Dear Mr. Simmons:
As per our discussion, I submit to you the following details
pertaining to the Red Run Drain Golf Course:
The Commission is in the process of finalizing an agreement
with the Southeastern Oakland County Incinerator Authority
for some of their property, as well as negotiating with
Yankee and Check for additional acquisitions to straighten
out the boundaries of the park.
They are also contracting with the firm'of Bills/Childs to
prepare design and construction documents for the golf course
and they are interested in seeing whether or not there might
be a private entrepreneur who would be interested in con-
structing and operating this course., In the meantime, the
Commission is preparing to go out for bid so they don't lose
any time if there are no entrepreneurs interested in this
project.
The schedule, at this time, calls for preliminary plans to be
ready March 19, final plan's 4nd specifications, April 1,
letters of inquiry to privateientrepreneurs are due to go out
week of March 8, to be returned to the Commission March 19,
12:00 noon.
In conjunction with that, staff will go to the Commission for
permission to go out for bids on March 26, to be received
April 20. If the Commission decides to build the course it-
self, they will award the bids April 23 at their regular

Commission meeting. If all goes well, we would hope to.
break ground sometime in May or no later than early June.
We expect to have the turf completed by September, 1976,
the buildings, paving and utilities phase in spring of 1977
and if we have a good fall and spring growing season, we
will expect to tee off on July 1.
This is an ambitious timetable but, if all goes well, our
deadlines should be met.

Dear Commissioners:
On February 27 revised bids for the lockers were
received as listed on the attached Bid Tabulation Sheet.
A total of two bids were received with the low bidder being
American Locker Company of Jamestown, New York, for both
the Base Bid and the Alternate. The Base Bid was for
stainless steel finish lockers, while the Alternate was for
baked enamel finish lockers. A total of 561 lockers are
involved in the project. The estimate for this work was
$36,000.
This office, the Construction Manager, and the Architect
recommend award of contract to the low bidder for the Base
Bid contingent upon State DNR approval.
If there are any other questions, a representative from
this office will be at your March 10 meeting to answer them.

STORM DAMAGE
A report and slide presentation of damage caused by
the ice storm to park property will be presented
by Arnold Johnston, Superintendent of Parks.
ADDISON-OAKS - Extensive damage to the Willow trees
that line the extrance to the park. Numerous tree
branches and large limbs broken, also loss of power.
Power returned 3-9=76.
GROVELAND-OAKS - Multiple trees uprooted with large
limbs broken. Also fence damage from fallen trees and
limbs. Loss of power. Power returned 3-8-76.
INDEPENDENCE -OAKS - Tree damage and fence damage from
broken limbs and trees. Power out at manager's house.
SPRINGFIELD-OAKS - Multiple trees uprooted and large
limbs broken.
WHITE LAKE -OAKS - Limb and tree damage.
WATERFORD-OAKS - Limb and tree damage.

INDEPENDENCE -OAKS
ENVIRONMENTAL CENTER GRANT
It is requested that staff be given permission to apply
for funds from the Bureau of Outdoor Recreation's 1977
Land and Water Conservation Fund for construction of an
Environmental Center at Independence -Oaks.
The architectural concept and rendering would be done
by our planning and design section.

TENTH ANNIVERSARY RECOGNITION BANQUET
One of the programs suggested by Anthony.Franco, Inc.,
to honor our ten year anniversary,is an Appreciation
Banquet. As outlined by Franco, it would accomplish
three objectives:
"First, it is an appreciation banquet
wherein people who have been beneficial
to the park system in the past 10 years
are honored. Second, past commission
members would also be guests at this
affair and would be updated on the pro-
gress of the park system. Last, but
not least, all full-time park employees
and their spouses would be invited to
the affair. This would serve as an
excellent morale booster for the entire
staff."
This banquet would also be a fine opportunity to
present the awards for the 10 year old essay contest.
The Appreciation Banquet could become an annual affair.
It is staff's recommendation that a banquet be approved
and authorization be given to proceed with arrangements.

RED RUN DRAIN
NAME SELECTION
In view of the future development of the Red Run
Drain into an Oakland County Park, it becomes
necessary to officially establish the name for the
facility.
Since the City of Royal Oak has a golf course named
Red Run, it would be confusing to call it Red Run -
Oaks. Therefore, consideration must be given to a
name unrelated to the drainage authority's name of
"Red Run."
The established method of naming a park after the
township it is in is not desirable because it would
be Royal Oak -Oaks. This would be confused. as a
City of Royal Oak Park.
A system for a list of names to choose from could
be derived by a name contest with the winner receiving
some kind of an award or staff could submit 'a list
of names in conjunction with the Commission for
consideration.
Direction to be taken for the selection of a name is
requested by staff from the Parks and Recreation
Commission.
