SPRINGFIELD-OAKS GOLF COURSE
LIQUOR LICENSE
The Board of Trustees for Springfield Township met on March 1 and
reconsidered their negative vote on not allowing a liquor license to be
transferred to the Springfield -Oaks Clubhouse.
The intent of the reconsideration was to give the Parks and Recreation
Commission the opportunity to acknowledge the attached conditions. They
request that you amend the food and beverage contract with The Oaks to read
that the Parks and Recreation Commission would abide by conditions imposed
by the Township Trustees pertaining to alcoholic beverages being served at
the Clubhouse.
These conditions have been reviewed with the concessionaire, and the
concessionaire agrees that he would have no problems in abiding by these
conditions. It is staff's recommendation that the Parks and Recreation
Commission amend the agreement with the concessionaire to include these
conditions pertaining to the Springfield -Oaks Clubhouse. The Trustees are
also requesting that the concessionaire reapply to the Liquor Control
Commission for a .license to be issued at the Springfield -Oaks Clubhouse,
requesting that the Parks and Recreation Commission be named the co -licensee,
and that they request that the dance permit and the SDM (carryout license)
not be included in the issuance of the license.
If all of the above conditions are met by the Parks and Recreation
Commission and the concessionaire, then the Township Trustees might consider
transferring the license to the Springfield -Oaks Clubhouse. Collin Walls,
Springfield Township Supervisor, is planning to attend our meeting to answer
any questions. The concessionaire will also be present.

March 6, 1978
Wednesday evening, March 1, 1978, the Springfield Township Board voted
to reconsider approval of the Resort Class C license transfer. IN THE EVENT
petitioners resubmit their petition within 30 days, and attach to said
petition evidence of the following:
1. That the Oakland County Parks and Recreation
Commission is the licensee or co -licensee
2. That the petitioners have taken all available
steps to cancel the S.D.M. and dance permit
portions of this license.
3. That the Oakland County Parks and Recreation
Commission have, by resolution and contract
with the operating concessionaire, limited
the use of the license as follows:
a. Alcoholic beverages will not be sold except
during golf season or at private parties and then
only between the hours of 12 P.M. to 10 P.M.
b. The club house will close no later than 11 P.M.
each evening during golf season.
C. No signs will be posted or advertising done
which indicate that liquor is available at the Club
House.
d. No alcoholic beverages will be allowed anywhere
except the upper level of the Club House.
e. The S.D.M. and dance permit portions of this Resort
license will be cancelled. This portion of the license
will not be issued and therefore no carry out sales
or dancing will be allowed.
f. In the event the agreement between the Oaks Corporation
and Oakland County Parks and Recreation is cancelled or not
renewed, license shall revert to Oakland County Parks and
Recreation for use only by concessionaires, controlled and
approved by the Oakland County Parks and Recreation and liquor
Control Commission.
g. All alcoholic Beverages will be dispensed from a
service bar located in the kitchen or some other private
room. No sit down Bar will be installed.
This will be an agenda item at our regular April 5th board meeting.
As a point of clarification, please note that we did not approve the
transfer as submitted. We voted to reconsider IF the above items are
submitted to us as requested prior to our April meeting.
My sincere thanks to you and your commission for allowing us to use
the Youth Activities Center for our Public Hearing. It is obvious, we
would not have been able to accomodate everyone in our Township Hall, I
also want to thank you for the manner in which you made your presentation
on behalf of Oakland County Parks and Recreation. The concise and
business like manner in which you made your presentation, helped get us
started on the right foot.

REPORT FROM THE Y.A.C. SUBCOMMITTEE
The Subcommittee of the Parks and Recreation Commission appointed by the
Parks and Recreation Commission to study the Youth Activities Center met
eight times. The Subcommittee invited various people that had been connected
with the Y.A.C. since its inception. Those attending at various times were:
Ted Fuller and George Lekas, The Oaks; Daniel T. Murphy, County Executive;
County Commissioner Richard Wilcox, Chairman, Planning & Building Committee;
County Commissioner Lawrence Pernick; Tom Schneider and Georgina Cunningham,
Cooperative Extension Services; Harvey Roge, Secretary, 4-H Fair Board; The
Honorable Claude Trim, Michigan House of Representatives; Robert Gorsline,
County Commissioner; Collin Walls, Supervisor, Springfield Township; and
various Parks and Recreation Commission staff.
A thorough discussion took place at all of these meetings, and through
the results of this study the following recommendations are made:
1. Continue to staff the Activities Center with a Supervisor, with
a salary range of $14,265 to $17,140. That is a savings of $5,000.
2. Recommend to the County Commissioners that the name be changed from
the Youth/Activities Center to Springfield -Oaks Activities Center.
3. Continue booking the facility year round.
4. Continue to work closely with 4-H.
5. Supervisor of Activities Center to program the facility as well as
promote the facility to prospective users; such as Veteran Motor
Car Club of America, Antique Shows, etc.
6. Make capital improvements that are necessary for the proper day-to-
day use of the facility, especially dealing with 4-H.
7. Recommend to the County Executive and the County Commissioners that
an architectural study be conducted to analyze the need for any
improvements that could make the facility more functional, as well
as to come up with a recommendation for an improvement of the
sanitary system. County financial support will be necessary to
implement this recommendation.
8. Recommend to the County Executive and the County Commissioners that
they consider creating a fair board with consideration of implementing
a county fair.
9. To acquire the south 80 acres of the present Y.A.C. grounds.
In conclusion, it should be noted that the above recommendations do not
indicate any promise of a reduction in the operational overhead of this facility,
and there will be no appreciable savings in so doing. It should be stated that
the results of the study indicate that the facility should be operated and
programmed intelligently; and that wherever savings can be implemented or
revenue generated, it is incumbent on the staff of the Parks and Recreation
Commission to take advantage of that opportunity. But to consider closing the
facility down or turn it into a turnkey operation would be regressive, and it
will be to no advantage to the Oakland County officials or the citizenry they
represent.

MICHIGAN MOTOR VEHICLE CODE
I have met with Bob Allen, Corporation Counsel, and he feels that now
the Parks and Recreation Commission has adopted the Michigan Motor Vehicle
Code, there are certain steps to be taken in order to make it legal. He is
requesting that the Commission make a motion to amend the Parks Rules and
Regulations revised May 13, 1977, as follows:
Move to amend Parks Rules and Regulations enacted February 8,
1966, revised May 13, 1977, Section 15 -- Motor -driven Vehicles,
by adding paragraph E: Violate provisions of the Motor Vehicle
Code Act #300, Public Acts of 1949, Revised 1973, as amended,
which Act is hereby adopted in its entirety and made a part
and incorporated herein by reference.
After this action is taken, we must advertise for two consecutive weeks in
a newspaper declaring that the Parks and Recreation Commission has amended its
Parks Rules and Regulations in Section 15, Paragraph E.
Your action on the above would be greatly appreciated.
