Approval was given by the Commission on February 22, 1974
to secure bids from professional appraisal firms for the pur-
pose of a complete appraisal of all equipment and buildings.
The following were received:

These were sent to Mr. Glen Dick, Central Services, for
review. Based on Mr. Dick's recommendations, Commission
approval is requested to award the bid to the Industrial
Appraisal Company.

Subject: APPRAISAL BIDS
I have reviewed both appraisal bids (Industrial Appraisal
Company and Coats & Burchard Company), as you requested and
each company proposes the services that you would require.
In addition, both companies have excellent reputations in the
appraisal service field.
I would hazard a guess that the variance in bid prices,
is due to the fact that Industrial Appraisal now has the
Oakland County account and it would be less expensive for
them to add your department to the County file. In addition,
they probably feel that the loss of this bid could endanger
their retention of the balance of the account, at some future
date. In the interest of economy and all other factors being
equal, I would recommend the acceptance of the bid from the
Industrial Appraisal Company.

Gentlemen:
We acknowledge and thank you for the interview accorded the writer at the
time of his recent visit regarding an appraisal of your various properties
and submit this proposal for your consideration covering the locations as
shown on the enclosed agreement.
We propose to send appraisers to the properties to prepare an appraisal of
your buildings and their appurtenances, furniture, fixtures and equipment.
Buildings are included based on a detailed list of materials of the con-
struction showing the amount of excavation necessary, quantities of
foundation materials, amount of concrete, number of brick laid in the walls,
weight of structural steel, amount of lumber of various kinds, grades and
sizes, feet of flooring, squares of roofing, number and sizes of doors and
windows, interior trim, plastering, painting, decorating, partitions, built-
in fixtures and all other items of construction. These materials are priced
according to present material prices and current local labor rates and labor
efficiency schedules that prevail on the date of the appraisal. To these
replacement costs will be added contractors' overhead and profit and archi-
tects' fees and supervisory fees applicable to the particular construction
in order to determine the cost to replace the structures.
Building appurtenances comprise the detailed and classified listing of all
lighting system, heating systems, plumbing and sewerage, air conditioning
system, swimming pool equipment, and all other installations that are an in-
tegral part of the buildings. These details are priced according to the cost
to replace, new today, with architects' and contractors' fees added to arrive
at the cost required to reproduce these installations.
Furniture, furnishings and equipment comprise the detailed listing of all
furniture, fixtures, furnishings, kitchen equipment, dining room equipment,
maintenance equipment, locker room equipment, pro shop equipment, office
furniture and devices, and all movable items excepting only stock and supplies
such as stationery, foodstuffs, tobaccos and fuel. The equipment is priced
on the basis of the cost to replace, new, with freight and installation
charges added, as well as engineers' fees when necessary.

The appraisal will be prepared on the basis of the cost to replace the pro-
perties new, with due allowance given for depreciation sustained because of
present physical condition, age, obsolescence, utility and remaining service-
able life, and will include the depreciated insurable values of the properties.
In the preparation of our report your insurance forms will be carefully followed
as to the division of buildings, exclusions from insurance coverage, and allo-
cation of items to buildings and contents.
For an appraisal as outlined above we quote you our per diem rates as shown
in the enclosed contracts, and we estimate the total charge will approximate
the sum of $12,000.00 and guarantee it will not exceed this amount by more than
ten percent.
In the enclosed contract we are including our Annual Revision Service for a
period of five years at an annual charge of $1200.00. This service will
provide you with an authoritative basis for adjusting your fire insurance cover-
age, assuring accuracy and economy in the administration of this important
phase of your operations.
In addition to the timely and useful purpose of providing annual reports
in summary form for adjusting insurance coverage, this service includes
a particularly valuable feature in the event of a fire or other loss. Should
such an event occur, we will immediately take over in your behalf by preparing
revised summaries of value to establish the co-insurance requirements and have
a representative visit the property to prepare a detailed report covering the
properties destroyed or damaged and at the time of the adjustment and presenta-
tion of your claim, our representative will be present for the meeting with
the insurance adjusters to answer any questions that might arise and to assist
in arriving at the proper settlement. These additional benefits are at no
additional charge to you, whatsoever, as they are a regular part of the Annual
Revision Service.
Our experience in assisting with fire loss adjustment has shown the advis-
ability of having annual check-ups in order to have correct coverage and proof
of loss in the event of fire or other catastrophe. The results of a few such
experiences are shown in the attached copies of letters received when we
assisted our clients in the adjustments of losses that proved our appraisal
service to be invaluable.

SPRINGFIELD-OAKS
AGREEMENT - MILLER-JOHNSON CIRCUS, INC.
The agreement between Commission and Miller -Johnson Circus,
Inc. for July 16, 17, and 18 is ready for signature.
This is the third year the circus has been at Springfield -Oaks.
The North -Oakland Law Enforcement officers sponsor this as a fund
raiser.
Contract has been forwarded to Civil Counsel for legal
approval. Copy attached.

GENERAL LICENSE AGREEMENT
THIS AGREEMENT, made and entered into this 8th day of
February , 1974, by and between OAKLAND COUNTY PARKS AND
RECREATION COMMISSION, an agent of the County of Oakland, Michigan,
with headquarters at 2800 Watkins Lake Road, Waterford Township,
County Of Oakland, State of Michigan, hereinafter called "LICENSOR",

"LICENSEE"..
WITNESSETH: In consideration of the mutual terms, provisions
and conditions herein contained and attached hereto, the parties
hereto represent, warrant and agree as follows:

license and the LICENSEE agrees to h-re and occupy from Oakland
County Parksand Recreation Commission the premises Springfield -
Oaks County Park , generally described a as follows and
hereinafter called the "Premises": outside ground area and
appurtenant parking south of the 4H Activities Center Building
Use of Premises: Licesee w&rrants and agrees that it will use
the premises for the following purposes only:

addition to the License for the use and occupancy of
the premises. The services requested are hereby de-
signated and acknowledged in the outline given below:

considered as Licensee's proposal only.
The Licensee hereby agrees:
To charge himself with the knowledge and understanding of,
and to abide by, the Rules and Regulations for Licensees of
the Oakland County Parks and Recreation Commission, which
are on file in the office of the Director of the Oakland
County Parks and Recreation Commission, which are by this
reference made a part of the Licensee's General License
Agreement, as though fully set forth herein.

Oakland County Parks & Recreation Commission, the Licensor, does
hereby designate the Miller -Johnson Circus (Circus Vargas) as its
