The regular meeting will commence at 9:30 a.m. and following adjournment of the business meeting, the budget review will continue. Public Hearing - Addison Oaks The purpose of the Public Hearing is to give the public an opportunity to give input on the Phase I development of Addison Oaks which is 55 modern campsites. This hearing is required in order to meet the application criteria as dictated by the Department of Natural Resources. Bob Bills of Bills/Childs Associates will give the presentation. B. OAKLAND COUNTY PARKS AND RECREATION COMMISSION MEETING November 5, 1980 The meeting was called to order at 9:45 a.m. by Chairman Lewis Wint in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman Lewis Wint, Vice Chairman Marjorie Walker, Secretary Velma Austin, Don Deni, Fred Houghten, George Kuhn, Dr. Joseph Montante, Richard Wilcox. STATEMENT OF OPERATIONS: Moved by Mr. Houghten, supported by Mr. Wilcox to approve the Statement of Operations as of September, 1980. Motion carried. ACTIVITIES REPORT: Moved by Mr. Houghten, supported by Mr. Wilcox to accept the Activities Report as of September, 1980. Motion carried. ONE -MILLIONTH VISITOR RECOGNITION: Mrs. Elaine Hall and daughter Stephanie were present to receive special recognition for being the one -millionth person to visit the Oakland County Parks in any one year in 1980. Janet Pung presented Mrs. Hall with a ''gold star" pass for each member of her family, allowing them unlimited use of the Parks' facilities for 1981. Ms. Pung also presented them with a certificate of recognition, and a photograph of Independence Oaks, which was one of the winners in the Fall Photo Contest last year. The Hall family will also be honored at our 1981 recognition banquet, and will receive invitations to some of our special events planned for 1981. The meeting was recessed for a short break at 10:00 a.m. The meeting was resumed at 10:05 a.m. GOLF COURSE RENOVATION, WHITE LAKE OAKS: Purchasing received the following bids for approximately 2,000 to 3,000 yards of fill sand for the renovation of green Ps 1 and 4 at White Lake Oaks: Warren Trucking American Aggregates Ballard Sand & Gravel Oxford Mining J.A. Wood Trucking Price per Yard $2.35 3.58 2.28 3.00 2.30 Staff concurs with Purchasing to award to the low bidder, Ballard Sand & Gravel, in the amount of $2.28 per yard. (Commission Meeting, November 5, 1980) Moved by Dr. Montante, supported by Mrs. Austin to approve the low bid of Ballard Sand & Gravel in the amount of $2.28 per yard, for approximately 2,000 to 3,000 yards of fill sand for renovation of the greens at White Lake Oaks. ROLL CALL VOTE: AYES: Deni, Houghten, Kuhn, Montante, Walker, Wilcox, Austin, Wint (8) NAYS: (0) A sufficient majority having voted therefor, the motion carried. SNOWMOBILES, ADDISON OAKS: The Commission previously approved the purchase of two snowmobiles at their meeting of April 2, 1980. However, a mix-up occurred, and the snowmobiles were sold to someone else. Therefore, Purchasing received new bids for the snowmobiles as follows: Anderson Sales Service: Yamaha 1980 440 $2,100 Everest 500 Ski Doo 2,295 Kawasaki; 1980 3,000 Houghton Power Center: 1980 Polaris TV 440 2,000 1981 SS 440 2,050 MG Sales: 1980 3000 FA Jags 1,655 Also, two of our old Arctic Cats were sold at the County Auction for $500 each. Staff concurs with Purchasing's recommendation to purchase the two FA Jags at MG Sales at $1,655 each, for a total of $3,310. Purchase price: $3,310 Less auction sale: -1,000 (2 units @ $500 each) NET COST $2,310 Moved by Mr. Houghten, supported by Mr. Deni to approve the low bid of MG Sales in the amount of $3,310, for two (2) FA Jags snowmobiles for Addison Oaks. ROLL CALL VOTE: AYES: Houghten, Kuhn, Montante, Walker, Wilcox, Austin, Deni, Wint (8) NAYS: (.0) A sufficient majority having voted therefor, the motion carried. GOLF DOME LEASE: Don Pierce, attorney for Oakland Golf Dome, Inc., informed the Commission that the lease wording has been worked out and is ready to be signed. However, Oakland Golf Dome, Inc., is proposing one additional change: an (Commission Meeting, November 5, 1980) additional five (5) one-year options. The lease now provides a basic seven-year term lease, plus three (3) separate one-year options, for a total of ten years. The new provision would provide for the basic seven-year term lease, plus eight (8) separate one-year options, for a total of fifteen (15) years. Oakland Golf Dome, Inc. also proposed increasing the minimum rental guarantee. Discussion followed, after which the Commission concurred to re -negotiate this point with Oakland Golf Dome, Inc. at a future date after the first year of operation. APPRAISAL 1.04 ACRES, WHITE LAKE OAKS: Staff received the two appraisals necessary to sell the 1.04 acres at White Lake Oaks. The property has passed a perk test, but there is a drainage ditch on the property. Purchaser will be made aware of the problem. Jack Hays, Civil Counsel, will be working with White Lake Township to split the parcel from the park property. Moved by Mr. Deni, supported by Mr. Wilcox to authorize Civil Counsel to write the property description, and staff proceed with the sale of the 1.04 acres at White Lake Oaks at a minimum price of $14,500, as is. ROLL CALL VOTE: AYES: Montante, Walker, Wilcox, Austin, Deni, Houghten, Wint (7) NAYS: (0) A sufficient majority having voted therefor, the motion carried. Staff will send a letter to the president of the Fox Bay Subdivision, in which the parcel is located, informed him of the Commission's actions. WAVE POOL SOLAR PRESENTATION: Bids were received at the meeting of October 15, 1980, but the Commission requested more information before the bid was awarded. Reyn Hendrickson, StarPak Solar Systems, low bidder, was present to explain the system his company bid on for the Wave Pool. Moved by Mr. Deni, supported by Mrs. Walker to award the contract to the low bidder, StarPak Solar Systems, in the amount of $16,788, for the solar heating system at the Waterford Oaks Wave Pool, plus a contingency fund not to exceed 5% of bid price. (Commission Meeting, November 5, 1980) ROLL CALL VOTE: AYES: Montante, Walker, Austin, Den!, Houghten, Wint (6) NAYS: (0) A sufficient majority having voted therefor, the motion carried. MOBILE RECREATION EVALUATION: Tom Seavey and Kathy Carlson were present to report and summarize on the 1980 Mobile Recreation program. Mr. Seavey also made the following recommendations: 1. To drop the following three units: A. Art -Mobile B. Movie/Nature-Mobile C. Swim -Mobile 2. To purchase an additional Show -Mobile. MANAGER'S REPORT: ---Expecting a letter from the Michigan Land Trust Fund regarding the final agreement for the work being done on the Clinton River Land Acquisition. ---Received approval from the Department of Natural Resources to proceed with the final grant application at Addison Oaks for the development of 55 campsites. ---Joe Figa explained that the gas conversion project at Springfield Y.A.C. has been put out for bid again, dut to a large math error in the first bids from Mathison Plumbing and Heating. ---Received a letter from the Waterford Senior Citizens regarding their use of Independence Oaks this year, and how much they appreciated the park. ---Budget hearings are scheduled for Wednesday, November 12, at 9 a.m., and Wednesday, November 19, after the regular meeting, which has been moved up to 9 a.m. Another session will be scheduled at a later date, if necessary. Staff would like the sessions completed before Thanksgiving, in order to enable the Commission to adopt the budget at its December 10, 1980, meeting. Due to a large error on the part of the low bidder, Matheson Heating, they were not able to fulfill the bid. Staff recommended a re -bid of this project to again obtain qualified bids. The bids will be presented with a recommendation by staff.
