A resolution is attached similar to the resolution that was granted to Oak Park, Michigan last year when they received a similar award. Wint, Secretary Item #7 ADMINISTRATION OFFICE REMODELING Staff recommends that the Commission authorize a readjustment of the administrative offices according to a rendering that will be presented at the Commission meeting. The reason for this request is that the present arrangement of the administative offices is not efficient and in most cases, is not well organized according to functions. The absolute recommendation will be that a new commission room be added and the present commission room be used for additional offices. It is expected that the first phase of reorganization would be able to be implemented at very little cost to the Commission. Item #8 WHITE LAKE -OAKS MANAGER'S OFFICE Staff will be preparing a new floor plan for the Clubhouse at White Lake -Oaks which will include a relocation of the Park Manager's office to relate more to the golf course activities for better administration and observation. This will necessitate a minor addition to the building and by doing this, it will permit us to turn over the manager's present office to the concessionaire for additional storage space. Storage space is very critical within the Clubhouse and creates a safety problem as what storage there is, is located above the kitchen which only provides a very narrow, steep stairway and is very poorly supported. Estimated cost of this project will be presented at the meeting. Item #9 INDEPENDENCE -OAKS PHASE I AWARDING OF BIDS Bids will be received on November 6 for the first phase of development of Independence -Oaks. It is expected that if everything is in order, staff will be prepared to make a recommendation to the Commission for awarding a contract for the first phase. Item #10 INDEPENDENCE -OAKS FENCING Staff requests permission to prepare the necessary contract documents and receive bids for the boundary fencing at Independence -Oaks Park. This initial phase of fencing would include 4,000 lin. ft. of 6' chain link fence, 6,650 lin. ft. of 6' security fence and 4 chain link gates. The fencing in the project does not include the total park boundary but would cover those areas which staff feels would be most vulnerable to entry. This contract would include the gates necessary for closure of the already abandoned road right-of-ways within the park. The estimated cost of this project is $93,000. This money has been authorized in the Capital Budget for 1974. Item #11 SPRINGFIELD-OAKS ACQUISITION OF PROPERTY The Real Estate Division of Oakland County has negotiated with Frank Quinlan for the purchase of 20 acres west of the Springfield -Oaks Golf Course. The purpose of this acquisition is for the expansion of the front 9 at Springfield -Oaks Golf Course in order to have the adequate amount of acreage when the front 9 is renovated in 1975. It is recommended that the Commission initiate an offer of $49,000, based on two appraisals ordered by the commissioners. Item #12 SPRINGFIELD-OAKS AIR PHOTO SURVEY The staff of the Oakland County Parks and Recreation has received three proposals for the aerial photo survey of the Springfield -Oaks complex. This area encompasses approximately 360 acres; included in this area to be photographed is the existing nine hole golf course, the nine holes under construction, the proposed 22 acre acquisition for the existing nine, the present 57 acres in the Y.A.C. fairgrounds and the 80 acres for the potential expansion of the fairground/exposition project. Quotations received included the following items: 1. Flight prints of the entire area outlined. 2. Topographic mapping of the entire area at a scale of 1"-100' and a 2' contour interval, prepared on reproducible ink mylar sheets. 3. Firms will also establish horizontal and vertical control, the vertical elevations will be in the U.S.G.S. datum. Item #13 PUBLIC INFORMATION PROGRAM An agreement will be available for the Commission from Anthony L. Franco, Inc., public relations counselors. This agreement will be to commence with a public infor- mation program that will help the Commission communicate its efforts to the general public of Oakland County. A member of the Franco staff will be present with a news release announcing their appointment as counsel to the Commission. A copy of the list of firms that the Commission interviewed is attached. Item #14 RED RUN DRAIN CONSULTANTS The Parks and Recreation Commission should be in a position to recommend the consultants to proceed with the eventual master plan feasibility study of the Red Run Drain based on a recent interview of the final two consultants on Wednesday, October 30, with Commissioners Wint, Austin and Clark present. Staff is in the process of negotiating the fees for this project and will be in a position to present them at the Commission meeting.
