Our recommendation would be to go with the low bid of Gaylord
Printing at $12,530.00 on the Parks Brochure. We also recommend
requesting Press Proofs on the Brochure. This would co
additional $395.00 making the total price $1 0.
We do not recommend the alternate Bid (size 8 3/4 x 3 3/4) as
the total layout would have to be reduced accordingly.
If all artwork can be ready by April 14th, we can expect
delivery by May 15.
We also recommend the low bidder Gaylord Printing as Vendor on the
Mobile Recreation Brochure. Color proofs are not necessary on the
job. We do need a dtermination fromi.you, however, as to
quantity, either 5,000 or 10,000.

1974 AUDIT
The Commission has had the privilege of reviewing the
1974 Audit with the firm of Janz & Knight and now it is
proper to officially receive the 1974 Audit as presented
or amended, depending upon whether or not it meets with
your satisfaction.
It would also be proper at this time to recommend that
the firm of Janz & Knight be retained for the 1975 Audit.
By doing this, it will permit us to be able to receive
our audit much earlier than we did this year.

OAKLAND COUNTY TOURIST CONVENTION BUREAU
The newly formed Oakland County Tourist Convention
Bureau has requested to come before the Commission
to make a presentation as to the role they expect to
play in the County and how it will affect the Parks
and Recreation Commission.
The enclosed letter to the Commissioners should help
explain the purpose of this proposal. They are looking
for financial support and you can expect they will
request that the Commission participate in initial
funding of this project. It is expected that the
request will be around $5000.

Dear Commission Members:
It is with a great deal of anticipation that I send you this communication.
We are all aware that Oakland County is a vital community in which to live.
The imminent completion of the Pontiac Metropolitan Stadium, the construction
of various new hotels, office complexes, shopping areas, and recreational
centers, points out that our County is filled with new focal points around which
to build.
We could all reach agreement, I'm sure, that one of our first priorities must
be the promotion of Oakland County and there has been no formal bureau organized
'to develop and nurse this kind of project. =here=ore, the Chamber of Commerce
has developed a Chamber -based Oakland Coun= -_ ist and Convention Bureau which
will attract conventions and tours to the �_�a, promoting business expansion and
development. Hopefully, this promotion wi= le_d to the creation of additional
demand for services and facilities generat_g _vestment and capital expansion,
which will enhance the economy of all Oakla d Cc:xnty.
The functions of this Oakland County Bureau are generally outlined as follows:
1_ To promote tourism within Oakland Count= by making available to its resi-
dents, transient and potential visitors, the many appealing aspects of our
County.
2. To further the interests of Oakland Conmty either directly or indirectly by
adding to its economic base.
3. Provide a service that will entice the proper accommodations, restaurants,
and other facilities to expand within the county, thereby availing them-
selves to assist in the promotion o= the new Pontiac Stadium which is in
need of 5,000 to 8,000 rooms to accommodate traffic at any given event.
4. Assist ''with the coordination and promotion of all Oakland County historical
sites, tourist attractions, Parks and Recreation facilities, etc.

5. To research and contact the many convention groups and planners in order
to ascertain whether the Oakland County Tourist and Convention Bureau can
be of service to their organization. To offer them our assistance in
planning a future convention in the Oakland County area.
6. Because of the nature of the Oakland County Tourist and Convention Bureau
it will also assist in procuring jobs for the unemployed residents of our
county..
I hope I have generally familarized you with our new operation. At your
April llth meeting, we would like to respectfully request an opportunity to
share with you in more detail our plans for what we feel is an extremely pro-
gressive catalyst for the growing economic development of our county.

On April 2 bids for the referenced project were received
at the Activities Building at Waterford -Oaks County Park. A
total of 8 proposals were received ranging from *254,300.00
to $459,000.00 as shown on the attached Bid Tabulation Sheet.
The low bid was submitted by the J. D. Armstrong Landscape
Company of Fraser, Michigan, a firm who has done work
successfully for the County in the past and also has
experience in golf course development_ After reviewing the
bids submitted and the background of the firms, this office
and your consultant, Mark DeVries, both recommend that a
Contract be awarded to the low bidder, the J. D. Armstrong
Landscape Company, in the estimated amount of $254,300.00
which is the total of Items 1 through 21 on the Proposal Form.
Estimated project funding for this Work is also

RESOLUTION
WATERFORD-OAKS ACQUISITION
As a step toward the eventual acquisition of approxi-
mately eleven (11) acres within the park boundary at
Waterford -Oaks which is necessary for the First Phase
of Development, Corporation Counsel has requested
that the Commission prepare a resolution which indi-
cates our definite desire to acquire this property.
It would also be to the advantage of the seller to
have a resolution of this nature for future tax purposes.
R E S O L U T I O N
WHEREAS, THE OAKLAND COUNTY PARKS AND RECREATION
COMMISSION is desirous of developing the Waterford -Oaks
County Park and
WHEREAS, the first phase of the park is to be a
WaveTek swimming pool, bathhouse, concession stand,
underground utilities, entrance road, parking lot and
WHEREAS, the Commission must acquire a portion of
land comprised of approximately 11 acres within the park
boundary necessary for first phase development,
NOW THEREFORE BE IT RESOLVED that the OAKLAND COUNTY
PARKS AND RECREATION COMMISSION authorize its director
to order appraisals from two independent qualified
appraisers to determine fair market value of said property
and
BE IT FURTHER RESOLVED that once a fair market value
is established, the Commission will attempt to purchase
property by negotiation and if all else fails, the
Commission will proceed with the prerogative of Emminent
Domain.

WATERFORD-OAKS DEVELOPMENT
In order to move as fast as possible in accomplishing the
Phase I Development of Waterford -Oaks, it is necessary at
this time to recommend the method of administering this
project. We are presently waiting for two things to happen:
(1) To acquire the needed 11 acres and (2) Get approval
from the Department of Natural Resources to proceed with
the Program Statement as submitted to them. We would hope
this could be accomplished no later than May.
While the Commission is waiting for these two approvals, it
is requested that the architect be retained so they may
proceed with the Schematic and Design Development Phase to
produce sufficient data and documents. They will not be
given the go-ahead until the above two hurdles have been
crossed first. It is recommended that the firm of Swanson
Associates be retained by the Commission because of their
familiarity with the site based upon their studies on the
previous indoor pool.
The second recommendation would be that staff be permitted to
work with DFO to interview at least three construction manage-
ment firms so a final recommendation can be made to the
Commission as to a Construction Manager who will prepare a
firm proposal of cost to construct this project. The
Construction Manager will do this upon the Sehematic and
Design Development Phase prepared by the architect.

Staff recommends this procedure because it is felt that the
project will be able to move faster and it will be easier
to establish our price for construction prior to getting
too far along the architectural process. We would hope
that all this could be arranged no later than the first
Commission Meeting in May.

CORRESPONDENCE - E. LEONARD HOWARTH
You will find attached a letter from E. Leonard
Howarth who has been the promoter for the series
of the "Battle of the Bands" at Springfield -Oaks
these last few months.
The next "Battle of the Bands", which is number
three in the series, is scheduled for Friday, April 18.
Once that concert is completed, the promoter Mr. Howarth,
would like to bring the winners of the three events
together in a final competition.
Permission is requested to contract with Mr. Howarth
for Saturday, May 24, based upon conditions of the
previous contract.

of the Bands at Springfield -Oaks. The results have
been gratifying. The area's young people have found
a function they enjoy at a place they like to go.
Our agreement includes a third round concert April 5.
I want to extend the agreement to include a date for
a final Battle of the Bands on Saturday, May 24, 1975,
with a Sunday, May 25th, raindate. These are the only
weekend dates available at Springfield -Oaks between
now and October 4, 1975.

OAKLAND COUNTY PARKS AND RECREATION COMMISSION
REVISED BY-LAWS
April 11, 1975
OFFICERS of the Commission shall be:
CHAIRMAN: Chairman shall chair all meetings of Commission when
present except for the election of the office of Chairman itself,
and shall prepare the agenda for all regular meetings.
VICE-CHAIRMAN: Vice -Chairman shall chair meetings in absence
of Chairman.
SECRETARY: Secretary shall keep in good detail all minutes of
regular meetings or shall delegate authority to do so to a
qualified shorthand stenographer.
ELECTION of officers shall be the first (1st) meeting of each
year.
THE COMMISSION SHALL MEET regularly twice a month, on the
second (2nd) and fourth (4th) Friday. Special meetings may be
called as needed by the Chairman or by three (3) members of the
Commission.
COMMITTEES shall be appointed by the Chairman and shall meet
under the same conditions and rules as does the Commission. Any
three (3) or more members of the Commission appointed by the
Chairman may constitute a committee. Each committee will be
reappointed one month after election of officers. All committees
shall be dissolved once their purpose is served.
A QUORUM: In accordance with Public Act 261 of the year 1965,
as amended, five (5) members of the Commission present and voting
shall constitute a quorum.

ROLL CALL VOTE: Yeas and Nays by roll call shall be ordered
when demanded by any member of the Commission prior to the
announcement of the vote.
ANY PERSON may address the Commission at a request to the
Commission at least seven (7) days prior to the next scheduled
meeting, unless a majority of the members present and voting
shall object.
STAFF MEMBERS may attend seminars and educational conferences
and similar functions upon approval of the Chairman and notice
to the Commission.
COMMISSIONERS may attend seminars and educational conferences
and similar functions upon approval of the Commission.
COMMISSIONERS shall tour the parks at least once a year and make
a personal check of the buildings and grounds.
THE COMMISSION MAY NOT stand in recess overnight or until the
next day.
ALL MEMBERS shall be notified of meetings in writing forty-eight
(48) hours in advance of said meeting.
ONE HOUR LIMITATION OF DEBATE:
A one hour limit may be called
for on any item on the agenda or any item properly before the
Commission. When the question of limiting time of debate to
one (1) hour has carried by a majority, the Chairman shall divide
the time equally between the members present and voting. Members
may yield their allotted time to another member.

A MEMBER shall be recognized by the Chair before addressing

BUDGET: The director shall bear responsibility for the prepara-
tion of the budget and shall submit such a budget to the Commission
by December 1 for its approval and adoption at the first regular
meeting in December.
NO EXPENDITURES above One -Thousand ($1,000.00) Dollars may be
approved by the director without Commission approval.
AUDIT: Feasibility of an annual audit should be give consideration
by the Commission each year prior to the end of the fiscal year.

Oakland County Parks & Recreation Commission:
It is with great pleasure that we invite you to participate in the National
Campers and Hikers Association, Michigan State Association's 12th Annual
State Fall Campout on September 20, 1975.
This Campout will be held at Oakland County's Groveland Oaks County Park,
Holly, Michigan on September 19, 20, and 21, 1975. At the present time we
are planning a Legislative Tour of the entire campground on Saturday Sept-
ember 20, at 1:30 P.M. of which we would like you and other Oakland County
Legislators to take part.
We are expecting 2,000 units (approximately 6,000 to 8,000 people) at this
Campout, coming from all over the State of Michigan with guests from Canada
and also Ohio, as well as some of r7.C.3.A.'s National Officers.
Our committees have set up a good program for Saturday afternoon and would
like to have you in attendance. We will be looking forward to hearing from
you to confirm this date.
