WATERFORD-OAKS
PHASE II
Staff has been informed by the Department of Natural
Resources that we have received preliminary approval
for Land and Water funding for the Second Phase con-
struction at Waterford -Oaks.
The Second Phase is to consist of a court games com-
plex which will serve as a central games area for
tennis, deck tennis, as well as horseshoes and shuffle-
board for a seniors' leisure center.
Jack Anderson from Anderson/Lesniak will be present
to detail Phase Two for you.
A pro forma projection is attached projecting the
revenues of the tennis center and the ball facilities
that appear on the overall Master Plan of this park.
If the Commission approves this concept, it will be
necessary to have it forwarded to the Planning and
Building Committee for approval by the Board of
County Commissioners. Application deadline is
December 15.

Waterford -Oaks is a 160-acre parcel of land located in
Waterford Township, Michigan. It is only minutes away from the
City of Pontiac and is located in the geographical center of
Oakland County.
Presently, Waterford -Oaks has the Administrative Office for
the Oakland County Parks and Recreation and the Waterford -Oaks
Activities Center within its confines. Through study of its
potential, we have proposed the development of the site into an
athletic complex unrivaled in the State of Michigan. The plan
will have activities for people of all ages. It is designed in
such a way to make it a place for the family to spend the entire
day.
This program position paper will explain the areas and
programs that will be part of the Waterford -Oaks complex.
FEASIBILITY IN THE PONTIAC-WATERFORD AREA

According to standards set up by the National Recreation and
Parks Association, the figures above fall below the basic standards.
The proposed complex at Waterford -Oaks would add immeasurably
to Waterford Township's facilities and would provide Pontiac resi-
dents with adequate facilities through traveling a very short
distance.
Of course, Waterford -Oaks is an Oakland County Park. This
facility would be a regional service center within one hour's
driving distance of four million people.
Another aspect to take into consideration is that Waterford -
Oaks will have more innovative and diversified activities than any
park in the State of Michigan. With the conglomeration of athletic
activities available, this park will draw people in from all over
the State, as well as serving the needs of Oakland County residents.
FINANCIAL FEASIBILITY. OF PROGRAIMS AND ACTI.VITTES1
1VAT]:RF ORD-OAKS COUNTY PARK
The following is a listing.of the programs that we feel
can J)e offered at Waterford -Oaks. The programs are further
broken down to give an idea of the revenue that could be
generated at such a facility. We have also included what
overhead (staff, awards, etc.) we would have in such a
program.
A prime factor to keep in mind when reviewing this
study is that all activities were programmed at maximrum use.
Of course, it would probably take three to five years to
reach this optimum level.
Tennis
The tennis complex will consist of twenty-four high -quality
courts and one stadium court with seating capacity for 8,500.
Of the twenty-four courts in use, twelve will be open from
7 a.m. to 11 p.m., seven days a week, for twenty weeks. We feel
very strongly that Oakland County citizens need quality courts to
play on, as well as enough to accommodate the thousands who want
to play.
The other twelve courts will be utilized for instruction.
Co-ed youth instruction will use eight courts from 9 a.m. to
1 p.m.,.Monday through Thursday. Adult female classes will use
four courts from 9 a.m. to 1 p.m., Monday through Thursday. Adult
male instruction has been contemplated, but will be programmed
according to the demand. Times for these classes will probably
be in the evening or on Saturday mornings.
With a complex of twenty-four courts, along with a stadium
court, the possibility of tourneys is endless. Our thought is to
set aside two weeks for Oakland County tourneys in.the following
categories:

This would enable us to provide a tourney for nearly everyone
involved in the game. The preliminaries will take place during the
week with the finals being played on the weekend on the stadium
court.
With a stadium court, national tournaments with people like
Jimmy Connors, Rod Laver, etc., are real possibilities. According
to tennis authorities, the Detroit area is a very popular site
to hold tourneys. However, with the lack of facilities, Detroit
is often skipped over. With a tennis "mecca" as would be at
Waterford -Oaks, there is a good possibility that we could hold
these tourneys. The closest stadium court to us at the present
time is in Cleveland, Ohio. Waterford -Oaks could fill that void
that the Detroit area has in relationship to a tennis "mecca" and
stadium court.

Shuffleboard - Horseshoes
Open use will be the main thrust of these areas. We expect
these areas to be used primarily by Senior Citizens. An outgrowth
of open use by Senior Citizens would be to form leagues for some
competition for the Seniors who would frequent the facility.
Oakland County tourneys, as well as regional tournaments,
could be scheduled at this facility. The question of use by youth
will be monitored to see if instructional classes, as well as
competition, is needed.
Each activity will have four courts that will be open 12 hours
a day. Of the 48 daily hours for each activity, 24 will be for
general use and 24 for senior citizens.

Baseball Diamond Complex
The baseball diamond program basically consists of three
different leagues: boys' baseball, girls' softball, and adult
slow pitch. The boys' baseball and girls' softball will be
comprised of teams from each city in Oakland County. It is the
general consensus that the team that represents each city will
be an all-star team to participate in an Oakland County league.
The adult slow pitch league will be an open league for any team
in the County.
Every league will play a round-robin schedule with a post -
season tourney to determine a league champion. The boys' base-
ball and girls' softball leagues will be divided into three age
groups:
Ages: 11 and under A League
13 and under B League
15 and under C League
The adult slow -pitch league will be for persons 18 and over.
Participants must have graduated from high school to be eligible.

Lifetime Sports Day Camp
Waterford -Oaks is the perfect place for a lifetime sports
day camp. With the varied activities within the park, the life-
time sports day
camp is a natural.
Each camper
would be
exposed
to and be able
to participate in two
different
activities
every
day. Taken through five days, they could participate in ten '
different sports activities.

the week, certificates would be awarded to the participants.

PRIORITIES OF DEVELOPMENT
In the development of Waterford -Oaks County Park, considera-
tion must be given to the activities which will attract tremen-
dous amounts of people into the park, as well as generating
immediate revenue.
It is the thought of the staff to phase the development in

able to be constructed as soon as possible.
