After preliminary investigations with the architect, F & 0, and staff, it has been determined that the seepage is caused by cracks along the gutter line at the shallow end of the pool. In order to alleviate this situation and prevent water loss, three quotes were received to correct the problem. The work will include preparing the concretesurface by cleaning out damaged material within the cracks and coating the entire trench with a sealant. Quotes were received as follows: Grunwell-Cashero Co., Inc. $2,100. Western Waterproofing Co. 2,980. Heineman & Lovett Co., Inc. 2,675. In order to expedite this project in time for the pool opening, Parks and Recreation and F & 0 staff recommend awarding the contract to the second low bidder, Heineman & Lovett Co., Inc. for the following reasons: 1. The type of material recommended has been used successfully in other County projects. 2. The second low bidder will guarantee the project for one year whereas the low bidder will not ITEM #8 PARKS FOUNDATION The development of a Parks Foundation to receive funds from interested donors has been studied by staff over the past few years and it is now time to consider creating such a Foundation. This would provide the legal structure for obtaining needed financial support from a variety of sources such as endowments, bequests, gifts, etc. In addition to encouraging and generating additional funding for recrea- tional projects, the Foundation could also serve as the basis for a "Friends of the Parks" concept. In order for the Foundation to become an effective source of revenue for the Oakland County Parks and Recreation Commission, staff would like to recommend that they authorize Anthony M. Franco, Inc. to work with the staff over and above their present contract to undertake the following responsibilities: --- Develop the concept of the Foundation for presentation to potential Foundation members. --- Prepare special materials (in the form of a capsule information kit) for presentation to key individuals to obtain their support for spearheading this effort. --- Help plan and carry out a special dinner event to solicit Foundation members. AMF, Inc. would write and produce invitations and help prepare remarks and presentations for the event. --- Establish a special media list for Foundation publicity. --- Identify key publics and plan a case presentation for solicitation of funds. (continued) --- Develop an information kit to be distributed to media and key publics. The kit would include the Foundation's objectives, projects to be funded, background and benefits of parks funding, the philosophy of the Oakland County Parks and Recreation Com- mission, its accomplishments and future plans. --- Develop a promotional pamphlet directed toward lawyers, account- ants, and others with clients interested in the benefits of donations to such a Foundation. --- Develop a program for non -voting Foundation members, and prepare a promotional pamphlet for this group. This could tie in with the "Friends of the Parks" concept discussed earlier. --- Plan and execute media contacts to publicize the Foundation. This would include editorial briefing sessions, the preparation and distribution of press releases, and the development and placement of feature stories on the Foundation. It is estimated that the entire project will take about 100 hours over a period of about four months to put together and implement this program. Franco's charge would be $50,00 per hour for the actual number of hours spent on the program for a total cost of approximately $5,000. The potential for financial support from various sources -- especially corporations, foundations and wealthy individuals is enormous. Michigan is the second wealthiest foundation market in the U. S. The money is available but the competition is stiff and the chances for a successful venture are increased by a high -quality presentation. By having the proper framework for our Foundation and the expertise of Franco and their staff in dealing with this type of activity, it would be an asset to the future of the Oakland County Parks and Recreation Commission.
