RED OAKS MASTER PLAN
Jim Scott of Jim Scott Associates will review with you his findings
pertaining to the conceptual master plan that he was authorized to work
on by a previous Commission action.
I believe you will find his report very interesting and challenging.
WATERFORD OAKS WATER SLIDE
Jim Scott of Jim Scott Associates will also present his findings
pertaining to the concept of constructing a water slide behind the
wave pool.
I am very pleased with what he came up with and hope that we would
be able to proceed with this project based upon the revenue potential
and the complement it will provide to the wave pool.
CHRYSLER/ORION TOWNSHIP ACQUISITION
You received a copy of a letter from E. J. Hagan, Staff Assistant, Michigan
Land Trust Fund, informing us that it would be necessary to close on the
acquisition of the Chrysler property prior to January 1.
Mr. Wint, Chuck Ross and myself met with County Executive Dan Murphy and
discussed possible ways of funding this project. A copy of three proposals,
as prepared by Chuck Ross, were presented to the County Executive (copy of
proposals attached).
The County Executive is not going to take a position against our acquiring
this property but he is in no position to accept any of the three proposals
based upon the negative cash flow from the State to the County. It has
put a tremendous financial burden on the County budget.
The only thing he could agree to is that he would release us from the
obligation of paying the $300,000 for Glen Oaks on January 31 and allow us
to make that payment any time prior to the end of the 1981 budget year.
Possibly, in mid -year, we could evaluate the state of the economy and approach
the County again if there might be a change in the availability of funds.
It is my understanding that if we do not come up with the $500,000 by
January 1, the project will not be carried through.

Property
As of November 19, 1980 the Parks and Recreation Commission owes Oakland
County a balance of $600,000.00 on the loan received for the acquisition
of Glen Oaks. The repayment schedule cal.ls for 2 payments of $300,000 each,
due January 31, 1981 and January 31, 1982.
It is my understanding that in order for the Parks and Recreation Commission
and the County to acquire the Chrysler Orion property, we must pay Chrysler
the full amount of $500,000 before Dececember 31, 1980. If the Commission
had to pay the $500,000 from their own funds for the Chrysler property and
also reimburse the County for the balance of the Glen Oaks loan in accordance
with the current payment schedule, this would practically eliminate our
capital development projects for at least one year. Therefore, I have
presented below, three different proposals on how to acquire the Orion
property, repay the loan on Glen Oaks and still maintain some capital
improvement funds. I'm sure there are many other ways to solve the problem,
but these three ways should open up other ideas if none of them is workable.
I have also attached a schedule showing these three proposals in a more
graphic way.
Proposal No. 1
In December of 1980, Oakland County advances Parks & Recreation $500,000
for payment to Chrysler. This means that as of 12/31/80, Parks & Recreation
would owe the County $1,100,000 ($600,000 on Glen Oaks and $500,000 on Chrysler
loan). Parks & Recreation would repay the County as follows:
2 - $300,000 payments each on 1/31/81 and 1/31/82, plus 5 - $100,000
payments each from 1/31/83 through 1/31/87.
The current voter approval for our millage renewal will give -us millage revenue
through 1987.
Proposal No. 2
In December of 1980, the County advances Parks & Recreation $500,000
for payment to Chrysler. This again means that as of 12/31/80 Parks & Recreation
would owe the County $1,100,000. The repayment schedule would be as follows:
$400,000 on 1/31/8), $300,000 on 1/31/82 and 2 payments of $200,000
each in 1983 and 1984.

Dear Mr. Reickel:
I am writing at the request of O.J. Scherschligt, Deputy Director, to inform you
of a potentially serious problem regarding acquisition of the Orion Hills (Chrysler)
Property in Oakland County.
We have taken an option for $5.5 million and the acquisition has received the
approval of the Natural Resources Commission. As you know, we had originally
hoped to close this acquisition in January, 1981. However, because of serious
cash problems the owners wish to close before the end of 1980.
The statutory authority to acquire this property included the provision of
transferring certain land to Oakland County contingent upon a county expenditure
of $500,000 toward the acquisition. We do not have authority to pay the entire
amount and receive the county share at a later date, so the only possible way
to complete the acquisition before January 1 is to have the state check for
$5 million and the county check for $500,000 at closing. Without the county
share, therefore, the entire project appears to be in jeopardy.
We are extremely anxious to resolve this issue, and are requesting a formal
and final commitment from Oakland County to make the necessary funds available
before the end of this calendar year. Please inform us of the decision on
this matter at the earliest possible date.

IN-SERVICE TRAINING PROGRAM
It is recommended that this department provide a training program that
will improve the ability of employees in the areas of communication, decision -
making, human relations, management, and dealing with the public in general.
A well -established and defined training program such as the proposed
Dale Carnegie Course has proven effective in enabling both men and women
employees to realize more of their business and social potential.
Through such a program the personal development gained will improve the
human skills of management and better prepare our employees for the challenge
of change and their communication skills required when dealing with the many
situations which arise while confronting the park user.
The advantages of such a program are:
1. Endorsed by the County Executive's office, which means it is
eligible for tuition reimbursement.
2. The course has a money -back guarantee, which means if the
administration is not satisfied, the money will be refunded.
3. The course has a ten (10) year guarantee, which means
graduates may return to any session or the entire program at
his or her convenience, free.
4. The course has been established for 69 years and is well
respected in the business world.
5. The class hours and location are at our convenience, which
allows maximum cooperation by the employees.
The course will provide:
1. Development of self-confidence, which means:
A. A positive self-image.
B. Pride in appearance and mannerism.
C. A positive attitude.
D. A willingness to overcome obstacles.
E. Quicker decision -making.
F. An increase in self -motivation.
2. Development of more effective communications, which means:
A. Increased listening skills.
B. Increased speaking on an individual basis.
C. Increased skills in a small group setting.
D. Increased skills in a large group setting.
E. Increased ability to handle impromptu speaking
situations.
3. Development of enthusiasm in a work situation, which means:
A. A more friendly attitude towards people.
B. More courteous gestures.
C. Better acceptance of job change assignments.
D. Handling of stressful situations in a positive
manner.
4. Development of human relations means:
A. Understanding and dealing with people more
effectively.
B. Dealing more effectively with home situations
as they relate to the job.
C. Understanding and dealing with personal wants
and needs as they relate to the job.
The course costs $400 per person. However, this breaks down to $8.16
per hour.
It is staff's recommendation that the Commission appropriate funds for
20 employees to attend the Dale Carnegie program. This would amount of $8,000.
The sessions would be held during regular working hours at one of our
own facilities.
It would be at the discretion of the Manager as to which employees he
would like to attend the first session.
A representative from the Dale Carnegie program will be available at the
meeting to answer any questions.
