Franco present an overview of his firm's activities with the Parks Commission during the past six months. He will also have some suggestions as to what the Commission could be doing to better our public information program. This will be a good opportunity for you, as a Commissioner, to voice any concerns or observations you may have as to what the Franco firm has or has not been doing. This will be a luncheon meeting. May 8, 1975 1 OAKLAND COUNTY PARKS AND RECREATION COMMISSION The Parks and Recreation Commission requests the following services from the Oakland County Executive's Division of Public Safety to be performed at the Oakland County Parks starting May 16, 1975. The Public Safety Division shall furnish one (1) uniformed officer with sidearms, handcuffs and two-way radio communications on the park frequency at Groveland-Oaks and Addison -Oaks on a 24 hour basis, 7 days per week. When available, two (2) uniformed officers are desired on Saturdays, Sundays and Holidays. Uniformed Security officers at other park sites will be upon request by the Director of Parks and Recreation. The monthly charge to the Parks and Recreation Commission for security at Groveland-Oaks and Addison -Oaks will be: Salaries: funded under C.E.T.A. program Vehicles & Equipment: (2 Cars, 8 Men) $567.70 per month (The parks are not equipped with unleaded gas. Refueling off park property will be done on Public Safety time.) The Public Safety security officers will perform their duties under the direction of the Public Safety security chief as approved by the Parks and Recreation Commission and/or the Director of Parks and Recreation. In cases of emergencies, increased security needs and any non -routine requirements, the security officers and/or security chief will be under the direct supervision of the Parks and Recreation Director or the Deputy Director when the Director is not available. An emergency chain of command call list will be: Park Manager, Superintendent of Parks, Deputy Director, Director. The Chief of Public Safety has the authority to supersede the chain of command. The primary responsibilities are the safety and security of park property, park employees and park patrons. The Public Safety security officers are to be trained in safety and security, first -aid certification and emergency fire fighting. The Public Safety security officers will be required to perform the following duties: Traffic and Parking Enforcement 1. Enforce motor vehicle laws and park regulations on park roads and parking areas. 2. Assist with traffic control and congestion when required. Assist General Public 1. Answer public inquiries, give directions and in general, assist the park patrons. 2. Emergency Calls a. Answer emergency calls in case of illness, injury, disorderly conduct, vehicle accident, fire or other conditions disrupting the orderly conduct of daily operations. b. Perform emergency first -aid. C. Maintain communications during emergencies. Law Violators 1. Prepare preliminary reports of any law violations and obtain statements from witnesses, complaintants, or violators. Patrol Duties 1. Patrol park facilities to secure and protect from fire, vandalism or other damage. 2. Detection and prevention of pilferages and other infractions of county park rules and regulations. 3. Personal safety of all park patrons and employees while at the parks. - 2 - 4. Assist other police agencies within the park system upon request. 5. Investigate motor vehicle and personal accidents and complaints within the park system. 6. Report any fires to local fire department. 7. Report any law violations. For instance, B & E, vandalism, stolen property, etc., to the local law enforcement agency. 8. Testify in court as special deputy on complaints and traffic violations. Safety Functions 1. Maintain fire and safety rules and regulations. 2. Have Red Cross Certificates. 3. Be trained in emergency fire fighting. 4. Follow emergency evacuation procedures such as fire, bomb threats, water oriented accidents, riot control, etc. Administrative 1. Report to park manager any maintenance repairs that may be observed and any emergency maintenance repairs requiring immediate attention. 2. Prepare a daily written report of all activities with a copy to the park manager and Director of Parks and Recreation. 3. Make bank run when requested by park manager. The Public Safety Division shall be responsible to furnish all security officers at all times which have been specified in this agreement. This is a national golf tournament for persons who have an 18 or higher handicap and/or a person who generally scores 91 strokes or higher for 18 holes of golf. To participate, it will require the use of White Lake on one day for a local tournament. The winners will then advance to a regional tournament at another site. After reviewing this with parks and recreation staff, Franco, Inc., and Civil Counsel, it is recommended that we provide this tournament opportunity to Oakland County residents at White Lake -Oaks.
