Bomia, Chief of Design & Development SUBJECT: PARK DEVELOPMENT PROGRESS REPORT 74-4 I. Springfield -Oaks A. Springfield -Oaks Golf Course -Back Nine Construction 1. Phase II - Final grading, construction of tees, greens, and sand traps, seeding and fertilizing completed. Contractor to return in late spring to repair areas that required reseeding. 2. Phase II - Irrigation contractor will continue to work on wiring and timing devices inside of pump house. Due to material delays and undesirable weather conditions, the contractor will have to complete his contract in early spring. 3. Phase II - Electrical contract completed 4. Phase II - Well connection contract 95% complete 5. Staff is to proceed with the acquisition of addi- tional acreage as approved by Commission for the existing 9 renovation. 6. The golf course architect, Mark DeVries, is to proceed with the design of existing 9 holes renovation as soon as aerial photography is re- ceived which is expected this week. B. Springfield -Oaks Fairground/Exposition Master Plan 1. Advisory Committee meeting held at Springfield -Oaks Clubhouse November 14, 1974 at which time consulting firm of Ellis, Arndt & Truesdell, presented the Concept Plan. 2. Consulting firm to prepare report on data compiled from similar facilities in operation and hold. Distribute in the mail December 12th. Meeting between consultant and Advisory Committee to be held December 19th at the Waterford -Oaks Adminis- trative Office at 1:30 p.m. (Park Development Progress Report, Page 2) II. Groveland-Oaks A. Master Plan 1. Consulting firm of Anderson & Lesniak presented to the Oakland County Parks and Recreation staff, on November 20th, the preliminary master plan for Grove - land -Oaks. Discussion and additional input was given to the plan at the presentation. The consulting firm was asked to prepare a cost estimate of the preliminary plan development to be submitted at a later meeting. 2. Manager's Residence a. Bids have been received and construction will start after contract price has been approved by Oakland County Parks and Recreation Commission. 3. Assistant Manager's Residence a. Renovation to a livable condition has been started by force account. Basement restora- tion and waterproofing problem has been completed. Quotes for aluminum siding and insulation received and recommended to the Commission for approval in the near future. III. Waterford -Oaks A. Master Plan 1. The consulting firm of Anderson/Lesniak presented a revised master plan to the Advisory Committee November 7th. The preliminary revision of the master plan was well received by the committee and additional input was provided by the committee. The consulting firm is to further refine the master plan and provide an operational program for the park. IV. Addison -Oaks A. Conference Center Renovation 1. Contractor has completed restoration of chimneys, cleaned and tuckpointed cracked walls, repaired necessary plaster and rebuilt garden walls. 2. Contractor has to complete the painting of the building and hopes to do the painting if the present weather conditions improve. (Park Development Progress Report, Page 3) B. Sewerage Lagoon System 1. Contractor has completed the lagoons and installed force main from lift station number 2 to the lagoons. The pipe is now being laid from pump station number 2, towards the clubhouse. The project is about 30% complete and is going according to schedule, with completion as scheduled, weather providing. V. Independence -Oaks A. Phase I Re -Bidding 1. Consultants will be sending out revised contract documents with changes in quantities as recommended by staff. The new bids are to be received on January 7, 1975 and ready for awarding at the January loth Commission Meeting. B. Phase II Development Application 1. The application for matching Land and Water Con- servation Funds has been sent to the Michigan Dept. of Natural Resources for their review and process. C. Fencing Contract 1. Staff is to have meeting regarding alignment and specifications this week for final approval. Field staking to be done by Finney, Carnahan for fence location, with staff. 2. Contract is to be advertised and bid after fence align- ment has been located, and the necessary clearing is completed. Contract to be let after present field conditions improve, allowing installation equipment to operate. D. Manager's Residence 1. Bids have been received. Execution of contract depends upon Commission approval. VI. White Lake -Oaks A. Manager's Office and Building Expansion 1. Under construction presently by force account. VII. Red Run Drain Project A. Designers from the consulting firm of Vilican-Leman & Associates, Inc., met with representatives of the Drain Commission December 5th to obtain necessary drawings and information regarding project easements and restrictions necessary for the drafting of the base property map. This is necessary in order to make it possible for our present permanent personnel to be promoted into these positions and the positions created by C.E.T.A. and P.E.P. be classified as Park Maintenance Aides. The main reason for this request is that in the past, we have created positions of a higher classification under these Federal Programs and our Maintenance Aides who have seniority in the department have not been able to qualify for these positions because of the Federal regulations. We feel that this gesture will help rectify this problem by allowing our permanent people to be promoted to higher classifications and allow our new people to start at the lowest classification. It is also requested that a position of Typist be created for the Accounting Department to help relieve the workload presently existing. ITEM #9 1974 YEAR-END AUDIT Staff requests permission to obtain estimates from at least three qualified Certified Public Accounting Firms for a year- end audit of our financial records in accordance with the following guidelines: 1. To examine the financial records of the Commission and the related financial statements for the calendar year ended 12/31/74. 2. To conduct such examination in accordance with generally accepted auditing standards and to include such tests of the accounting records and such other auditing procedures as are necessary in the circumstances. 3. To render an opinion of the financial condition of the Commission at the close of the business year. 4. To prepare recommendations to the Commission con- cerning its accounting records, procedures, and related activities as may appear necessary or desirable. 5. To perform such other related services as may be requested by the Commission. ITEM ## 10 WHITE LAKE -OAKS PROPERTY ACQUISITION The Commission has been contacted by Mr. Kenneth Dickson of Realty World, inquiring whether or not the Commission was still interested in acquiring 27.7 acres adjacent to White Lake -Oaks Golf Course. The property is owned by Dr. Norman Decker and Mr. Harold Kruger. To refresh your memory, the Commission considered this possible acquisition in 1973. At that time, Dr. Decker was interested in selling all the acreage he owned to the west and the Commission felt that this additional acreage was not necessary. The 27.7 acres that we were originally interested in is available now and can be purchased at an asking price of $2,100 per acre which is substantially lower than what Dr. Decker originally asked. Staff recommends that we inform Realty World the Commission is interested in this piece of land but will be in no position to make an offer until two independent appraisals are received. Permission is requested to order these appraisals at this time. A map will be made available to show the Commission the subject property at the meeting. TTFM iil 1 PARK MANAGERS' RESIDENCE GROVELAND-OAKS & INDEPENDENCE -OAKS Bids were opened at Parks and Recreation office at 2 p.m. on November 27, 1974. Fourteen sets of plans and specifications were taken out and seven of the companies submitted bid proposals. A tabulation of these bids is attached to this letter of recommendation. The base bid price includes a completely finished dwelling at Groveland- Oaks and a roughed in structure at Independence -Oaks. Included in the base bid are cash allowances for the following items; electric range and hood, carpeting, light fixtures, laundry tray pump and remote liquid level control. The following items were bid as alternates to the base bid: Alternate #1: Attached unfinished garage at manager's residence at Independence -Oaks. Alternate #2: Finished attached garage at Independence -Oaks. Alternate #3: Sliding door wall located off dining area at both residences. Alternate #4: Completely finished residence at Independence -Oaks. It is the recommendation of the Parks and Recreation staff that the Oakland County Parks and Recreation Commission accept all alternative bids and award the contract to Briar Building Company, which is the low bidder. Our present supply, which is about two years old, is nearly exhausted. The brochures will follow the present design. Estimated cost of this project is between $8000 and $10,000. Monies are projected in the 1975 budget. We are also working on an individual park brochure for each park. Details will follow at a later date.
