This bid meets all specifications and it is within the budget amount of $2,600. Attached is the bid tabulation from Central Purchasing. Evans Buyer WRE : j e r Item #6 TITLE X EQUIPMENT Central Purchasing has taken quotations for the pur- chase of equipment and tools necessary to implement the Title X work program. These quotations will be available at the Commission meeting for your consideration. Funds for the purchase of these items are included in the Title X Grant. It is staff's recommendation the items be purchased in accordance with Central Purchasing's recommendation. Item #7 INDEPENDENCE -OAKS PHASE II DESIGN Fred Ellis and Dean Truesdell will present to the Commission, the preliminary design concepts of Phase II of Independence -Oaks. This phase includes: Picnic Area C; Parking lot, Toilet/ Shelter Building Boat Rental Building Expansion of Picnic Area B; Picnic Shelter and Parking Item #8 INDEPENDENCE -OAKS ENTRANCE It is expected that the final design of the entrance will be completed by the Road Commission for our meeting. If this is so, we will be pleased to review it with you. Item #9 INDEPENDENCE -OAKS ELECTRIC MOTORS Staff has researched the possibility of providing some type of motors for boats on the 69 acre Crooked Lake at Independence -Oaks. It is the general consensus that because of the long, narrow nature of Crooked Lake, some type of motors are warranted. Based upon the attached letter from Ronald J. Spitler, District Fisheries Biologist, Department of Natural Resources, staff recommends that electric motors be permitted on Crooked Lake, not to exceed 24 foot- pounds of thrust/24 volt system. If this policy is adopted, it should be determined on the basis of a one-year experimental for a re- evaluation at that time. NATURAL RESOURCES COMMISSION CARL T.JOHNSON E. M. FEB 19 1971": RECEIVED You asked my philosophy on the use of electric trolling motors on lakes that otherwise would have "no motor" restrictions. I feel that electric motors have a place on some waters there regular outboard motors would be a nuisance. Electrics are quiet, nonpolluting (of the waters they're used on), and slow. They do not conflict with swimmers, sailboaters, and other fishermen, and are particularly useful to handicapped and senior citizens. Besides being basic propulsion, eZectrics are used to hold a, position against wind or currents as well as a fine trolling aid. At this time I believe the most powerful electric motor on the market developes around 24 foot-pounds of thrust on a 24 volt system. On a very small boat or canoe this could move one around, as fast as with a, small outboard motor. I don't know an easy way to regulate a "power" requirement since results would vary with size of boat and payload carried. Perhaps until "super" eZectrics are developed we needn't be concerned on a power limit. Otherwise I suspect most commonly used motors fall below a 20 foot-pound, thrust limit. Crooked Lake, a 69-acre lake in Independence Oaks, would be a good candidate for electric motors. I have several state Zakes in mind, if I can pursue this subject successfully in Lansing. Vondett, Fisheries Staff Biologist ,OWTIOiy . _ �Z U m ��s �2 MICHIGAN The Great Lake State Item #10 1976 CAPITAL BUDGET The 1976 Capital Budget will be presented at the meeting and at that time, a special session should be scheduled for study and review so that it may be adopted no later than March 12. If we adhere to this timetable, we should be able to implement and complete most of these projects by the end of 1976. EXECUTIVE SESSION Three property inquiries from local realtors have been submitted to the Commission over the past few months which should be acted on. An Executive Session is required to discuss these proposals to see whether or not the Commission would have any interest in pursuring these offers. As staff sees it, there would be no advantage to pursue these gestures any further.
