Director Division Director (313) 858-0131 July 30, 1976 Oakland County Parks and Recreation Commission 2800 Watkins Lake Road Pontiac, Michigan 48054 Re: Lightning Protection for Parks Managers' Residences, Our Project 75-34 Dear Commissioners: On July 29 bids for the referenced work were received. Two bids were received ranging from $2,650.00 to $15,130.00 (see attached Bid Tabulation Sheet). The low bidder is a firm that specialized in lightning protection and has been in business for about 20 years. The other bidder is a firm that is a waterproofing and restoration contractor that just recently added lightning protection to its scope of services. We believe this is the reason for the wide range in the two bids. This office recommends award of contract to the low bidders Guardian Equipment Company of Pontiac, in the amount of $2,650.00.. This contract will provide lightning protection on the park manager residences at Groveiand, Independence and Springfield -Oaks. The residence at Addison -Oaks already has lightning protection. Also, we recommend as funds are available, additional buildings be provided with lightning protection in accordance with a report submitted earlier this year to your staff. There i.s a definite need though of having the proper equipment available to maintain this carpet at a high standard. The carpet does accumulate hair, sand and lint that is very difficult to maintain properly without the right kind of equipment. It is also necessary that this carpet be sanitized on a regular basis in order to meet strict regulations from the Health Department. We have investigated various types of sweepers that would do the job and found there are basically two options. Option #1 would be to acquire a Tennant Model #140E for sweeping only; estimated cost, $1,095. and one Tennant Model #42EHD Sweeper with scrubber accessory, $3,600. for a total cost of $4,695. Option #2 would be to acquire a Clarke RO-42 which is a riding machine that is battery operated and includes all the above operations from Option #1, in one unit. It is a much more versatile machine and the estimated cost of this unit is $14,000. Staff recommends that there is no advantage to the Commission accepting the stop -gap solution of Option #1 and should authorize the purchase of a Clarke RO-42, a machine that will give us more versatility and will be able to be used extensively throughout the park system when occasions arise. A firm price will be available at the meeting. ITEM #11 1976 GOLF TOURNAMENTS Staff is requesting approval to conduct the following golf tournaments at White Lake -Oaks and Springfield - Oaks Golf Courses. September 17 Oakland County Senior Citizens Open. No fee. (9 hole tournament at White Lake -Oaks. September 24 Senior Citizens Open, M.R.P.A., $2.50.
