Walker PARKS MILLAGE Mav 18. 1976 Citizen Committee - It.was decided that in order to organize a group of citizens for the purpose of promoting the millage, they must have a definite job to do. With a low tone campaign, there really isn't a job to be done. The spinoff would be to have all citizens that h.ave some .type of visibility in Oakland County who support the millage should write letters of endorsement to the local papers where they are best known as well as to other influential people who could help. Fund Raising - It was determined that funds would be needed to purchase 100,000 - 200,000 brochures giving the story on the millage. These funds cannot come from the Parks and Recreation budget. Funds should be derived from Parks and Recreation Commission (Past and Present), employees and other interested parties. The Northwest Park and Recreation executives have contributed $100.00. This organization represents all the recreation staffs in Oakland County. A local citizen, who also happens to be a supplier to the Commission, will donate $100 - $200. This has been assured and will be offered at the April 9 Parks and Recreation Commission meeting. In total, we shouldn't need more than $1,000. Seems that brochure and "vote Parks" pins should be all that is necessary. Media Contacts - We need a presentation written up for radio and T.V.. people stating why we want their support and what we offer. We probably could get on programs like "Focus" if we could interest them in a subject they would like to talk about. We have been on T. V. Editorials and Michigan Outdoors in the past. Correspondence - It is absolutely necessary to correspond with all previous park users and workers. (These letters have been written up and will be sent out soon). Letters should be written to all past commissioners and ask them for their support financially as well as physically. In order to maintain our program, they must come forward and give 100% support.. Written requests to all groups of stature in the County should be achieved; Unions, V.F.W., League of Women Voters, Junior League of Birmingham, 4H, Board of Realtors, etc. Newspapers - A visitation to all newspapers published in Oakland County would be important to answer any questions the editorial writers might have pertaining to the renewal. A barrage of news releases on a good subject should be implemented at least weekly. (Parks. Millage, May 18, 1976) Page Two Staff Involvement - Staff should contribute whenever possible. Areas of contribution should be: - Financial - Telephone (especially 16-17 May) - Make park users aware of renewal especially . at golf courses and group camps. Eric Reickel Subject: Audit of L & F Books for 1975 I met with Mrs. Joan Cipelle of Paul Meyer, the L & F auditor, on 3/26/76 and again discussed the accounting system of L & F. It is basically the same as last year. 1) The detailed records for all parks, except White Lake Oaks, are kept at Addison Conference Center. 2) Records for banquets, parties, etc. are accounted for separately by location and by individual contracts. 3) Records for concession sales are also accounted for separately by location. I was given copies of the Sales Journals, Cash Receipts Journals and other records necessary for me to audit these sales. It appears the records reflect fairly the sales of L & F as reported to us. At Addison, the records are kept in a very orderly manner. This made the tracing of the detailed records to the sales journal rather routine. I talked to George Lekas about controls and he said he does watch the food and other inventor- ies quite closely.. He seems to be aware of what's going on. He mentioned that the Conference Center will probably do better in 1976. He does not particularly like the concession end of it, claiming most of them are losers for them. He also said he would welcome Gerry Lacy's "more involvement" at YAC concession if he feels Parks & Recreation is not getting their fair share. He does control concession operations through inventory procedures such as the number of drinking cups issued to concession and the number returned. They appear to be doing a good job. At White Lake, the records are not as orderly as at Addison, however, I was able to determine that their records reflect fairly the sales of L & F as report- ed to us. Their contracts for banquets are not prenumbered as yet, so one must trace the contracts by n2Mes into the sales journals. I feel prenumbered contracts would also help L & F management in their controls. I discussed better controls, such as prenumbered contracts, with Mrs. Cipelle and she agreed with most of the ideas. She said she would mention them to L & F. Otherwise I feel that the records show that we are gettinga fair shake. Does the lessee understand that information regarding the scheduled event is not to be distributed until he/she has a signed agreement from the Oakland County Parks and Recreation Commission? 5. Additional Comments; Item # 9 PARK ENTRANCE SIGNS Presentation will be made to review with you the recommendations of staff as to a standard entrance sign that we will proceed to have located immediately at all the park entrances. Item #'10 SEASON PASS - DAY USE Staff has reviewed the concept of making available to the residents of Oakland County a season pass for day use at Independence -Oaks, Groveland-Oaks and Addison - Oaks Parks. This type of pass is presently used in the State Parks as well as the Huron Clinton Metropoli- tan Authority Parks. We have had various requests over the years as to why the Parks and Recreation Commission did not provide these passes but it was always felt we did not have enough facilities to, justify it. Now, with the opening of Independence -Oaks, this gives us three day use parks where such a pass could be used and people could have an opportunity to benefit. It is difficult to determine how many cars will enter our parks on a day use basis but for the purpose of analysis, let us assume that our day use cars will be based only on Oakland County residents. Our 1976 projected income for day use at these parks is $48,000. At a rate of $2.00, that means there will be 24,000 cars entering our parks. If the Commission introduced an annual pass charge of $5.00 per car, per year, for Oakland County residents, it could be used in all three parks or the park user would have the alternative of purchasing an annual pass for $5.00 or a single day entrance fee charge at the prevailing rates. Not only would this provide a fine service for the residents, there is a possi- bility that our projected revenue has a potential for increasing. Assuming that 1/3 or 8,000 cars would take advantage of the annual pass and another 16,000 cars would only visit parks once a year the following applies: 8,000 annual park users @$5.00 = $40,000 16,000 users at day use rate @$2.00 = 32,000 $72,000 You must understand the above figures are only assumptions and the main purpose of the season pass is not to encourage additional revenues but to encourage more participation on an equitable basis for the residents of Oakland County. We would hope this analysis provides you with enough background to consider such a proposal. Item #11 ADDISON-OAKS MASTER PLAN Bob Bills, Bills/Childs Associates, will present the revised preliminary Master Plan of the Addison - Oaks Park. He has had one meeting with the CAPE group to review this plan.
