diamonds. There would be no access to the area for
cars and would rely wholly on footpaths and bridges, an ideal situation.

to you for a deed to the above property or a long term lease for our
examination.

ADDISON-OAKS SEWAGE TREATMENT SYSTEM
The attached memo from Ted Dziurman explains the
estimated construction cost of the system as requested
by the Commission.
It is also requested by Mr. Dziurman that additional
soil borings are needed to obtain soil and ground water
conditions along the proposed sewer routes and the
lagoons.
Three proposals were received. It is estimated that
it will cost $1000.00 to perform this work. It is
recommended that it be authorized as part of the overall
project.

Subject: Addison -Oaks Sewage Treatment System
Our Project 72-20
Our office requires additional soil borings on this project to
obtain soil and ground water conditions along the proposed sewer
routes and at the lagoons. (See attached layout plan showing proposed
boring locations). We have received three proposals for the work
(see copies attached). Our office would recommend either Testing
Engineers & Consultants, Inc. or Soil and Material Engineers for the
work, because for all the work requested their proposals would be the
lowest in cost. We need your approval for this work, and if approved,
our office can handle the arrangements and invoice you as part of the
engineering cost.
Since the data from these borings could affect the design,
your prompt attention to this matter would be appreciated. If there
are any questions, please call.

INDEPENDENCE TOWNSHIP
LAND ACQUISITION
Permission is requested to forward a Notice of Intent
to file for federal funding for the purposes of
acquiring properties south of the boundary of Independence -
Oaks Park.
The purpose of this is to find out if federal funding
will be available if we were to proceed. Further details
will be explained at the Commission meeting.
