SUBJECT: Park Development Progress Report 74-2
This is a report on the present status of the capital improvement
program within our park system.
I. Addison -Oaks
A. Master plan and report being prepared by the consulting
firm of Bills and Childs submitted to staff for final
review August 7.
B. Sewage Lagoon System
1. Contract drawings and specifications completed.
2. New use Permit in the process of being obtainted
from D.N.R. Water Resources Division.
3. Construction permit being secured.
4. Tentative bid opening scheduled for Septemeber 10.
5. Project to be operational in late fall of 1974 with
final site restoration to be completed in the spring
of 1975.
C. Conference Center Renovation
1. Rough draft of specifications is prepared with a list
of prospective bidders being compiled.
II. Independence -Oaks
A. Consulting firm of Ellis, Arndt, & Truesdell have completed
master plan and submitted preliminary draft of report.
Final report to be completed in September.
B. Phase I construction
1. Final drawings and specifications completed and reviewed.
2. Plans to be submitted to and reviewed for approval to the
following agencies;
a. D.N.R. - Building division.
b. Oakland County Health Department
C. D.N.R. Grants -in -Aid division
d. State Handicapped division
(Park Development Progress Report)
3. Project schedule after approval by above mentioned
agencies
a. Advertisement for bids
b. Awarding of contract
C. Projected date of initial construction, late
September or early October
C. Boundry Line and Fence Staking Survey
1. Contract signed with Finney and Carnahan with the
contractor on site and proceeding as scheduled.
III. Springfield -Oaks
A. Springfield -Oaks Feasability Study
1. The following representatives from the involved consulting
firm and O.C.P.R. staff have visited and analyzed similar
facilities which are known for their successful operation
and participation.

2. Consulting firm has formed citizen advisory board and
held two meetings with representatives from Oakland
County Parks and Recreation staff and consultants present.
3. Projected date of report for presentation to Parks and
Recreation Commission is mid -September.
B. Springfield -Oaks Golf Course - back nine construction
1. Phase I - contractor Curtis Wright
a. Rough grading, pond excavation, drainage system con-
struction 95% complete, with final completion scheduled
within one week.
2. Phase II - contractor Demick Nursery
a. Greens, tees and fairways construction, final grading,
seeding and fertilizing
1. greens,- construction 80% complete
2. tees - construction 80% complete
3. fairway construction 50% complete

a. Contract has been signed, contractor proceeding as
scheduled.

IV. Groveland-Oaks
A. Consulting firm of Anderson and Lesniak presented present land
use analysis and proposed land use concept to staff for their
review August 6.
V. Waterford -Oaks
A. Waterford -Oaks Swimming Pool
1. Bids received and rejected, referred to staff for
further study and recommendation.
2. Various methods of financing have been investigated
and are listed below
a. Kresge Foundation
b. Federal funding - B.O.R.
C. Phillips 66 - sponsor A.A.U. Swimming
d. County Building Authority
3. Results of the above investigation find all sources
unable at this time to make this project a possibility.
4. Staff will have recommendations at August 23 meeting.

Item #8
COHN RESOLUTION
Mr. I. I. Cohn has presented the Commission a check
for $5000 with the intent that the money would be
used for the development of the Northern Pike Rearing
Marsh at Independence -Oaks.
Mr. Cohn requested that consideration be given to
naming the Pike Rearing Marsh the Irwin I. and Sadie
L. Cohn Pike Rearing Marsh.
A resolution is attached that would recognize the
Cohns for their generosity as well as naming the marsh
in their consideration.

ERNST & ERNST AUDIT
The report has been fully reviewed and should be
received by the Commission.
Item #10
PUBLIC INFORMATION PROGRAM
The final recommendation for the implementation for
a public information program for the Commission is
outlined as follows:
The Personnel Division will be notified to work up a
job description and salary qualification for a full
time staff position to be filled as soon as possible.
In the meantime, the Commission will continue inter-
viewing the four additional public information firms
who have asked to be interviewed so a firm may be
chosen immediately to provide a public information
audit and to develop guidelines for the staff person
who is to be coming on board. It will be necessary
for the Commission to schedule a special meeting to
interview the remaining four firms who have requested
a hearing.
The above information will need Commission action
before it can be implemented.

ADDISON-OAKS
ROCHESTER FOLK WORKSHOP
Use of Addison -Oaks Park for a Blue Grass Music Concert
on Sunday, September 22, 1974 has been requested by
Mr. George Taylor. Sponsoring organization for the con-
cert is the Rochester Folk Workshop.
Persons attending will be mainly from the Rochester
area with an estimated attendance of one to two thousand
persons.
The staff recommends allowing the concert to be held in
accordance with the attached conditions.
ADDISON-OAKS
ROCHESTER FOLK WORKSHOP
"BLUE GRASS CONCERT"
The Oakland County Parks and Recreation Commission agrees to allow
the Rochester Folk Workshop's "Blue Grass Concert" to be held at
Addison -Oaks County Park on Sunday, September 22, 1974 subject to
the following conditions:
*Persons stating that they want to use the park facili-
ties for purposes other than the concert will be
admitted at the regular rate. (Park employees will
not be held responsible for persons filtering into the
concert area).
*A concert admission rate of $3.00 will be charged, of
which 50� will be paid to the Oakland County Parks and
Recreation Commission. Persons fifteen (15) and under
will be admitted free when accompanied by adult.
*Concert hours will be from 12:00 noon until 6:00 p.m.
*The Oakland County Parks and Recreation Commission will
provide the park pavilion and at least one 110 volt,
15 AMP electrical service at or within 100 feet of the
pavilion. If available, the mobile stage will also be
provided.
*A request will be made to have the park concession stand
open during the time of the concert.
This agreement and the above mentioned conditions are based on an
attendance of not more than 3,000 persons. If at any time,
attendance appears to be greater than 3,000 and, or additional
employee personnel, or facilities are requested or required, the
additional expense will be paid in its entirety by the Rochester
Folk Workshop.

GROVELAND-OAKS - HOUSE SURVEY
Survey was conducted on four premises located within Groveland-
Oaks Park. It is the recommendation of staff that the present park
manager's residence be demolished and a new dwelling be constructed
in its place. It is further felt that this residence is a priority
item and that the construction be put out to bid immediately. The
design of this residence would be similar to the manager's residence
constructed at Springfield -Oaks. Location of this building would be
just behind present residence.
The staff also recommends that because of the complexity of
administering the park during the summer camping season, which re-
quires seven days a week, 24 hours a day surveillance by both the
park manager and assistant park manager, to upgrade the assistant
manager's residence to livable standard. The present dwelling
known as 8081 Grange Hall Road, which is now occupied by the
assistant manager, would require the following improvements:
a. drainage system around basement
b. waterproofing of basement
C. surface drainage system along Grange Hall Road and access
road to fire station
d. aluminum siding, roof gutters and attic insulation
The estimated cost of these improvements would be about $10,000.
The remaining two dwelling structures, namely 8087 and 8093 Grange
Hall Road, would remain in their present state with no new improvements
and will be demolished at a future date yet to be determined.

INDEPENDENCE -OAKS
PARK MANAGER'S HOUSE
It is recommended that the residence for the Park
Manager at Independence -Oaks be bid with the manager's
house at Groveland-Oaks so we possibly could get a
better unit price as well as recommending that the
Independence -Oaks house be roughed -in and that the
finish work be done by the Technical Support Division
this coming winter.
The house would then be available next spring which
would be in time for the first phase opening of the
park.
