LAFFREY AND FULLER
CONCESSION AGREEMENT (AMENDMENT
The opening of Independence and the Waterford Wave
Pool has necessitated the establishment of concession facilities
at each park. We presently have an agreement with Laffrey and
Fuller which goes through 1983. The original agreement reads
five years with a five year option which takes the agreement
through 1983. This agreement should be amended to include the
above.
The concession stand at Independence is similar in
scope to the Addison concession, Springfield Youth Activities
Center and Clubhouse, and Waterford Activities Building. These
are low volume facilities that have difficulty generating a
profit.
The Wave Pool is the opposite. There is good volume
and should generate a good cash flow.
Percentages are recommended as follows:
Independence
1976-77 4% of Gross
1978-83 6% of Gross
Waterford Wave Pool
1976-77 8% of Gross
1978-83 10% of Gross
These figures were established at a meeting with
Mr. Laffrey, Chairman Richardson, Charles Ross, Commission
Accountant, and myself. It is felt that these figures are in
keeping with the present contract and still allows for an
equitable return for both parties.
The most important factor to keep in mind are some
very important clauses that are in the agreement which gives
the Commission much greater control than a normal lessor would

The concessionaire will also be present to request
another five years be added to the agreement with the percentages
to be negotiated at the end of the first five years. They inform
us that they have an option to purchase a Class C Resort License
(see attachment) for the Springfield Clubhouse. In order for
them to capitalize this investment (if approved by L.C.C.) they
feel another five years is a fair request. It is also understood

that the County would be the co -licensee and the license would
remain in the County's ownership if Laffrey & Fuller terminated
their relationship with the County.
