The plan would incorporate approximately 5 miles of railroad for the purpose of moving people throughout the park. The Transit Museum is looking for a home base and this would be part of the presentation. Item #7 BIKEWAYS Mr. Bomia will give a presentation regarding present position of the Sidney Waldon bikeway reflecting all agencies concerned; Michigan Department of State High- ways, Department of Natural Resources, Oakland County Planning Commission, Oakland County Road Commission and the Huron -Clinton Metropolitan Authority. Other proposed developments within the Sidney Waldon parkway right-of-way will be discussed. Item #8 INDEPENDENCE -OAKS FENCING We have received the following bids for boundary fence construction survey at Independence -Oaks: Kieft Engineering $ 9,500. (boundary) 3,000. (fence line staking) $12,500. Finney, Carnahan Associates $ 5,800. (boundary) 1,500. (fence line staking) $ 7,300. Due to the large cost differential between the two firms, we recommend that the contract be awarded to Finney, Carnahan Associates. Item #9 1973 ANNUAL REPORT The Commission has had an opportunity to review the report over the past two weeks and it will be necessary, at this meeting, to officially adopt or accept the report. Item #10 GROVELAND-OAKS TRAILER STORAGE POLICY The staff would like to recommend that the Commission approve winter storage for travel trailers at Groveland- Oaks on an experimental basis of one year. The attached policy details staff's intent. It is important that we receive approval soon so that we can promote it during the summer season. Eric Reickel Subject: Tnsurance Coverage - Trailer Storage - Groveland-Oaks The following information was obtained from Glen Dick, Central Services. Additional coverage will be necessary - "Garage Keepers Legal Liability." Coverage Fire, Explosion, Theft, Vandalism, Malicious Mischief, Riot and Civil Commotion. Value of Units Based on 150 units per year at an average of $5,000.00 per unit value of insurance would be $750,000.00. Approximate cost per year $ 950.00 *Collision extra 1,500.00 Total per Year $2,450.00 *Coverage in case units should be damaged while being moved by Park personnel. Value of Units Based on 150 units per year at an average of $3,000.00 per unit value of insurance would be $450,000.00. Approximate cost per year $ 950.00 This cost includes collision coverage. Pauline PMcC:ks Moved that the Oakland County Planning Commission offer the following proposal for the design and construction of a non - motorized improvement program on the property known as the Sidney Waldon Park way. 1. That the Oakland County Parks and Recreation Commission request a lease from the Huron Clinton Metropolitan Authority for the period of 99 years and for the sum of $1.00 for the purposes of planning and implementing a bicycle and equestrian trail park. 2. That the Huron Clinton Metropolitan Authority accept said request for lease. 3. That the Oakland County Parks and Recreation Commission prepare the necessary designs, construction drawings and specifica- tions and construct the necessary improvements with the following exception; . that the Oakland County Road Com- mission prepare the necessary con- struction drawings and construct the intersection improvements where the twelve (12) county roads cross the proposed trails; • and that the Oakland County Parks and Recreation Commission provide both maintenance of the designed parkway and surveillance. It is further proposed that the Planning Commission convene a meeting at the earliest possible date with responsible agents from each of the following agencies: Oakland County Parks and Recreation Commission, Oakland County Road Commission, Huron Clinton Metro- politan Authority, Department of Natural Resources and the State Highway Department, during which this proposal will be presented.
