C. on February 26, 27 and 28th for the purpose of attending sessions pertaining to the Open Space Programs that will be presented that could have a great effect on our future development. At this time, discussions will be pertinent to the Land and Water Conserva- tion Fund Act and whether it should be fully funded to the $300,000,000 as recommended by the President. R E S O L U T I O N WHEREAS THE OAKLAND COUNTY, MICHIGAN, PARKS AND RECREATION COMMISSION has six parks totaling 2,200 acres to serve it's one million citizens, and WHEREAS the Commission has received grants from the Department of Housing and Urban Development's Open Space program and the Bureau of Recreation's Land & Water program, which were instru- mental in acquiring and developing these parks, and WHEREAS the Commission has expended $3,772,616 in acquisition of their parks, and WHEREAS the master plans for the ultimate development of the park system set necessary funding at $25 million based on current costs, and WHEREAS the Commission has inadequate funds to accomplish these goals, and WHEREAS the Commission has received $693,750 from the Land & Water Fund for acquisition and $256,186 for development; THEREFORE be it resolved, the Commission urges the Congress of the United States to resume the full funding of $300 million for the Land & Water Conservation Fund Act of 1965 for the fiscal year 1975, so programs such as Oakland County's may continue. OAKLAND,COUNTY PARKS AND RECREATION COMMISSION L. Z��__ E. Frank Richardson, Chairman February 7, 1974 ITEM #8 GREAT LAKES INSTITUTE Permission is requested to send three members.of staff to the Great Lakes Institute for the purpose of attending sessions pertaining to the day-to-day park maintenance problems and programs that affect our operation. This institute provides a fine opportunity for our people to attend a session close to home. It is held in Angola, Indiana at one of the Indiana State Parks. ITEM #9 PARKS AND RECREATION COMMISSION BUILDINGS - INDUSTRIAL APPRAISAL It has been suggested by Central Services that the Commission avail themselves of the services of a professional industrial appraisal company for the purpose of maintaining an accurate record of reproduction values of all the buildings in the park system. This appraisal was suggested a few years back. The Commission, at that time, did not avail themselves of this service. We are urged by Central Services that this is very important and it would be to the best advantage for the Commission to commence with such a project. The example that Mr. Dick of Central Services cited was that if we should suffer a major loss, the burden of proof as to replacement costs lies with the insured. As an example; if we insured a building for $20,000 and after a complete loss it was determined that the replacement cost was $30,000, we would have to suffer with the $10,000 difference. This is an oversimplification of the explanation but he thought that it covered the point he was trying to make. The estimated cost for this service in 1972 was $5,192. Per- mission is requested to review this with Mr. Dick to get an updated service fee so the Commission could go into agreement to have this service performed. ITEM #10 PICNIC TABLES Bids were received at 2:00 P. M., February 4, 1974 for 450 picnic tables. Groveland-Oaks will receive 300 and Addison - Oaks 150. These are needed to eliminate the shortage and provide for adequate support facilities. Attached you will find a bid specification sheet which describes the table and asks for an alternate bid for redwood staining. Gerber bid steel tubing rather than steel pipe. It is the staff's recommendations to purchase the tables, including alternate redwood stain, from Herb Jennings, Inc. for $20,443.50. Alternate ##2 - All wood to be painted with a redwood stain. List: Delivery Date Terms TOTAL The entire order will be awarded to the lowest bidder providing all material quoted meets with our approval. Bids for a portion of the listed material will be given consideration. All bids to be submitted in a sealed envelope bearing the caption PICNIC TABLES ITEM #11 LAND AND WATER RESOLUTION BUREAU OF OUTDOOR RECREATION A resolution will be available at the Commission meeting re- questing the Commission state its position requesting the full funding of the $300,000,000 Land and Water Bond Fund in the Bureau of Outdoor Recreation. The President fully supports this and in the past few years, we have had only a minimal funding on this program which is $50,000,000 for the fifty states eligible. The funds for this program do not come from the federal government's general fund but come from off shore oil drilling, sale of surplus lands as well as outboard motor oil.
