Bomia, Chief of Design and Development SUBJECT: PARK DEVELOPMENT, PROJECT PROGRESS REPORT 76-1, January 23, 1976 I. SPRINGFIELD-OAKS GOLF COURSE A. Phase II Back Nine Project completed; final payment pending. B. Phase III Front Nine Renovation Project completed; final quantity payment pending. A total of 151,095 square yards of sod were placed on the fairways and restoration of portions of the back nine. C. 611 Well at Golf Course Clubhouse Contractor has installed most of the underground piping and connections; well to be drilled in February. D. Springfield Mill Pond Dam Members of the Parks staff will be meeting with the Drain Commission to determine the feasability of using Chapter 20 of the County Drain Code. This would establish a Drainage District which could include the area of concern and possibly include Springfield Township, as well as Oakland County. Further information will be forthcoming after the meeting at the end of January. II. GROVELAND•OAKS A. Shelter Building - Court Games Area Shelter building completed as scheduled; court games portion of the contract had to be extended to the spring of 1976. Extension of contract was granted due to unfavorable soil conditions which had to be corrected, and weather conditions which closed the asphalt plants. B. Electrical Service Improvement - Concession Stand Contractor has installed all the distribution panel and has most of the wiring connected. The remaining wiring should be when weather conditions -,permit. C. Maintenance Building The contract was awarded to Jer-Sel Corporation, who has taken out proper insurance bonds and permits to start project. Recent snow storms delayed the contractor in moving onto the construction site until this week. Project Progress Report 76-1, January 23, 1976 Page 2 III. WHITE LAKE -OAKS A. Electrical Service Improvement - Clubhouse Electrical service project is completed and operational. B. Parking Lot The enlarging and gravel surfacing of the parking lot has been completed. IV. INDEPENDENCE -OAKS A. Phase I Development The architectural erection of the buildings has been com- pleted with interior mechanical and electrical work near completion. The interior work shall continue throughout the winter and exterior work shall be completed when weather conditions permit. The electrical and phone services have been trenched and installed. Well systems will be completed in the spring, as well as the remaining site work and seeding. B. Maintenance Building Status the same as Groveland-Oaks maintenance building. C. Phase II Development Drawings and specifications are being prepared on the new picnic area and toilet/shelter building, boat rental and winter sports building, and the picnic area expansion. Shelter to be constructed around the fireplaces of the former lodge building. V. RED RUN DRAIN The golf course design was presented to the Commission with modifications required by the Southeastern Oakland County Incin- erator Authority. The staff will be working on the lease agreement with the S.O.C.I.A., as well as possible acquisition of property involved as directed by the Parks and Recreation Commission. VI. ADDISON-OAKS A. Water Tower Painting Proposed water painting is being further evaluated to deter- mine amount of time which the park project may take, as well as the budget appropriation. B. Lake Survey Lake survey for lake elevation and perimeter has been com- pleted. Proposal for design service for the dam structure will be prepared in the near future. TITLE X GRANT Park projects are being established and set up for the implemen- tation of the grant as soon as final written approval is received and the manpower for the program are hired. Item #8 SPRINGFIELD-OAKS GOLF COURSE CHANGE ORDER NUMBER 9 TO J. D. ARMSTRONG Change Order Number 9 is the final tabulation for all pay items based on as -built quantities. The final contract total will be adjusted by an additional $37,977.69, the largest portion of which is an additional 58,254 cubic yards of mass grading. The main reason for the additional amount of fill required was due to unexpected settlement of soil in the peat areas on the golf course fairways. The architect and Parks and Recreation decided the knob should be removed. 3,000 Cubic Yards b) After Green No. 1 was staked out and graded, the architect and Parks and Recreation decided the green should be raised approximately two feet so it would play better. Estimated 1,500 Cubic Yards Fairway No. 3 -- a) Because of the peat area and the excessively heavy water content of the ground, the architect and Parks and Recreation decided to raise Green No. 3 approximately three feet. Estimated 3,000 Cubic Yards Springfield -Oaks Golf Course Phase III Page 2 b) Because of the extremely unstable ground (peat) Pond No. 4 had been excavated and re -excavated about four times. The pond Ad banks would not hold, so the architect, Parks and Recreation, and Engineering decided the pond should be filled and abandoned as a pond. Estimated 1,500 Cubic Yards c) The entire area of Fairway No. 6 was a peat area which also extended into parts of Fairways No. 3 and 7. Because of the extremely unstable peat, fill material consolidated and displaced the peat until a stabilized condition at the proposed grades was reached. Upon completion of the project, hand auger borings were made at three locations to check the depth of additional fill on the peat. The borings verified that over two feet of additional fill was required over the area to bring it to a stable condition. The area involved is estimated to be about nine acres. To further verify our conclusions, we checked with a soils engineer from one of the area testing labs and were informed that the consolidation of peat involves many variables and can be fully consolidated or displaced depending on conditions. The estimate of the additional fill in this area is 30,000 Cubic Yards. Fairway No. 7 -- A very wet and peaty area was encountered for approxi- mately 500 feet in front of No. 7 Tee, and to dig up and consolidate the area it was raised an average of one to one and one-half feet. Estimated 5,000 Cubic Yards Fairway No. 9 -- In front of Tee No. 9 and a short way down the fairway a knob existed which, as on Fairway No. 1, blocked the view of the golfer on his tee shot. The architect and Parks and Recreation decided the knob should be removed. Estimated 6,000 Cubic Yards Number 10 Tee -- The width of the fairway in front of the tee was widened to provide a better play area. This area was also peaty and wet, and it is estimated that an additional 1,000 cubic yards of fill were placed in the area. 1,000 Cubic Yards Item #9 TENTH ANNIVERSARY As most of you are aware, the Parks and Recreation Commission will be celebrating its tenth anniversary this February. Staff has been thinking of various ways to make the people aware that the Commission has had ten years of progress and what its accomplishments have been. The.attached letter from Bob Salogar suggests a commemorative stamp program as well as using a poster meter ad to be used on all County mail for the month_ of March. Would appreciate you thinking about the tenth anni— versary so that we may discuss it informally at the meeting. ANTHONY M. INCORPORAYEE3 PUBLIC RELATIONS COUNSELORS January 14, 1976 MEMORANDUM TO: Eric Reickel FROM: Bob Salogar SUBJECT: Commemorative Stamp Program As we discussed at our last meeting, we are recommending that this commemorative stamp program be used to highlight Parks and Recreation's tenth anniversary. In order to carry out this program effectively and realize maximum impact, we are suggesting the use of two types of identification. For the month of March, all mail being sent from the centralized county mailroom would have a postage meter ad which would say: "Oakland Co. Parks & Recreation Commission... celebrating 10 years of progress.1t The size of this ad is 7/811 x 17/81t. The cost to produce this slug is $20 if Pitney Bowes sets the type. The cost is $45 if they are provided the art® There would be a nominal art preparation charge for the layout design. In order to provide individual municipalities with their own slug, we would first have to determine what type of meter each city uses and a subsequent $20 charge for each one. In deference to providing each municipality with its own slug, I recommend that we produce the four-color stamps. In addition to park staff using the stamps for all its correspondence, 500 stamps could be mailed to each mayor and another 500 to municipal recreation directors. An accompanying letter, co -signed by you and mr. . Richardson, would ask for their cooperation to place these stamps on their corres- pondence for one week, in March, celebrating the Commission's tenth anniversary. By limiting the anniversary to a one or two -week period, its importance and impact is heightened. I also believe that we will get better cooperation for individuals by putting a time limit on it. I also believe a quantity of 100, 000 would be sufficient. In addition to these costs there would be a nominal cost for art preparation of the stamps.
