the day of the meeting. Subsequent budget meetings should be
scheduled at that time.

HAROLD GROEHN PROPERTY
The Parks and Recreation Commission reviewed this offer at a
previous meeting and requested that the party submit an
asking price for the property.
The enclosed letter details the conditions of the purchase
if it were to be comsummated. The asking price is $235,065
with the owner retaining the mineral rights.
Based upon the requirements, it is recommended that the Com-
mission reject any offer or interest in this property.

In accordance with your request, in your letter dated
August 18, 1977, for an appraisal of our property, enclosed is
an appraisal completed by Mr. Charles S. Kelly, C.C.I.M.
Our family is asking the fair market value for this property,
or $2350 065.00. This property is currently under lease to the
Reef Petroleum Corporation of Traverse City, Michigan. It is our
intention to maintain this lease arramgement indefinitely. Thus,
in conveying title we would reserve the fee oil and gas mineral
interest in this property, to include the right to explore, drill
for, produce, store and remove oil, gas and other minerals from
the property or to lease this right to another for those purposes.
If you have any further questions do not hesitate to contact
me. We are moving to Oakland County soon and our new address as
of November 7, 1977 will be 32362 Craftsbury Road, Farmington
Hills, Michigan 48018.

October 20; copies of both letters enclosed.
Civil Counsel has also been asked for his opinion and we
expect to have it by the meeting. There is a possibility

Dear Mr. Reickel-
With reply to the Honorable Judge G,E, McNally's letter
dated October 20, 1977, questioning the adoption of the
Michigan Motor Vehicle Code for the County Security Division
to administer within the parks we feel it is necessary and
a beneficial move to all personnel concerned.
Judge McNally posed many questions:
(1) Is -the present security inadequate?
We of course feel it is not, The adoption of the
Motor Vehicle Code will merely give our department the
authority which it needs and is not covered under the park
rules and regulations,
(2) If we emphasize traffic enforcement will other areas
be ignored?
We are not emphasizing traffic enforcement over our
other duties, Currently; we can not cite individuals for
Careless or Reckless Driving or arrest for driving under the
influence of alcoholic beverages. We are not going to neglect
our other duties, but wish to be able to handle these situations
accordingly when they arise,
(3) Should the Commission adopt the entire State Motor
Vehicle Code or certain provisions?

growth"of the parks,, To research the Vehicle Code and adopt
certain prov%si'ons would require tremendous research and man
hours and would constantly require updating as the park
system grows,
(4) Would adoption increase police visibility to an
undesirable point?
Our personnel are trained through the Michigan Law
Enforcement Officers Training Council and meet all the re-
quirements emposed by the Council, We do not intend to
harrass people sitting in a vehicle with a beer because their
picnic was rained on as Judge McNally has indicated, We do
not discourage people from coming to the parks or administer
undue justice, If this were true, we are sure that the Parks
Commission would no longer find a need for our services,
(5) Will adoption assist in clearing up heavy traffic
congestion?
Yes, We have in the past experienced some people
disregarding rules inside the parks because they are aware
our officers are not empowered to enforce such rules,
Adoption of the Motor Vehicle Code would help aleviate this,
(6) Should inquiry be made as to why the Department of
Natural Resources has remained on substantially the same level
as the County Security Division?
Inquiries have been made into this comparison, DNR
Park Rangersareexperiencing unsurmountable problems because
they are not vested with authority to act on incidents which
occur directly in front of them; Examplet Careless, or
Reckless Driving,
(7) Park Security should never reach the level where it
can handle any emergency situation, This would be too great
a burden on the tax payer, Sheriff or State Police are
available for emergency situations, Security should handle
the usual or routine problems,
We contend that the burden would be on the taxpayers
when a Sheriff's deputy or State trooper is pulled from his
assigned area to handle a problem which our personnel are
fully capable of handling but cannot due to the lack of
authority,
We do not know of any department which is equipped
to handle any emergency situation. We have in the past, and
will continue to request assistance from other departments
when additional help and expertise are required,
Our primary duty in the parks are to keep them
safe so people may bring their families into them without
worry or fear from undesirable people who would tend to
degrade our parks system,
The adoption of the Motor Vehicle Code in its
entirety was a wise and just decision made by the Parks
Commission and I commend them for their awareness of the
problem and the course of action which they chose.

FIFTY SECOND DISTRICT
OF MICHIGAN
2ND DIVISION
On Monday, October 17, 1977, I
discussed with Eric R. Reickel, Director, the proposal
to expand the function of the Oakland County Security
Division by adopting the Michigan State Motor Vehicle
Code as a County Park Rule. This adoption would allow
the County Security Division to enforce the entire Motor
Vehicle Code in addition to the present Park Rules and
Regulations. The present Park Rules and Regulations
control all activities in the parks and not just traffic.
They control wildlife, fires, property, camping, and a
whole host of other things.
The Commission is faced with just one
question: How will the adoption of the gate Motor Vehicle
Code effect the park system --will adoption be an advantage
or disadvantage to the park system?
Ordinarily increased law enforcement
and police visibility is an advantage. However, such is
not necessarily the case in regard to a park. Parks present
a peculiar problem in that they are like a college or
university in that high police visibility would be stifling
or counter -productive to the purpose of a park, yet the
least disorder or crime will throw the park into a tailspin.

Several things you should
consider:
1) Is the present park security inadequate, if
so, would adoption of the State Motor Vehicle
Code remove that inadequacy?

Motor Vehicle Code or adopt certain provisions?
There are some law enforcement problems peculiar
to parks, for example, Michigan Law prohibits
open beer in a vehicle, however, if a picnic in
a park were suddenly rained upon, you might all
of a sudden find alot of open beer in cars.
Also, due to swimming or tennis activities some
drivers might not have a driver's license on
them at that particular time.
4) Would adoption increase police visibility to
an undesirable point?
5) Will adoption assist in clearing up heavy
traffic congestion as stated by Chief Kratt in
his letter of September 19, 1977?
6) Should inquiry be made as to why the Dept.

State Parks as the County Security Division is in
the County Parks?
7) Park security should never reach the level
where it could handle any emergency situation.
This would be too great a burden upon the tax-
payer. The County Sheriff and State Police are
available for the emergency situation. Park
security should handle all the usual or routine
problems.
