RADIO SERVICE COMMUNICATIONS
The Oakland County Department of Public Works has
been providing service to our mobile communications
equipment since its inception.
This service has been provided without any type of
contractual agreement. Services in the past have been on
a time and parts charge. An annual repair and service
contract is available through the D.P.W. for a total of
$4,777.24. This contract includes maintenance and repair
service to our present radios, as well as replacement of
equipment on a ten year basis.
It is recommended that the attached agreement be
approved by the Commission, to further the services
provided by the Oakland County Department of Public Works.

WATERFORD-OAKS DEVELOPMENT
It is the recommendation of the staff that the Parks
and Recreation Commission proceed with an alternate phase
of development for the Waterford -Oaks Park.
Every effort has been exhausted at this time, to gain
funds to proceed with the development of the Swimming Center
concept. At this time, it is unrealistic to consider the
fact that the pool can be built.
The staff will continue to seek funding sources for the
development of the pool, but we should not continue to delay
expenditure of the state allocated funds.
A meeting was held with state officials and they agreed
that we should continue with an alternate phase of development
that would include an athletic complex, such as tennis courts
and ball diamonds and support development which would include
roads, parking and utilities.
It is requested that the Commission enter into a contract
with the firm Anderson/Lesniak and Associates to proceed
with the final design and estimated cost of an alternate phase
of development.

REQUEST FOR
OAKLAND NATIONAL JUNIOR INVITATIONAL
GOLF TOURNAMENT
A request by Kirk Hart has been made to the Commission
for permission to hold a National Junior Invitational Golf
Tournament at White Lake -Oaks for three days, in late June
of 1975.
Staff feels that the concept and intent of this request
is commendable, but cannot be justified on the basis of
closing down a county golf facility for three consecutive
days.
It is recommended that this request be denied.

Dear Sirs:
I represent a group of people who are planning to
operate a National Junior. Golf Invitational Tournament.
Our plans now call for this to be held near the end of
Julie of 1975. We believe your fine favilities at the
11hite bake Oaks Golf Club could handle and benefit a
tournament of this caiibure. If you ever had the oppurtunity
to visit the Spring Lake Golf Club in June of 1969, I'm
sure you would have been impressed with the tournament
atmosphere. The tournament was at that time, and we
believe still is, the only tournament of any nature here
in Michigan. The state of Ohio has.,a very fine Jr.
Golf Tournament program and with the backing of the Toledo
Jr. Golf Association, could make a tournament here In
Oakland County a real success. We have the promised support
of T.1r. Arlo Fletcher, manager of White Lake Oaks Golf Club,
Mr. Ralph Richards and the Waterford Parks & Recreation,
Mr. & Tlrs, Gordon Booker, former owner and tournament director
of Spring Lake C.C., and the National Jr. Golfers Association
along with the previously mentioned Toledo Jr. Golf Assc.

OLD BUSINESS
"BLUE GRASS CONCERT" - ADDISON-OAKS
The attached memo from Jon Kipke, explains the items
that the Commission wanted covered prior to any approval
for the "Blue Grass Concert" requested to be held at
Addison at the end of September.
Taking all this inquiry into consideration, staff
still finds no objection in hosting this concert.

Subject: "Blue Grass Concert" - Addison -Oaks
The following information is in response to questions the
Parks and Recreation Commission has asked in reference to
the Rochester Folk Workshop's "Blue Grass Concert", at
Addison -Oaks.
Number of persons expected to attend: 1,000-3,000
Number of tickets to be printed: 8,000
- Method of advertisement: Posters in music stores and
Rochester businesses, word of mouth, Folk Music Show on
WORS, August 23, 1974.
- Number of persons available to assist at Addison by R.F.W.
for parking, tickets, etc.: 20
- Newspaper advertisement: Rochester papers only (Eccentric,
Clarion)
- Owner of the Rochester Folk Workshop (music store) and
co -promoters: Vince and Lee Sadovsky. Police check with
Sgt. Marsh of Rochester showed no records or knowledge of
problems.
- Chairman of "Blue Grass Concert": George Taylor, business
man at Mitzelfeld's and active member of Rochester Chamber
of Commerce. He has no record or problems with Rochester
Police.
- This is the first time these individuals have sponsored a
music concert.
- Talent for the concert will be music students from Rochester
Folk Workshop, Greg Charlin; Rowina; and Pig Town Flingers.
- Profits will be split between George Taylor and Vince
Sadovsky; some of which would be held for future concerts.
Past experience with folk concerts of this nature as presently
planned, would indicate a small turnout; 1,000 or less persons.
It appears present park facilities would be adequate.
