Basic Standard Requirements to be considered: 1. Systematic signage implementation. 2. An effective approach to signage that will be functionally designed with concern for effective visual communica- tions. 3. Use of readily available materials and components in fabrication and installation. 4. Low maintenance costs and a degree of vandal resistance. The objective is to accomplish the following five needs, each representing a distinct, but integrated function: Direction - Providing visitors and personnel -with the information necessary to get him where he wants to go. Identification - Having followed the direction the need is for a clear identification of the area, building, complex, department or parking lot, once the visitor has arrived there. Orientation & Information -- he is at all times if he is antly where he wants to go. Traffic Control - A variety tory signs, warning signs, signs and crosswalk signs. Make the visitor aware of the"total scheme" of things and its governing bodies. To make the facilities friendly, inviting and a place to enjoy. This master plan could be conceived and implemented over four phases: Phase I - Preliminary Design Review of total signage problems of entire park_ network. Review of budget requirements for purchase, manufacturing and installation. Design system to answer all requirements. $9,000.00 Phase II - Final Design Development Prepare final working drawings and specifications. Consideration for final placement locations. Phase III - Development of A Signage System Manual An approximately 48-page control document for future implementation, additions and installation. Phase IV - Manufacturing and Installation Supervision Time to be billed by hourly rate, total amount is difficult to estimate since it depends on need and manufacturing and installation schedules. $5,400.00 Undetermined $40.00 Per Hour. June 11, 1975 As you could readily see from our recent activities report, the Oakland County Parks and Recreation Commission has been an extremely active account for our firm. It is the nature of public relations work that a new account always takes more time in the beginning due to the process of learning all the intricacies of the account. When we consider a new account, we try to determine the amount of Account Executive time that will be required for that particular client. In the case of the Parks and Recreation Commission, the monthly fee of $1, 200 was based on approximately 30 hours at $40 an hour... a rate below our average of $45 an hour for executive time and $60-75 an hour for supervisory time. According to our time records, we have been putting in an average of approximately 54 hours a month. Most accounts, in which we put in this amount of time, pay us fees in excess of $2, 500 a month. Obviously, we are not asking for an increase to that amount. I stated to the Commissioners that we expect to take a bath the first few months or so. But we're drowning! You may recall, Eric, that during our initial presentation, one of the Commissioners did raise the point as to what we would do if we discovered that we were spending a considerable amount of time over the estimated time on the account. At that time, we said we would come back for more. As we look down the road, we foresee an increase both in major activity and daily account work rather than a decrease. To put us back on an even keel, we believe that an increase of $300 per month... to $1, 500... plus an hourly rate of $35 per hour for all hours in excess of 37-1/2 hours would go a long way in equalizing our time factor. However, there are many areas of communications to be concerned about, and many programs to be initiated to cover these areas. This takes time. It is the hope of the Commission to make its public relations function self-sustaining someday by adding a person to your staff to handle that function. That day is still off on the horizon. Eric Reickel Parks and Recreation Commi'ssion Subject: Springfield -Oaks County Park, Sprinkler Irrigation System, Project 74-3B Frank Doornweerd and I met with Don Slavin of the Civil Counsel's Office on June 5 in regard to the referenced project. Mr. Slavin will issue the necessary letters to term inate the County's Parks and Recreation Commission Contract with Harris Irrigation Company. This office will obtain the necessary proposal s-o your office can issue a service contract to Modern Lawn Sprinkling, Inc. to complete the work at Springfield -Oaks. It should be noted that for legal purposes, if any extra work is done over and above what the Contract called for, that this work be done i-n such a matter that the specific cost is known and can be separated from the completion work. We have enough funds retained to reimburse your office for work done already by your forces for Harris and to pay Modern Lawn Spri'nkli'ng to complete the work. However, there are unpaid invoices by supplier to Harris known to us that will not be covered and these suppliers may bring suit against the County to collect. If this is done, we will bring action against Harris and the Bonding Company to cover the cost which is estimated at maximum around $7,000 - $8,000. If there are any questions, please call.
