REVENUE SOURCES MANAGEMENT SCHOOL
WHEELING, WEST VIRGINIA
March 10 - 14
Permission is requested for Director; Gerard Lacey,
Manager of Springfield -Oaks and Pauline McCormick,
Administrative Assistant to attend the second year
course of the Revenue Sources Management School to be
held at Oglebay Park, Wheeling, West Virginia,
March 10 - 14.
This is the final year of two annual one week sessions
of classroom study and lectures pertaining to revenue
sources.

ADDISON-OAKS
SEWAGE TREATMENT SYSTEM
The Hydrogeological Evaluation for Wastewater Disposal
has been completed and it is in the process of being
evaluated by the County and State Health Departments.
Ted Dziurman o'f the Department of Facilities and Operations
will be present to discuss the findings and recommendations
of Lynn M. Miller, P.E., Ann Arbor, Michigan, who conducted
the study.
As you may recall, we have a severe sewer problem at the
Conference Center and the Warming Shelter. The purpose
of the study was to determine what the best method would
be to solve this problem and proceed with developing an
acceptable sewer system to serve the whole park.
We have appropriated $50,000.00 from the 1973 Capital Outlay
Program for this project and recommend that we commence
engineering as soon as we get Health Department approvals.
ITEM #8
CAMPING POLICY - ADMINISTRATIVE
The attached policy is an overall study of the best
method of administering the use of our County Park
system, specifically designed for the camper, so the
Commission will be protected from the ensuing pressures
they will be experiencing in the 1974 season due to
the energy crisis.

OAKLAND COUNTY PARKS AND RECREATION COMMISSION
CAMPING POLICY 1974
The following policy will govern camping in all of the Oakland
County Parks.
I. LOCATION
Camping will be permitted only in established campgrounds or desig-
nated sites. Camping is prohibited in any other areas of the Oakland
County Parks.
II. PURPOSE OF THE CAMPGROUND
A campground in a county park is established for the convenience
and pleasure of the touring and vacationing family for overnight
camping use. It definitely is not created and maintained as a
place for permanent residence or a base for the operation of a busi-
ness or a facility for non -camper convenience.
III. CLASSIFICATION OF CAMPS
The following standards for classification of camps have been adopted:
A. TENT - is any camp using a fabric type shelter
as the basic camp unit, erected on the ground,
and not a part of a trailer unit.
B. TENT TRAILER - is any camp which has a trailer mounted
on wheels with collapsible sidewalls of fabric,
plastic or other pliable materials. They fold out
into large tent -top structures sleeping 4 to 8.
C. TRAVEL TRAILER - is any camp which has a trailer as
the asic s elter unit. These trailers have two,
four or five wheels. They range in size from 12 feet
to 35 feet, with the larger units being completely
self-contained.
D. TRUCK OR PICK-UP CAMPER - is any camp which has a
portable structure designed to be loaded onto or
mounted on the bed of a half -ton or three Quarter -
ton truck and used as the basic shelter unit. This
would also include a van truck.
E. MOTOR HOMES - is any camp using a self -powered, self-
containeaunit as the basic shelter. These homes
measure up to 35 feet long. This would include a
converted bus or a manufactured camper bus used as
the basic shelter unit.

F. BACKPACK - is a camp using a shelter carried to
the site on the back of a camping member with no
vehicle involved. This type of camp will be
allowed only in restricted areas by reservation.
G. ORGANIZATION - any camp using any one or any combina-
tion of the various types of shelter when the camping
group make up qualifies as an organization camp.
IV. DEFINITION OF A CAMP
A camp shall be considered to mean a single family occupying one
site with at least but not more than; one trailer and'one tent
and two cars or one motor home and one car or one pickup camper
and one car.
A. A single family may consist of:
1. Husband and wife
2. Father and/or mother and unmarried children
of the same household.
B. A camp shelter is defined as in Section III under
the classification of camps. This would include
a tent, tent -trailer, travel trailer, pick-up camper,
and motor home.
C. If more than one camp shelter is required by members of
the same family, other than a tent, t ey shall be
considered as separate camps and shall occupy separate
campsites.
D. In no case will two or more tent trailers, travel
trailers, pick-up campers, motor homes or any
combination thereof be considered as a single camp.
E. Where campgrounds are laid out in defined sites, not
more than one camp will be permitted on a site. Where
campgrounds are not laid out in sites, the number of
camps will be determined by the capacity of the existing
sanitary facilities.
V. REGISTRATIONS AND ASSIGNMENT NUMBERS
To have an accurate record of camping use and to permit proper
control, every camp will be registered at the time it is established.
A. All camp shelters to be used must be visually verified
before the family can register.
B. The senior responsible adult of the family must register.

C. The park manager may require that names of all
members of the family be recorded if it is deemed
necessary for proper control.
D. The park manager has the authority to assign sites.
E. The camp shelter shall not be brought into the park
prior to the arrival of the camping party.
F. No camping equipment shall be placed on any camp-
ground site while that site is occupied by another
camping party.
G. Campsite Occupancy will be restricted by the following
con itions:
1. Occupancy is limited to a single immediate family.
2. All assigned sites must be occupied by 10:00 p.m.
on the day of registration.
3. Campers may not sublet campsites or transfer
permits and equipment.
H. Only when developed campgrounds are filled, family
camps may be placed in approved organization areas
under the following conditions:
1. The design capacity of the organization area
is not to be exceeded.
2. Transfers or lot moves will not be permitted
to regular campgrounds except where people
desiring to move from an organization area
to a campground follow the same procedure as
a -new camper in the area.
3. Campers will not be placed in day use parking
nor other "emergency" overflow areas.
4. Campground capacities will not be exceeded.
When campgrounds are filled to capacity, including
organizational areas, they must be closed and
campers turned away.
I. When all camping facilities in a park are filled and
waiting lines form requiring turnaways, the following
system will be placed in effect:
1. A check will be made to see how many permits
were not renewed at 10:00 a. m.
2. Lots to be vacated due to non -renewals will
be assigned on a first -come, first -served basis.
3. If no lots are scheduled to be vacated, campers
will either be directed to other campgrounds in
the area or be asked to report back the following
morning. Any open lots will be assigned on a
first -come, first -served basis.

VI. PERMITS. EXTENSIONS AND TIME LIMITS
A. During the period from Memorial Day through Labor Day:
1. Camp permits will be written to cover not
more than 14 consecutive nights with an option
to renew as outlined in Part D.
2. The park manager may require a camp to move
to a new site each 14 nights or sooner, if
necessary, to preserve the site.
3. No permit may be written to cover more than
14 consecutive nights.
4. If a lot is requested by another camper, the
camp may be moved to another vacant lot as
long as there are no waiting campers to be
registered otherwise that camper would have
to follow the registration procedure outlined
in Section V.
B. During the period of Labor Day to Memorial Day, any camp
(family or organization) may camp for an unlimited period
of time. The park manager may require a camp to move
to a new site if necessary to preserve the site.
C. Campers desiring to move to another site within a camp-
ground wi 1 ave to get the approval from the park
manager. Only one move will be permitted.
D. If sites are available, any camp permit may be renewed
within the limits of this policy. To have priority in
obtaining a renewal for the same site, the camper must
obtain the renewal by or at 10:00 A. M. on the day the
permit expires.
1. After 10:00 A. M. all sites having a permit
which expires that day and for which no renewals
have been issued, are subject to and considered
available for assignment to any incoming camper.
2. Any camper requesting a permit renewal after
10:00 A. M. on the day the permit expires, loses
his priority and must take his place in line with
any incoming camper.
a. If, when his turn comes, his site
has not been assigned to some other
camper, he may be issued a renewal
for that site.
b. If his site has been requested by
another camper then he must accept
one of the remaining vacant sites
and move his camp to that site.
C. If there are no other vacancies that day,
the camper must vacate his site and leave
the park by the 3 P.M. check-out time.

E. Expired permits - campers who continuously neglect
to renew their permits by 10 A.M. without justifi-
cation, will be subject to removal from the park.
At no time will a camper's shelter be evicted from
the park unless the owner is present. No refunds
or rain checks will be issued.
F. Exceptions to the above limitations may be made in the
following areas:
1. Employees of the Parks Commission who are
assigned temporarily to the park, and who
must provide their own living quarters (in
the form of a tent or trailer) will camp in
locations designated by the park manager.
This tent or trailer will be moved from the
park when employment is terminated.
2. At those parks having a concessionaire, which
do not include living quarters for the con-
cessioner, the concessionaire may place a tent
or trailer at a location designated by the
park manager. This trailer may be occupied by
the concessioner while the concession is open.
The trailer must be moved from the park when
the concession is closed at the end of the
season.
3. Emergency cases involving serious illness or
accident which makes compliance with the rule
impossible and only for the duration of the
emergency. The Park manager should satisfy
himself by investigation or inquriry that
facts in the case warrant consideration before
granting an extension.
VII. FEES AND CHARGES
The full amount of the camping fee shall be collected at the time
the permit is issued. Travelers checks will be accepted, but
personal checks will not.
A. Oakland County Residents
1. Modern: $2.50 per night, per site at all
campgrounds having modern and/or vault toilet
facilities, water under pressure, and electri-
cal service at all sites. This fee will be
charged whether or not electrical service is
used.
2. Rustic: $2.00 per night per site at all sites
wTiere electrical service is not available to
the site. These sites may have modern toilet
facilities or vault toilets and hand pumps.

B. Non -County Residents
1. Modern: $3.SO per night per site.
2. Rustic: $3.00 per night per site.
C. Change In Sites
When change in facilities is made that will change
the fee for a site, (for instance, a site without
electricity has electricity added) the change in
fee will be automatic.
D. Employees and Concessioners
1. Employees of the Parks Commission who are
assigned to live-in a developed campground
will not be charged the regular camping
fee but will only be charged for electricity
used.
2. Concessionaire will not be charged the regular
camping fee.
E. Extra Vehicle Charge
1. A SO¢ charge will be added to the camping
fee for a second vehicle registered on the
camping permit. This charge will be made
at every registration.
2. Motor homes and pick-up campers will not be
charged for an extra vehicle.
VIII. REFUNDS AND RAINCHECKS
A. Refund of camping fee and electric charge will only
be made in the event of a bonafide emergency, ie.,
death in family, serious accident or illness. All
refunds must be approved by the park manager and
a check will be mailed to the requesting party
through the administrative office.
B. A cash refund can only be made through the control
station if the requesting party has not stayed in
the camp for more than 30 minutes.
C. Rainchecks will be issued to any camper requesting
one and will entitle the party to return at some
future date at no charge to use the time remaining
on his permit that season.
IX. CHECK-OUT TIME
Check-out time is 3 P. M. on the date of expiration of the camping
permit.
A. If a camper desires to remain in the park after
this time, he must break camp and move from the
campground to the day use parking lot.

B. All personally owned camping equipment shall be
removed from the campground at the time the
camper leaves.
X. UNOCCUPIED CAMPS
Frequently a camper will request permission to leave his camp in
the campground throughout the week when it is to be occupied only
on weekends.
A. A camper may leave his camp unoccupied during the period
from Labor Day to Memorial Day by paying the camping fee
for the entire period covered by the permit.
B. A camper may leave his camp unoccupied for no more
than 48 hours during the period 'from Memorial Day
to Labor Day. The permit will be revoked for any
camp which is continuously vacant for longer than
48 hours without first notifying the park manager.
XI. VEHICLES PER CAMP
All vehicles must be registered by license number and issued a
vehicle permit.
A. Tent or Trailer Camp may have no more than two
standard ve is essuch as cars, vans, or pick-ups.
B. Motor Homes and Pick-up Campers may have no more
t an two standard vehicles such as cars or vans.
C. Visitors shall not park vehicles on any campsite.
All Visitors must park in day use parking area.
XII. YOUTH ORGANIZATION CAMP
An organization camp is a group of youngsters who are members of a
recognized organization camping with their adult leaders. These
camps will be placed in an organization campground or special area
set aside for such use, rather than in the regular campground.
Each group must have one adult leader for each five youngsters.
A. Fees
1. Oakland County Residents will pay 25¢ per
person per night without electricity.
2. Non -County Residents will pay 50� per person
per night without electricity.
3. No deposit will be required.
4. Fees will e collected y the adult leader
and taken to the control station or par
office and be issued a permit.

XIII. ORGANIZED FAMILY CLUB GROUPS
Organizations consisting of groups such as travel trailer clubs
do not qualify for organization rates and will be required to
pay the regular individual camping fee. They will be assigned
to designated group areas only through advance reservation.
A. Reservations must be made in advance by calling or
writing t e park manager. A minimum of ten (10)
trailers for each group area must be guaranteed
before a reservation will be accepted.
B. A deposit of one dollar for each trailer, will
be required to reserve an area in advance. This
fee will be applied towards the total camping
fee. There will be no refunds on cancellations
within 30 days.
C. Registration - Once the reservation has been con-
firmed, a reserved area will be assigned. Members
of the group will only be issued a vehicle pass at
the control station. A permit will be issued to
the group after all the members are in and the fees
collected by the club wagon master or leader. All
members of the club will be required to record their
names at the control station upon arrival at the
park.
D. Collection of Fees will be done by a designated
person from each group and taken to the control
station as soon as all members of the group are
in. An additional charge of S0� will be made
for each camping unit having two cars.
E. Renewals - Any club member wishing to stay longer.
than their club's expiration day must first check
with the park manager to be sure another club will
not be coming into the area, then register indi-
vidually at the control station.
F. Visitors must pay the daily entrance fee. Visitors
must leave by sundown. Visitors who are not going
to stay longer than 30 minutes must pay the entrance
fee but will be timed a ticket and issued a refund
if the ticket is returned within 30 minutes.
XIV. USE OF CAMPGROUND
A. Quiet hours must be observed between the hours of
11:00 P.M. and 7 A.M.
B. An 11:00 P.M. curfew will be in effect until 7:00 A.M.
All campers must stay at their own campsites and
only necessary trips to the restrooms will be allowed.

C. Trenching or digging on any campsite is prohibited.
D. The use of a registered motor vehicle in a camp-
ground is primarily for the purpose of establishing
a camp and for transportation in and out of the
campground. "Cruising" or any unnecessary driving
within any campground is prohibited.
E. Campsites are provided for reasonably quiet outdoor
family recreational experiences. They are not provided
as locations for group gatherings or parties which are
disruptive to the normal atmosphere of the campground.
Such activities will not be permitted and violators who
persist will be evicted.
F. Trash Removal - All refuse and garbage is to be placed
in receptacles provided for that purpose. All camp-
sites are to be kept clean and presentable. Trash
will be picked up each morning at a designated time.
Trash placed out after the designated pick-up time
will be prohibited.
G. Water Outlets - Water outlets are for obtaining water
or your campsite. Washing of vehicles, dishes,
clothes, pets or your person at these outlets is
prohibited.
H. Fires - Fires built in other than designated fire
rings or circles is prohibited. It is prohibited
to burn any trash in a fire ring or circle. Fires
must not be left unattended. The park manager will
provide a source for firewood. The cutting of any
tree, dead or alive is prohibited.
I. Clotheslines - All clotheslines must be removed at
sundown. At no time will a clothesline or any other
line be attached to an electrical post.
J. Excessive Noise - Loudspeakers and public address
systems or sound amplifying equipment of any kind
is prohibited without first obtaining written per-
mission from the park manager. It is prohibited to
to operate a motor vehicle, radio, television or any
other device in a manner that produces excessive noise.
K. Swimming - is permitted only in marked areas and only
when a lifeguard is on duty. Beach areas will be open
from 9:00 A.M. to sundown. No one is permitted on
the beach area after dark. Glass containers and food
is prohibited on any beach.

L. Boating is permitted on park lakes during designated
hours providing the water craft comply with the
regulations of the Public Act 303 of the State of
Michigan. No motors of any kind will be allowed on
any of the park waterways. Coast Guard Approved life
preservers must be worn at all times, by each person
in the boat.
M. Fireworks of any nature, including sparklers, is
prohibited by law.
N. Destruction of Property - It is unlawful to cut,
injure, or mutilate any plant, tree or shrub; or to
damage any structure, picnic table or any other
property or piece of equipment owned by the Parks
Commission.
0. Conduct - It is prohibited to engage in any violent,
abusive, loud, boisterous, vulgar, lewd, obscene or
otherwise disorderly conduct; to disturb or annoy
other persons; to become drunk and intoxicated, or
to take or possess hallucinatory drugs; or to lie
upon walks, roads or paths obstructing the free
passage of other persons.
XV. EVICTIONS
At times it becomes necessary to evict camps that have violated
park rules. In all such cases no refunds will be made unless the
park manager deems it necessary. All refunds will come through
the main administrative office and will be handled the same as
other refunds. At no time will a camper's shelter and belongings
be moved without the owner as a witness.
XVI. MOTORCYCLES AND ORV'S
A. Unlicensed motorcycles and ORV'S cannot be operated on
any park commission's property.
B. Licensed Motorcycles will be allowed to be driven to
and from day use or designated parking areas in the
park but must be pushed with the engine off from that
point to and from their campsites if they are a
registered camper. Visitors must use day use parking.
